RESOLUTION of the Township of Toms River authorizing the circulation of a preliminary official statement and final official statement in connection with the sale of the Township Bond Anticipation Notes in an aggregated amount not to exceed $29,145,255 and approving a continuing disclosure certificate with respect to said notes of the Township, and authorizing and/or ratifying other actions in connections therewith. 13. RESOLUTION of the Council of the Township of Toms River, urging Governor Murphy, acting NJDEP Commissioner McCabe and the New Jersey Department of Environmental Protection to end the hold on the publication of the CAFRA notice of a rule recognizing the Centers and Cores of the Township of Toms

River as adopted by the State Planning Commission into the State Development and Redevelopment Plan through Plan Endorsement. 14. RESOLUTION of the Township Council of the Township of Toms River, Ocean County, New Jersey, opposing Governor Murphy s proposed FY2019, $37.4 Billion Budget, which, if adopted, would raise taxes on almost everything, and adversely impact every resident in the State of New Jersey. CONSENT AGENDA "All matters listed under item "Consent Agenda" will be enacted by one motion in the form listed below. There will be no separate discussion of these items. If discussion is desired on any item, that item will be considered separately." A. RESOLUTION of the Township Council of the Township of Toms River, Ocean County, New Jersey, authorizing refund of overpayment of taxes, various properties. (1) B. RESOLUTION of the Township Council of the Township of Toms River, Ocean County, New Jersey, approving the transfer of monies for the purpose of refunds of overpayment of taxes. C. RESOLUTION of the Township Council of the Township of Toms River, Ocean County, New Jersey, certifying entitlement of a 100% Disabled Veteran Status, and providing that property taxes be cancelled and/or refunded. (1) D. RESOLUTION of the Township Council of the Township of Toms River, Ocean County, New Jersey, authorizing the extension of the contract with O Brien s Response Management, Inc., (State Contract No. T-2686, Vendor No. 78189), for FEMA Services/Database Documentation, related to Hurricane Sandy, to November 1, 2018 (initially awarded by Resolution of the Township Council of the Township of Toms River, on November 16, 2012) (no additional funds are required with this extension) (funds are subject to FEMA reimbursement). E. RESOLUTION of the Township Council of the Township of Toms River, Ocean County, New Jersey, awarding a Professional Service Contract to T & M Associates, to assist the Division of Engineering in the design of a kayak launch on the bayside of Ortley Beach, in the total maximum contract amount not to exceed $26,950.00 and authorizing the Mayor to Execute and the Township Clerk to attest to an agreement with T & M Associates. F. RESOLUTION of the Township Council of the Township of Toms River, Ocean County, New Jersey, authorizing contract to Vendor with State Contract, #17- FLEET-00199 (T3057), in the amount of $154,725.14 and Ocean County Contract B2017-117 in the amount of $469,134.00 (combined total amount not to exceed $623,859.14), for the purchase of John Deere equipment for the Department of Public Works from Jesco, Inc. G. RESOLUTION of the Township Council of the Township of Toms River, Ocean County, New Jersey, authorizing the Purchase Division to advertise and receive bids for the purchase and installation of Opticom or equal GPS Emitters. H. RESOLUTION imposing charges incurred under Section 111 of the 2006 International Property maintenance Code as a lien on real property, and directing the Tax Collector to collect these costs, and impose interest on unpaid costs, in the same manner as provided for in the collection of Real Estate Taxes in the Township of Toms River, Ocean County, New Jersey. I. RESOLUTION of the Township Council of the Township of Toms River, Ocean County, New Jersey, authorizing an amendment to Resolution dated March 13, 2018, (Part XXV), awarding a contract for Professional Services for 2018 to Vetcor of Toms River, LLC, t/a Calling All Creatures Veterinary Hospital, and Toms River Animal Hospital, for non-emergency pool veterinary services, in the maximum amount not to exceed $66,000.00 for CY2018, in order to add Cummings Veterinary Services LLC d/b/a East Coast New Jersey Spay Clinic, to the Resolution of March 13, 2018 for non-emergency pool veterinary services for a -2-

maximum amount not to exceed $3,000.00 for CY2018, and to amend the maximum amount awarded to Toms River Animal Hospital from $26,000.00 to $23,000.00 for CY2018 (No additional funds are required for this amendment). J. RESOLUTION K. RESOLUTION of the Township Council of the Township of Toms River, Ocean County, New Jersey, authorizing the Division of Purchasing to readvertise and receive new proposals for an environmental consultant expert consultant on CIBA/BASF tax appeals exempt from public bidding.
