The subject property is undeveloped. 3. The property is zoned Residential District One [R-1], and classified as Residential Mobile Home Appropriate according to the Parish s Future Land Use Map. 4. According to Section 113-182 of the St. John the Baptist Parish Code of Ordinances [the Code], mobile homes are prohibited within the R-1 zoning district; however, Section 113-483 authorizes the Planning Commission to approve the installation of a manufactured home or mobile home for single-family use in any zoning district when the mobile home is determined to be compatible. 5. The proposed location of the mobile home meets all required setbacks. 6. The Planning Department conducted a site visit on August 13, 2018 to assist in determining land use compatibility and found that there were 34 residential structures within a 400-foot radius of the subject property. Of these residential units, 27 (or 79%) were developed as mobile homes, and 7 (21%) were developed as standard, immovable single-family dwellings. 7. Of the mobile homes within the 400-foot radius, seven have vinyl siding and 20 have metal siding. Of the immovable dwellings within the 400-foot radius, five have brick facades, one has wood siding, and one has vinyl siding. 8. In its corridor survey of the 122-167 block of Paula Dr., the Planning Department observed a total of 19 residential structures, 17 (89%) of which were mobile homes. PLANNING AND ZONING DEPARTMENT RECOMMENDATION: Based on the significant concentration of mobile homes located in the vicinity of the request and the future land use designation of the subject property, the Planning Department finds that the proposed request is CONSISTENT with the surrounding neighborhood character and the intent of Code.
