IV to Request for Proposal (RFP) for Selection of Implementation Agency on PPP for Comprehensive Integrated Computerization and Operation of Land Records and Registration services in Punjab Following addition/ deletion/ modification (s) have been made to the Request for Proposal (RFP) for Selection of Implementation Agency on PPP for Comprehensive Integrated Computerization and Operation of Land Records and Registration services in Punjab: 1. Liquidated Damages Page Number 72 i. Recover from the Bidder, as liquidated damages and not by way of penalty a sum equivalent to 0.5% of the Contract Value for each week (Seven calendar days) delay beyond the Scheduled completion date. For the purpose of liquidated damages, the scheduled completion date will be taken as date of completion and acceptance of all the activities till Certifications of successful operations of the integrated solution completion given to Bidder by PLRS. n Pls read as i. Recover from the Bidder, as liquidated damages and not by way of penalty a sum equivalent to 0.5% of the Annual Contract Value for each week (Seven calendar days) limited to 4 weeks delay beyond the Scheduled completion date. After 4 weeks delay penalty a sum of equivalent to 1% of Annual Contract value for each week. For the purpose of liquidated damages, the scheduled completion date will be taken as date of completion and acceptance of all the activities till Certifications of successful operations of the integrated solution completion given to Bidder by PLRS. Annual Contract Value = Total Contract Value / 7 3. 2.47. Liquidated Damages Page ii. Terminate the contract or a portion or part of the work thereof. The Purchaser shall give 30 days notice to the Bidder of its intention to terminate the Contract Deletion Pls consider this as deleted
Number 72 and shall so terminate the Contract unless during the 30 days notice period, the Bidder initiates remedial action acceptable to the Purchaser. 4. 2.47. Liquidated Damages Page Number 72 2.47.5. For the tasks to be performed till Certifications of successful operations of the integrated solution completion given to Bidder by PLRS, the amount of liquidated damages shall not exceed 10 % of the total Contract Value. This upper limit is restricted only to the activities till Certifications of successful operations of the integrated solution completion given to Bidder by PLRS. The liquidated damages will be governed by Service Level Agreements (Section 5) for Post Implementation Phase. The payment will recovered at 10 % of total amount released with interest from first invoice onwards. n 2.47.5. For the tasks to be performed till Certifications of successful operations of the integrated solution completion given to Bidder by PLRS, the amount of liquidated damages shall not exceed 15 % of the Annual Contract Value. This upper limit is restricted only to the activities till Certifications of successful operations of the integrated solution completion given to Bidder by PLRS. The liquidated damages will be governed by Service Level Agreements (Section 5) for Post Implementation Phase. The payment will recovered at 10 % of total amount released with interest from first invoice onwards. Annual Contract Value = Total Contract Value / 7 5. Addition 5.15 Penalties - 5.15.1: The total monthly penalty deduction should not exceed 10% of monthly invoice of all sites. - 5.15.2: There will be an increment of 1% on monthly penalty deduction (10%) in case of two consecutive monthly deductions, 1% Increment (11%) = two consecutive monthly penalty deductions 1% Increment (12%) = Next two consecutive monthly penalty

Surveyors Qualification Page 513 1.20.3 The deviations taken in general terms and conditions will be discussed during contract finalization with the selected vendor. The minimum qualifications required are: o Should have a Bachelor s degree in IT or Computer Applications o Should have a minimum of 3 years of professional experience out of which must have worked for at least 2 years as a Surveyor o Should have at least one project of cadastral mapping / land surveys using modern survey methods like ETS / DGPS o Experience with handheld rovers preferred 9. 5.6 Quality of Services 5.6.3. Payment due will be calculated on weekly basis separately for each site / office using Invoice and payment module as described in scope of work section. n n n - 5.16.1 : During the first quarter after Phase 1 Go-Live, the service level SLA for Performance of the System and Quality of Service shall not be applicable. The deviations taken in general terms and conditions will be mutually discussed and agreed upon with the respective bidder before technical score declaration with the bidder. The minimum qualifications required are: o Should have a Bachelor s degree or One year diploma in IT/Civil o Should have a minimum of 2 years of professional experience out of which must have worked for at least 1 years in field of Surveyor/ GIS/CIVIL/Draftsmen o Should have experience survey using modern survey methods like ETS / DGPS preferred. 5.6.3. Payment due will be calculated on Monthly basis separately for each site / office using Invoice and payment module as described in scope of work section

In case of deployment of COTS products: Purchaser shall own and have a right in perpetuity to use all newly created Intellectual Property Rights which have been developed solely during execution of this Contract, including but not limited to all processes, products, specifications, reports and other documents which have been newly created and developed by the IA solely during the performance of Services and for the purposes of inter-alia use or sub-license of such Services under this Contract. All documentation and configuration items such as scripts, code, queries etc. developed by the IA shall be property of the Purchaser. The IA should create a repository of such resources and provide access to Purchaser. The IA undertakes to disclose all such Intellectual Property Rights arising in performance of the Services to the Purchaser and execute all such agreements/documents and file all relevant applications, effect transfers and obtain all permits and approvals that may be necessary in this regard to effectively transfer and conserve the Intellectual Property Rights of the Purchaser Server Should Have Minimum 4 * PCI Express Slots n Minimum 2, 8 Gb/s FC-HBA Cards n 2.13.2.
