President's Letter State of the Central Texas Chapter - Full Speed Ahead! By Tom Pardee, CCIM 2007 Central Texas Chapter President The CCIM Central Texas Chapter, like the Austin economy is firing on all cylinders in 2007! In January, we had Glyn Meek, featured speaker at the World Congress Technology who forecast commodity prices, future technologies, and solved the DaVinci Code. This sold out program was informative and entertaining. In February, we hosted another sell-out class, CI 101, at the Austin Board of Realtors facility. We also had a social for the students at North by Northwest. The social was attended by over 80 students and provided an opportunity for the students to greet each other and learn more about our wonderful city. Also in February, we hosted our first CCIM Central Texas Symposium, Downtown Austin - revitalized relived etc. The symposium was a resounding success and was attended by a sell-out crowd of

transactions. First National Bank Alamo Title SpawMaxwell Brown McCarroll LLP PlainsCapital IPX 1031 over 200 people. The Symposium, moderated by Dr. Mark Dotzour, featured Mayor Will Wynn and a panel of speakers including, It provided an excellent venue to learn about the exciting changes occurring downtown from the policy makers and professionals making it happen. I would like to thank the Symposium Committee; Amy Ables, Heather Cooke, and Chris Gamel, for their contribution to the success of the Symposium. And our March program, Investing in The Future: Diversifying the Permanent School Fund, featuring Commissioner Jerry Patterson, General Land Office who discussed the new direction of the Land Office. And in April we had the CI Intro course April 19th and 20th at the Austin Board of Realtors. This course also sold out! May promises to kick off spring on May 17th in typical CCIM fashion with our Lender's Boat Trip on Lake Austin. This "3 hour tour" on Lake Austin should be a networking extravaganza with a fajita buffet and complimentary margaritas. This event always provides a relaxing atmosphere conducive to deal making. I would encourage you to take advantage of the programs and educational opportunities available through The CCIM Central Texas Chapter. We strive to provide the best education and programs in Central Texas. Every CCIM has to pass a challenging curriculum and demonstrate a transaction level in accordance with the Institute's standards. CCIM's know how to get deals done. Please join us for one of these networking opportunities and we are sure you will be back. For more information, please check out our website at www.ccimtexas.com. Stay tuned for more exciting events to come. Commissioner Decreases Rate by 3.2% JTM Development Noble Capital Grubb & Ellis The Commissioner of Insurance adopted the official order of the 2004 Title Insurance Biennial Rate Hearing on December 12, 2006. As reported in the September 1 Regulatory Update, the TDI Staff filed a brief with the Commissioner suggesting a variety of possible alternative schemes for establishing title insurance rates. These alternatives were a surprise to TLTA and other parties in the rate hearing, as none were supported by testimony on the record before the Commissioner. The order does not include any alternative rate proposals; however, the Commissioner strongly encourages the industry to consider looking at alternative methodologies for determining premium rates, premium splits between agents and premium splits
