Building Strong Neighborhoods: Vacant Property Strategies Held two full-day workshops in Fall 2015 Sponsored by NAR & The Center for Community Progress Met Community Investment Core Standard Goals: Bring together REALTORS, lenders, non-profits, for-profit developers, local and appointed officials, and key philanthropic partners Evaluate existing polices addressing vacant property Develop new tools and strategies that best meet the needs of our region Workshop Results Clarified different strategies to address vacant, blighted properties What is the policy goal for local governments: Eliminate blight? Revitalize a neighborhood/stimulate private investment? Develop affordable housing? Historic Preservation? Multiple goals may conflict. How do we balance them? 9
Next Steps Encourage the City of Richmond to develop a Land Bank Often takes the form of a government entity or a nonprofit corporation Focuses on converting vacant, abandoned, and tax delinquent properties into productive use and back on the tax rolls Works with City Attorney s Office to acquire property titles in a transparent manner, consistent with a locality s master plan Enabling legislation introduced and passed in 2016 Create a Community Land Trust that will operate in tandem with the City s Land Bank What is a Community Land Trust? A nonprofit corporation acting as a developer and steward of permanently affordable housing How does the housing remain permanently affordable? Land trust owns the land Homeowner owns the improvement The two parties share in the equity CLTs fill a gap in the housing market, providing opportunities for homeownership to people who would otherwise be unable to buy Benefits the community by placing vacant building back into productive use Currently over 250 CLTs in the United States 10

Church Hill Neighborhood The MWCLT will seek to acquire tax delinquent, vacant parcels from the City of Richmond Partner with a housing non-profit to renovate the existing structure or construct a new home Houses will be available for purchase by households earning between 50 and 115% of AMI MWCLT will retain ownership of the land If owner sells, the cost of the land will be removed from the sale price and an appraisal based resale formula will be used to determine the final sale price Equity (profit) from the sale will be shared 50/50 between the home owner and the MWCLT Why Church Hill? RPAC Fundraising Using predictive analytics to boost RPAC fundraising success. Overview Combine all available REALTOR data assets with outside data attributes, including other political and charitable giving, and TargetSmart s political and consumer data. Create two predictive models to score members based on likelihood of contributing to RPAC (participation) and propensity/ability to give as a major investor. Deliver a scored list of members to improve efficiency of RPAC fundraising. 14
