NORTH STRABANE TOWNSHIP PLANNING COMMISSION PAGE 2 Conservation Subdivision Phase V Preliminary Subdivision and Site Plan Members of the Commission: I have reviewed the above referenced subdivision and site plan located off Majestic Drive and Bentwood Drive in the R-2 zoning district. The development is planned to be a conservation development in accordance with Township Ordinance 213. Phase V of the development is for 28 lots on 12.852 Acres. The following are my comments relative to the subdivision plan dated May 17, 2012, Site plan dated May 17, 2012, and storm water management report dated May 2012 all as prepared by Morris Knowles and Associates, Inc. Subdivision Plan All of our comments of our May 17, 2012 letter have been addressed and the preliminary subdivision plan is in order for consideration by the Planning Commission. The following must be addressed prior to final approval: Lots #519, #527 and #528 do not meet the minimum lot area requirement of 10,800 Square Feet. This must be revised to meet the requirement for a conservation development. Site Plan The site plan is in order for consideration for preliminary site plan approval by the Planning Commission. The following must be addressed prior to final approval: 1. We recommended changing the location of C.B. #5-1 to be on the common property line between Lots 503 and 504. The Designer responded that the C.B. would not be at a 90 degree angle crossing the road if it were to be relocated as requested. However, a 90 degree angle crossing is not required and it is still recommended that the location of C.B. #5-1 be changed to be on the common property line between Lots 503 and 504. 2. We recommended changing the location of C.B. #4-9 to be on the common property line between Lots 515 and 516. The Designer responded that changing the location of this C.B. would result in a conflict with the Sanitary Sewer pipe. A note must be added to the plans stating that the driveways must be located on the side property line of the lots and that no center lot driveways are permitted. 3. We recommended changing the location of C.B. #4-9A to be on the

The Designer responded that changing the location of this C.B. would result in a conflict with the Sanitary Sewer pipe. A note must be added to the plans stating that the driveways must be located on the side property line of the lots and that no center lot driveways are permitted. 4. Please add C.B. #4-5 and C.B. #4-6 to the profile on sheet PP-2. 5. We question how access for maintenance to the bio-retention pond/rain garden be achieved in Future Phase 6? Storm water Management 1. The report is currently under review and comments will provided prior to final approval. General Prior to final approval the following items must be addressed: 1. A NPDES Permit for the site will be required to be amended. 2. A geotechnical report must be submitted prior to a grading permit being issued. 3. As per 304.3 of the subdivision and land development ordinance, the developer must execute a Developers Agreement with the Township prior to being granted final approval by the Board of Supervisors. 4. A cost estimate for the improvement to the site must be submitted for review and approval for the purpose of determining the amount of the amenities bond that must be posted in accordance with 304.1 of the subdivision and land development ordinance. 5. Prior to any construction on the site, a pre-construction meeting with the Engineer, Public Works Director, the Developer, the Builder, and the building inspector must be held. 6. The location of the proposed fire hydrants must be reviewed and approved by the Fire Chief. 7. The plans must be submitted to the Municipal Authority for review and approval. 8. The requirement for a planning module must be reviewed by the planning coordinator.

The following review letter was received from Gateway Engineers, dated May 18, 2012: C-22102-0011 May 18, 2012 North Strabane Township Planning and Zoning Commission 1929 Route 519 South Canonsburg, PA 15317 Re: Preliminary Subdivision Application Meadows Subdivision No. 2 Members of the Commission: We have received and reviewed the application for the subdivision of 4.247 acres from 153.027 acres in the C-2 zoning district and the establishment of an access easement for the entrance driveway to the Meadows Casino as prepared by Civil and Environmental Consultants revised dated May 17, 2012. The plan is in order for consideration by the planning commission for preliminary approval. The following are items that must be addressed prior to final approval of the subdivision: 1. The vacationing and abandonment of portions of Old Allison Road is underway. Approval of the subdivision by the Board of Supervisors should not occur until the roadway abandonment has been finalized. 2. The plan indicates the property of the Meadows extending to the centerline of Johnson Road and Old Allison Road. This subdivision should include dedication of that portion of the property for the right of ways of the respective roads as shown on the plan. Moyar asked Jeff Nara from Civil and Environmental Consultants, representing the applicant, to address the Planning Commission. She continued the group met after the last meeting, and the new subdivision plan shows Old Allison Road extinguished from Holiday Inn over to Quail Acres Lane, and an easement for ingress and egress in place of Old Allison Road for the Holiday Inn. She continued the easement will be re-located once there is future development. Nara stated the key part of the subdivision is the parcel across Meadows Drive from the garage. That came from PennDOT regarding the driveway for Doubletree being too close to Racetrack Road. That created an S curve with Allison Road, so we pushed the connection on Meadows Drive further from Racetrack Road. The access where the Doubletree is will be retained. You will see that before you in a couple months. Moyar asked if the rest of Old Allison that goes between you and Double tree remains and there is no thought to use it for access. Nara agreed. Moyar stated it will be blocked off, and PennDOT would have to approve it being opened. Nara stated the planning module has been submitted to the Municipal Authority. Stayduhar reiterated her concerns about the road eventually being opened onto Johnson Road. MEADOWS NO. 2 Motion by Balogh, seconded by Erdner to recommend preliminary approval of a two-lot subdivision located on Racetrack Road in a C-2 district.

The following review letter was received from Gateway Engineers, dated May 18, 2012: C-22365 May 18, 2012 North Strabane Township Planning and Zoning Commission 1929 Route 519 South Canonsburg, PA 15317 Re: Final Subdivision and Site Plan Holiday Inn Express Meadowlands Industrial Park Members of the Commission: We have received and reviewed the final subdivision of 13.244 acres into two lots and a right of way for roadway purposes for the development of a hotel on one parcel in the I-2 zoning district and the remnant parcel for future development in the C-2 zoning district. A motel is a permitted use in the I-1 zoning district as per 1101(A) 1.l. The following are comments relative to the subdivision plan dated December 2011, site plan revised dated May 14, 2012 and storm water management plan revised dated January 11, 2012 all as prepared by the land development group of the Gateway Engineers: Subdivision Plan All of the comments of our letter of January 16, 2012 have been addressed and the subdivision plan is in order for consideration by the planning commission. Everything is in order for consideration for the subdivision. Aaron Richardson, Gateway Engineers, is present this evening on behalf of the applicant. Moyar commented one of the issues was a recorded right of way between Burger King and this lot being created for the Holiday Inn Express. On the original plan it was extinguished, but was not clear. It would have prevented access to Racetrack Road. We prefer to keep that in place. Now, the plan shows this as a portion of the lot. This lot will have frontage on Meadowlands Boulevard and Racetrack Road. DEVELOPMENT This is for final site plan review of a 87 room Holiday Inn Express Hotel to be developed on Meadowlands Boulevard in an I-1 district. Sites stated all comments have been addressed and the plan is in order for consideration. DOUBLE J DEELOPMENT OTHER BUSINESS BUFFER ZONE BETWEEN AND LINDENVUE ADJOURNMENT Motion by Balogh, seconded by Stayduhar, to recommend final site plan approval of a 87-room Holiday Inn Express Hotel to be development on Meadowlands Boulevard in an I-1 district. ROLL CALL OF VOTS 3 YES 0 NO. Joe DeNardo is present tonight on his own behalf, to discuss the open space which was disturbed between Majestic Hills and Lindenvue. Moyar explained that DeNardo has to submit a plan showing how he plans to re-establish the buffering. DeNardo explained the plan was prepared by a landscape architect, and continued that previously there were a lot of dead trees in the area. This plan represents an improvement over the vegetation that did exist within the Lindenvue open space. The distubed area will be cleaned up and readied for a landscape improvement, which will benefit both communities and provide connections to the existing trail. DeNardo added if the residents wish to add an amenity, such as a swing set or gazebo, in the future, they could do that.
