2. Adoption of Minutes of the First Quarterly General Meeting held on 31 March 2011 (App. A) There being no comments, the minutes of the First Quarterly General Meeting held on 31 March 2011 were proposed for adoption by Robert LAM and seconded by Tony TANG. The minutes were confirmed as a true record. 3. Adoption of minutes of the Special General Meeting held on 13 April 2011 (App. B) There being no comments, the minutes of the Special General Meeting held on 13 April 2011 were proposed for adoption by Glenn LAU and seconded by Felix LI. The minutes were confirmed as a true record. 4. Matters arising from minutes of the First Quarterly General Meeting held on 31 March 2011 There were no matters arising from the First Quarterly General Meeting held on 31 March 2011. 5. Report from the Honorary Secretary (App. C) The Honorary Secretary reported on the Institute s recent events and developments in the past 3 months. He supplemented that the Council had made a round of calls to gently remind the 334 members who had not yet returned their CPD Declaration Form 2010 which were supposed to be submitted by 2010. He also added that President and Hon. Patrick Lau would lead a delegation of HKIA Registered Practices to QianHai District of Shenzhen on 12 July 2011 which were open to Registered Practices.. Members were encouraged to read the full report which was uploaded onto the front page of www.hkia.net on 16 June 2011. 6. Report from the Honorary Treasurer The Honorary Treasurer reported that the Institute had recorded a close accumulated balance of HK$26 million shown in the draft unaudited accounts as at 31 March 2011. A surplus of HK$1.8 million was noted. The Honorary Treasurer wished members to note that the Institute was going to have a modest celebration of her 55 th Anniversary, and facing steep inflation and increase in rental of the premises in the coming year. These factors might induce increase in membership fees. Page 2 of 6
7. Report from the President (App. E) President encouraged members to read his full report which was uploaded onto the front page of www.hkia.net on 21 June 2011. On top of that, he supplemented that: 1. Unauthorized Building Works The Institute shared views at the media lunch held on 10 June 2011 and was ready to provide professional advice if needed. 2. First-hand residential flat sale 10 experienced members had formed a task group and come up with views on the topic. The views were submitted to the HKSAR Government. 3. HKIA/ARB Professional Assessment (PA) The Institute received a lot of feedbacks from Registered Practices from both candidates and practices on the PA exercise. The Institute has set up a special task group to look into the problems and propose recommendations. 4. Members Participation in Community Services Members participated in a voluntary service by offering professional advice and setting up exhibition spaces of 30-Hour Famine, organized by the World Vision. The voluntary service of HKIA members was well recognized. 8. A speech by Mr. ZHAO Lu-xing, Director, Real Estate Department, Policy Research Centre, PRC Ministry of Housing and Urban-Rural Development The Honorary Secretary welcomed and introduced Mr. ZHAO Lu-xing as the speaker of the Second QGM. The topic Mr. Zhao spoke on was 現階段中國的房地產調控保障性安居工程及基本住房制度建設問題. (Translation: The Current Issues on Housing Provision for Low-income Families and Considerations to the Development of Housing Structure in Mainland China.) Mr. Zhao introduced the housing system in the PRC and outlined the forthcoming development. He responded to a few questions from the floor concerning whether Hong Kong could draw reference from the Mainland housing system. Page 3 of 6
The Honorary Treasurer proposed a vote of thanks to Mr. Zhao for his inspiring sharing. Members were invited to attend the CPD seminar to be delivered by Mr. Zhao on 24 June 2011. 9. Report by the Honorable Patrick Lau, SBS, JP, Lego Member for Functional Constituency Architectural Surveying and Planning (App. F) Hon. Patrick Lau highlighted the following tasks in Legco: 1. Hon. Patrick Lau met with Mr. WANG Guang-ya, Director of the Hong Kong & Macao Affairs Office of the State Council, discussed the housing supply and demand in Hong Kong. 2. He chaired the Building Safety Sub-committee meeting which emphasized that building safety standard should not be relaxed Mandatory inspection scheme for buildings and windows was put in force. 3. He would make a duty visit to Vancouver & Boston to study the local harbour front planning. Members were invited to read the report which was uploaded onto the front page of www.hkia.net on 17 June 2011. 10. Presentation of Certificate to Registered Practice President presented the certificate to Mr. MILNE Ross Macbride, representative of Ten Design Group Limited, a newly elected Registered Practice. 11.
