Curtiss DeYoung Doug Swanson Mike Dickerson Scott Frasier Angela Huntington Constructed in 1962 by the Minnesota Council of Churches, the Minnesota Church Center is a six-story office building consisting of approximately 70,000 square feet. The Minnesota Council of Churches owns and operates the Church Center for the benefit of nonprofit agencies whose missions are compatible with the goals and values of the Minnesota Council of Churches. Common areas on the first floor include a reception desk, meeting areas, and food service area. The basement contains some office space, as well as storage and mechanical service areas. The Building Superintendent handles day-to-day operations, with overall management from the Chief Operating Officer. The Minnesota Council of Churches Finance and Facilities Commission acts on behalf of,and reports to, the Board of Directors of the Minnesota Council of Churches. Operating Policies Building Hours and Holiday Observations Days Monday and Thursday For security and safety reasons, no one will be allowed access to the building between the hours of midnight and 5:00 a.m. This includes all tenants with access cards. Those falling on a Sunday will be observed on the following Monday. 4 Times 8:00 a.m. to 9:00 p.m. Tuesday, Wednesday, Friday 8:00 a.m. to 6:00 p.m. Saturday Sunday Closed except for prearranged meetings (available between 8:00 a.m. and 4:00 p.m. Closed Appendix F: Medical Emergencies Medical emergencies should be handles as follows: 1. Call 911. 2. Make sure the reception/front desk is notified by calling 0 or 612-870-3600. 3. Help the person in need to the best of your abilities or comfort level. 4. The front desk will notify the Building Superintendent and/or custodial staff. The front desk will notify the Chief Operating Officer. 5. The Building Superintendent and/or custodial staff will meet the emergency vehicle when it arrives at the Church Center and escort them to the appropriate spot so they can attend to the person in need of attention. 6. The Building Superintendent and the Chief Operating Officer will meet and review how the situation was handled in order to better respond in the future. 21

Appendix E: Severe Weather Tornado/Severe Thunderstorm CRITICAL INFORMATION Tornado shelter area is in the basement storage area. WATCHES: Indicate conditions are right for the development of a weather hazard. Watches cover larger areas than warnings and usually provide advance notice. WARNINGS: Indicate that a hazard is imminent and the probability of occurrence is extremely high. If a tornado or severe thunderstorm WATCH has been issued: MCC Building Staff will: Monitor National Weather Service (NOAA) weather radio Consider closing any open windows Review tornado drill procedures If a tornado or severe thunderstorm WARNING has been issued: MCC Building Staff will: Notify all tenants Initiate Evacuation to Severe Weather Shelter Area located in the Basement. Close all office doors Remain in shelter area until an all clear is issued In the event of building damage, evacuate to safer areas of the building or from the building. *In the event of evacuation, do not re-enter the building until an all clear is issued. If individual offices choose to be open on a building holiday when no Church Center employees are on duty, the individual tenant is responsible for anyone given access to the building by its employees. The tenant is responsible for making sure any guests or delivery persons can enter and exit without setting off the security system alarm. Building Security Building Access Hours The security system will allow access to the building during designated hours. For security and energy conservation reasons, no one will be allowed access to the building between the hours of midnight and 5:00 a.m. Security Access Cards 1. The security system is activated whenever the building is closed. Any tenant whose staff needs to enter the building during the hours the security system is activated may request an access card by completing a Security Card Agreement Form at the Front Desk. 2. There is no fee for the initial card for each employee the fee for a replacement card is $40, whether the original was damaged, lost, or stolen. There is a $20 fee for replacement suite keys. 3. Building access cards also function as parking access cards, allowing users to enter and exit the parking lot. Security Alarm 1. When the building is closed (see page 4) the alarm is set. Enter and exit only through the front door. (The basement exit is not to be used when the alarm is set.) The security system provides 20 seconds for passage through the front door. Taking longer than 20 seconds to exit or enter will trigger the alarm. Make sure the door is firmly shut behind you. 2. An audible alert indicates that the alarm has been triggered. Universal Protection Services will send a dispatch to the building to investigate the cause of the alarm.* If you set off the alarm, do not leave before the Security person arrives. This may take 15 minutes or longer. The organization of the individual who triggers the alarm will be charged $100 per incident. 20 5

Safety Issues and Procedures Notification of an Emergency 1. Tenants will receive notification via page through their phones. 2. Emergency notification is done through the front desk. Tenants are notified if there is a stranger of solicitor in the building or in the event of a suspected theft, bad weather, fire, or if any other emergency situation arises. Special Emergency Conditions WARNING: Use of the elevator during a tornado or fire is dangerous. During a fire or tornado use the stairs. Like all mechanical devices, elevators run a high risk of malfunction during severe weather or fire. 1. Medical Emergency: See Appendix F on page 21. 2. Fires: In case of fire, a message will be communicated via e- mail or telephone to each floor and evacuation of the building should follow, via the stairwells using the nearest exit available.* 3. Tornadoes: In case of a tornado, a message will be communicated via e-mail or telephone to each floor. Everyone should proceed to the nearest stairwell and seek shelter in the basement storage areas near the elevator. A buildingwide drill is held every spring. (See Appendix E on page 20 for additional severe weather information). 4. Power Outages: In the case of a lengthy power outage, tenants who choose to leave the building should follow these procedures: A. Unplug all appliances (i.e., coffee makers, refrigerators, toasters, fans, heaters). B. Make every effort to turn off all lights. Appendix C: Equipment Rental Rates Conference Phone Conference phone is provided at no charge for tenants utilizing the Church Center phone system. Any long-distance charges incurred will be charged back to the tenant. Tenants not utilizing the phone system or other users outside the Church Center will be charged $25.00 for the conference phone, plus long distance charges, if applicable. Appendix B: Default Room Configuration C. Exit floors via the stairwell there is emergency lighting in the stairwells. D. Do not attempt to use the elevators. If power temporarily goes off, you could be trapped in an elevator. 5. Bomb Threats: In case of a bomb threat, a message will be communicated to each floor via e-mail or telephone. A. Exit floors in an orderly fashion via the stairwells. B. Exit the building from either the first floor or the basement using the nearest exit available. 6. Suspicious Packages: If you receive a package or letter that appears suspicious or appears to contain a suspicious substance, immediately call 911 and do not further move or disturb the item in any way. Allowance for Service Animals For the safety and comfort of all tenants, only identifiable service animals are allowed in the building. If a service animal has an accident while in the building, a clean-up charge will be assessed. Heating and Air Conditioning (HVAC) 1. Heating and air conditioning are provided when the building is open. 2. Please send an e-mail to MCCHelpdesk@mnchurches.org to notify the Building Superintendent of occasional or recurring problems with office heating or cooling. 3. Report wet carpeting or water drips from ceiling tiles immediately to prevent serious damage to property. (This type of water problem is usually the result of a faulty valve or clogged drain). 4. During the fall and spring there is a transition period for the HVAC system. Please be aware that the system cannot revert (chiller or heating) when it is set for the season. The chiller is activated for the summer cooling season in the spring and is shut down when the cold season begins in the fall. Consequently, there may be some warm days when the chiller is not activated, or the chiller may be activated and a period of cold weather may occur. To maximize personal 18 7

comfort, please dress accordingly in late spring and early fall. Every effort will be made to keep office temperatures comfortable. 5. Due to cost considerations, space heaters are allowed for a fee of $30 per month per heater. This fee will increase to $85 per month if space heaters are found on after offices are closed. 6. Windows are to remain shut and locked at all times, unless the Building Superintendent gives specific prior approval. Windows are to be opened only by the Building Superintendent or assignees. Custodial and Maintenance Services 1. Cleaning service is provided by the Church Center custodians. Work is normally performed from 11:00 a.m. to 9:30 p.m. Monday through Friday. Please report any quality concerns regarding routine cleaning to the front desk. 2. Daily: clean elevators, entryway glass, and restrooms including toilets, wash basins, sinks and mirrors. B. Daily: empty all trash from all offices. Lobby Area (no food or beverages $150 C. Tuesdays and Thursdays: empty recycling containers on each floor. D. Weekly: thoroughly clean hall floors, dust all stairwells. E. Weekly: vacuum leased space weekly or a regularly scheduled basis. F. Monthly: dust all public areas. G. Seasonally: Spring and Fall changeover. 3. Special custodial services must be coordinated by the Building Superintendent upon request. The cost will be determined on a case-by-case basis before work starts. 4. Light bulb and ballast replacement: The Church Center uses a specially designed energy-efficient lighting system: therefore, all lights must be changed, removed or replaced by Church Center staff only. The cost for bulb replacement in office suites ranges from $14.50 to $19.50 per bulb. As with all maintenance requests, please e-mail a request to MCCHelpdesk@mnchurches.org. Dining Room* $165 Full Day $85 Half Day * Dining Room rental requests must go through the front desk and must be approved by the Franklin Terrace Café. Time Charge (hourly rate): $65 an hour with a four-hour minimum on Saturdays ($260) $65 an hour for off-night meetings (Tuesday, Wed., Friday) For tenant and non-tenant alike Set-Up Charge (See Appendix B for standard room configurations). The fee for significant changes to chair and/or table arrange- 8 17

Technical Support 1. The Church Center offers phone service, shared internet access on a separate vlan and virtual servers. Information and pricing are available by emailing MCCHelpdesk@mnchurches.org. 2. Technical support for tenant computers is available for $65/ hour billed in 15-minute increments. All support requests should be made by emailing MCCHelpdesk@mnchurches.org. Appendix A: Meeting Room Rates Meeting Times Non-Tenant Fees Tenant Fees Monday & Thursday Evenings Tuesday, Wednesday & Friday Evenings Saturdays Room Charge Room + Time Charge Room + Time Charge No Charge Time Charge only Time Charge (4 hour minimum) Weekdays Room Charge No Charge Differentiating Tenant and Non-Tenant Meetings Non-tenant, in this case, is identified as any program or entity that is not specific to, or under the umbrella of, a tenant. Tenants membership, cooperative effort, or affiliation with coalitions does not afford such group tenant status for the free use of meeting rooms. The Church Center will handle recycling of spent bulbs and ballasts. Ballasts will be replaced, as needed, at no cost to the tenant. 5. Only building-approved power strips can be used in the Church Center Suites; please check with the Building Superintendent. State Fire Marshal rules prohibit the use of any extension cords in the building. 6. Submit all maintenance requests for furniture assembly, repair, moving, and disposal (including pictures and bulletin boards) to the Building Superintendent at MCCHelpdesk@mnchurches.org. The cost will be determined on a case-by-case basis before work starts. The rate is $65/ hour, billed in 15-minute increments. Please note that any alteration of or attachment to any building surface, such as permanent walls, floors or ceilings, must be approved by the Building Superintendent. 7. IMPORTANT: Only Church Center staff or their approved vendors may perform any work above or 1/2 below the suspended ceilings, including ceiling tiles and lights. Any wiring or cabling must be approved in advance. Please send an e -mail to the MCCHelpdesk@mnchurches.org to guarantee prompt service for these and all other maintenance and custodial requests. Hallway Specifications To maintain safe, clean, aesthetically pleasing hallways, the following regulations apply: 1. Glass panels should contain only signage identifying the organization. 2. Doors should have a suite number and organization name only. Building management will provide this signage. 3. Identification signs should be engraved plastic and can be ordered from MCC by e-mailing a request to MCCHelpdesk@mnchurches.org. 4. Any exceptions must be arranged and approved by building management in advance. Exceptions will only be given for temporary installations. 5. For safety reasons, please do not place any rugs, furniture, coat racks or other potential obstacles in the halls. 16 9

6. Any items left in the hall must be approved by building management, and should not interfere with the safety or maintenance of the building. 7. Cardboard boxes left in the halls for disposal by the custodian must be broken down as flat as possible. Church Center Meeting Rooms 1. Building occupants may schedule meeting rooms during regular Church Center hours at no charge. (See Appendix A on page 16.) Meetings scheduled for evenings, Saturdays and after hours will be charged the standard hourly rate. Saturday meetings will require a four-hour minimum charge. Dining Room scheduling must be done through the front desk and approved by Franklin Terrace Cafe. 2. Room reservations should be made in writing as far in advance as possible. Please use the room reservation form available at the front desk. Meetings for times the building is customarily closed (see page 4) must be scheduled at least two weeks in advance. Room reservations will not be accepted over the phone. A. All meeting room usage must be recorded on a request form filled out completely, including the number of people expected to attend the meeting. B. It may be necessary to leave requests with the front desk to be booked later in the day when time is available. The pink copy will be placed in tenant s mail box. C. There will be a labor charge for room set-up requests that differ from the default room configurations (see Appendix B on page 18). Please direct questions to the Building Superintendent. 3. All food in the meeting rooms, including coffee, must be purchased through the Franklin Terrace Café. (The exception is a brown bag lunch brought by an individual attending a meeting.) Any violation of this rule will be grounds for future denial of meeting space. 4. Tenants may schedule meeting rooms without charge with the following provisions: A. The meeting must be held during normal business hours. 3. Build-outs and remodeling improvements A. For tenants, the Council will pay for HVAC maintenance, carpet, electrical maintenance and some painting. B. The Council adds a 25% fee to the cost of the improvements; this added fee maintains a credible list of vendors and contractors. This is a preventative measure that helps eliminate lien waivers from unknown vendors. 4. Build out items costs to tenants A. All suite reconfigurations, moving and removal of walls and doorways. B. New ceiling tile, doors, and requests for additional electrical outlets. C. Kitchen cabinets, removal and mechanical work. D. Moving tenant in building or off-site (costs associated with move.) E. All other costs by agreement with building management. 5. What Church Center provides A. All air movement (make-up air in ceiling and proper return air ducts.) B. Painting of suite, kitchen cabinets, colors to be neutral in nature. C. New carpet when a total remodel is done, otherwise carpet replacement is determined by wear. 6. Time line for remodel A. A bid must be presented to the Finance and Facilities Commission for approval and budgeted in the same year as the remodel. B. Time set with tenant C. For all remodeling, please see Chief Operating Officer. In the event of any dispute over the leasing of space, the decision of the Minnesota Council of Churches Finance and Facilities Commission shall be final. 10 15

I. The building access card will also activate the parking gates. J. Loading and unloading of vehicles must be done using the loading area located at the basement level. Smoking Policy The Minnesota Church Center is smoke free. No smoking is allowed in the building or anywhere on the property, except for the area adjacent to the delivery door on the lower level. Smokers must police the area to prevent cigarette butts from littering the ground around that area. If this policy is not followed, the area will also be designated non-smoking. Soliciting Policy The Church Center staff will make every reasonable effort to prohibit soliciting in the building. Please notify the front desk if someone is soliciting in your office. Leasing Policy 1. Minnesota Church Center leases run for one year or longer. Terms for lease termination are set forth in the lease agreement. 2. Serving Member Communions at the Church Center A. The Minnesota Church Center seeks to further the mission of the Minnesota Council of Churches in building community in Minnesota. To this end, the Church Center provides close proximity to office and conference space for the use of the Council s member communions. B. In order to better steward the building s resources to serve the Church Center s mission as fully as possible, there may be times when building management will make decisions that favor MCC member communions over other building tenants, in the following order of priority: i. MCC member communion judicatory offices ii. MCC member communion partner ministries iii. Faith based organizations iv. Nonprofit organizations, in general B. The meeting or event is directly sponsored by the tenant organization. C. A designated representative of the tenant organization must be present for the duration of the meeting or event. D. Occupants who violate this rule will be responsible for paying the meeting room fee. This will be strictly enforced. Any questions regarding this policy should be directed to the Chief Operating Officer or the Building Superintendent. E. See Appendix B on page 18 for standard room configurations. A fee will be charged for variations. 5. Any conference, seminar, or course held by occupants and tenants for which a fee is charged will be charged the regular rental rate for the room(s) used. 6. Tenants will be charged the normal after-hours room fee if 24-hour cancellation notice is not received for meeting rooms reserved on Tuesday, Wednesday, or Friday evenings or anytime on Saturdays. Non-tenants will be charged the regular room fee, plus the hourly charge, unless cancellations are made at least two weeks prior to their meeting date. No meeting fee will be charged if the building is closed unexpectedly due to inclement weather. Please refer to the weather closing policy on page 12. 7. Meeting room charges will be determined and publicized yearly. Meeting room charges apply to all non-tenant groups. In addition, hourly time charges for meetings scheduled during off-hours will be assessed. (See Appendix A on page 16 for room charges.) 8. Some audiovisual equipment is available for an additional fee for tenants and non-tenants alike. (See Appendix C on page 19 for available equipment and related charges.) Request for use of equipment should be made on the room reservation forms. 9. The Church Center meeting room reservation calendar will be available for reservations for the following calendar year (January December) on July 15th each year. 14 11

10. Priority shall be given to building occupants in the use of meeting rooms on a first-come, first-served basis. The use of meeting rooms by agencies that do not occupy space in the building shall be on a first-come, first-served basis, but shall be subject to a 45-day notice of cancellation in the event the meeting room is requested by a building occupant. 11. Meeting rooms are scheduled to give a short time between meetings (15 minutes). Time required before a meeting for room set-up should be built into the room request and noted as set-up time. Special room set-up instructions must be provided in writing at least two working days before the meeting date. 12. Church Center meeting rooms must be returned to the condition in which they are found, or a cleaning charge will be assessed. Lounges 1. Men s Lounge Located on the third floor in the men s restroom. 2. Women s Lounges Located on the second and sixth floors in the women s restrooms and include a private space for nursing mothers. Weather Closing Policy The Church Center does not make public (radio or TV) announcements of closing due to inclement weather. Occupants should be aware that in the event of bad weather, Church Center staff may be unable to arrive at the Church Center on time or staff may find it necessary to lock the building early to take care of their own travel needs. In the event of an early closing, offices will be informed via e-mail. MCC custodial staff will make every attempt possible to notify individual offices. Every effort will be made to contact non-tenants scheduled to use meeting rooms. If the weather is severe, the building may be locked early or closed for the entire day. Call 612-230-3202 to check the building status. Mail Distribution 1. Incoming mail is distributed and delivered to each office by the US Mail carrier. Mail is picked up from the first floor mailbox before 11:00 a.m. and 4:00 p.m. each weekday. There is no mail service on Saturdays or Sundays. 2. In-house mail should be placed directly in tenants mailboxes in the hallway adjacent to the reception desk. Parking Lot Use 1. Currently there is no charge for the use of the parking lot by tenants or visitors. 2. The following parking lot rules should be followed: A. There is no unauthorized parking from 12:00 a.m. 6:00 a.m. Cars left in the lot overnight will be towed. Violators will be towed at their expense. Please see Appendix D on page 19. B. Park within the designated spaces. Please park oversized vehicles and trailers on the street. C. Please remind your guests to pick up the daily exit code at the reception desk, so they can exit the parking lot. D. Parking in the handicapped designated spots without a properly displayed state-issued permit is a violation of the law. The building management is legally unable to offer exceptions and will notify the police of any violations. The police may impose a fine of up to $200 for parking in a handicapped zone without a permit. E. The space marked MC ONLY is for motorcycle parking only. This space is too small for parking cars. F. The three parking spaces at the alley loading dock are reserved specifically for loading and unloading, and for service vehicles such as the US Mail, UPS, maintenance and delivery trucks. The Church Center administration reserves the right to tow vehicles or boot vehicles that are improperly parked in the service area. G. As an alternative to towing a vehicle, the Church Center may choose to use a boot to immobilize a violating vehicle. Removal of such device without the appropriate key may cause significant damage to a vehicle. If your car has been booted for violating any of the above rules, please contact building management to have the device removed. There is a $50 removal fee. H. Bicycles must be parked in the bike rack outside the front entry or, provided they do not create an obstacle to stairway traffic, in the basement stairwell spaces. Please enter through the service entrance in the alley, when parking your bike in the basement stairwell. 12 13
