She has a proven technical and executive management track record that includes more than 25 years of experience in the Architect, Engineering and Construction (AEC) industry. As Navy veteran and Naval Academy graduate, Ms. Holland served her country through the provision of facilities engineering services all over the world, including assignments in Okinawa, Japan, Puerto Rico and the Philippines. She showed transformational leadership while serving as the Deputy Program Manager for the Pentagon Renovation program, directly contributing to the on-time, on-budget renovation of one of the largest and historic office buildings following the deadly 9/11 attack. Ms. Holland drove innovation and improved outcomes in several operational roles for private and public sector clients, including the International Monetary Fund and Black Entertainment Television. In management and executive roles, she has led transparency initiatives and improved outcomes. A sought-after expert in the AEC industry, Ms. Holland is a Professional Engineer, a Leadership in Environmental and Energy Design (LEED) Professional, and a Certified Construction Manager (CCM) and serves on the Board of the National Capital Chapter of Construction Managers Association of America. She earned a Master s of Science (MS) in Environmental Engineering from U.C. Berkeley.

KEYNOTE SPEAKER Liliana Maldonado, PE, BCEE, WEF Fellow Ms. Liliana Maldonado has more than 37 years of experience in civil and environmental engineering, focused primarily on the development and implementation of major capital improvement projects and programs. Most recently, she served as the Director of Engineering and Technical Services at DC Water, where she managed the $3.66 billion, 10-year capital improvement program, which includes wastewater treatment improvements at the Blue Plains Advanced Wastewater Treatment Plant and renewal of the water and sewer infrastructure throughout DC. Prior, she was Global Director for Water Program Management at CH2M, where she worked for nearly 31 years and held key leadership positions of increasing scope and responsibility. Noteworthy infrastructure projects Ms. Maldonado managed include the expansion of the Panama Canal, a $5.1-billion construction program; the first 2 years of an unprecedented $2.1-billion water and wastewater capital improvement program in Puerto Rico; and the conceptual development and design of the Virginia Initiative Plant (VIP) in Norfolk, Virginia a state-of-the-art wastewater treatment facility that incorporated a new process for biological nutrient removal (BNR) for which she is a co-holder of a U.S. patent. This VIP project received the American Council of Engineering Companies prestigious "Grand Award" in 1992. Ms. Maldonado received a Bachelor s of Science (BS) in Civil Engineering from the University of Puerto Rico and a Master of Science in Environmental Engineering from the Georgia Institute of Technology. She has published extensively in numerous publications in the water and engineering industry and presented at local, national and international conferences. She is a Professional Engineer in Virginia, an American Academy of Environmental Engineers Board-Certified Environmental Engineer, and a Water Environment Federation (WEF) Fellow.

GUEST PANEL MEMBERS Kerri Dinsmore, PE Kerri Dinsmore is a Project Manager in the Utility Design Division for the Howard County Department of Public Works Bureau of Engineering in Columbia, Maryland. She holds a BS in Civil Engineering from the University of Maryland College Park. Ms. Dinsmore is a registered Professional Engineer in Maryland, and has 19 years of engineering experience, including 15 years as consultant engineer for land development projects. She currently manages capital water and sewer projects for Howard County. Mimi Kronisch, PE, CCM Mimi Kronisch has more 20 years of experience as a Project Manager, Construction Manager and Director for large and small roadway and bridge projects throughout the DC Metropolitan Area. She graduated from the George Washington University in 1997 with a BS in Civil Engineering. She began her career working for a heavy civil contractor, managing Virginia Department of Transportation (VDOT) construction projects, including interstate and bridge construction. After gaining valuable field experience as a Project Manager for a contractor, she became a Project Engineer with RK&K. Ms. Kronisch has been serving as RK&K s Construction Management and Inspection Coordinator in Northern Virginia and has been managing a staff of field engineers, QA/QC inspectors, office engineers, support staff and administrative assistants since 2003. She spent the last 14 years representing VDOT, performing Construction Management on major projects, including the Woodrow Wilson Bridge program, Fairfax County Parkway/Fair Lakes Interchange and currently the I-395 Express Lanes. Ms. Kronisch is a Partner with RK&K and previously served as the Director-in-Charge of RK&K s Fairfax branch office where she led the 50 planners, roadway designs, traffic engineers, water resources engineers, construction management and inspection staff. She is a registered Professional Engineer in Virginia and DC and a Certified Construction Manager (CCM). She is an expert in heavy civil standards and specifications, experienced in design of transportation projects, project controls, contract administration, including schedule review, budget tracking and reporting, and all aspects of Quality Control to ensure contractor compliance. Mary Wiedorfer, PE, CCM, PMP Mary Wiedorfer is a Vice President/Regional Practice Leader for construction management at KCI in the Mid- Atlantic. Her nearly three decades in the industry provides her diverse experience in all facets of design, construction management and program management for transportation, facilities, federal and municipal projects. She has a detailed understanding of the numerous public agency requirements for environmental compliance, historic preservation, design and construction standards, and providing oversight of numerous LEED projects ranging from Silver to Platinum throughout Maryland; Washington, DC; and Northern Virginia. She earned her BS in Architectural Engineering from the University of Kansas and her MS in Civil Engineering from the University of Maryland. She is a registered Professional Engineer in three states and became a CCM through the Construction Manager Certification Institute and a Project Management Professional (PMP) through the Project Management Institute. In addition, she is a Leadership in Energy and Environmental Design Accredited Professional (LEED AP) from the Institute of Sustainable Infrastructure.

Kristin White, PE, CCM Kristin White is a Project Manager at STV with 15 years of experience in the engineering and construction industry. She earned a BS in Civil Engineering from the University of North Carolina at Charlotte in 2003, and began her career as a bridge designer before becoming directly involved in construction. Ms. White spent a large portion of her career working for contractors, beginning as a Field Engineer and working her way up to Project Manager. At STV, she provides Construction Management services to clients in the Washington, DC and Northern Virginia market with a focus on rail and transit, having managed several construction projects for Arlington County, Virginia Railway Express, WMATA and DDOT. Along with rail and transit construction, Ms. White has a strong background in the construction of buildings and transportation facilities. She has been involved in the construction of notable projects including the Charlotte Area Transit System (CATS) Light Rail Project in Charlotte, NC; the WMATA Rosslyn Station Access Improvement Project in Arlington County, VA; and most recently, the Virginia Railway Express (VRE) Spotsylvania Station and Third Track Projects in Spotsylvania County, VA. SPECIAL PRESENTATION WORKING WITH TIME, NOT AGAINST IT Julia Webster, CPSM Julia Webster is the Marketing Manager for RK&K s Environmental Group. She has more than 15 years of experience, with 10 years focusing on the procurement of transportation projects in Maryland, until transitioning to environmental engineering projects in 2014. Ms. Webster has a BS in Business Communications from Stevenson University, a MS in Communication Management from Towson University, a graduate certificate in strategic public relations/integrated communications, and received her Certified Professional Services Marketer (CMPS) certification in 2010. She enjoys the challenge of collaborating with diverse groups of people who have different skill sets and ideas. Her favorite part of her job is working with subconsultants and joint venture partners because there is so much teamwork involved. Ms. Webster takes professional development very seriously and invests time learning about new ideas and ways to make the marketing of RK&K s environmental group even better.
