Appendix F2: Site assessment Note: This document is to be read in conjunction with appendices F1 and F2. 1. At the commencement of the NP process, the Steering Group (SG) had been given no indication that any landowner wished to develop a site. However, the SG was aware that five sites had previously been registered with Wiltshire Council under the Strategic Housing Land Availability Assessment procedure (SHLAA). These sites were: SHLAA1117 - Park Lane SHLAA2053 - Broadfield Farm SHLAA3017 - Manor Farm House SHLAA794 - Mills Farm 1 (Land behind The Close) SHLAA795 - Mills Farm 2 (Land opposite The Mount) At annex 1 is a map showing the location of these sites plus extracts (from the Wiltshire Council planning website) showing the details of each SHLAA. 2. Following the open meetings for parishioners in April 2014, three other landowners put forward their sites for potential development. Of the SHLAAs, the only proposal put forward was in respect of Mills Farm 1. The seven sites are shown on the map at annex 2 and are identified as follows: NP1 Seagry Road NP2 Dauntsey Road NP3 Frog Lane NP4 Brook Farm (adjacent) NP5 Land behind Old Police House NP6 Hollow Street NP7 Land behind The Close (Mills Farm 1)
Another site (NP8, land opposite The Mount) was withdrawn by the landowner before the start of the process of site assessment. 3. The site assessment process took account any environmental or heritage constraints and the views of the parishioners as expressed in open meetings which were held in September 2014 and March 2015. To aid the process, maps were produced which show the flood plain in the village (annex 3) and all the listed buildings (annexes 4.1 and 4.2). It is understood that there are no sites of special scientific interest, no areas of outstanding natural beauty and no ancient woodland in the boundary of the village. 4. The results of the assessment for each of the individual sites NP1 to NP7 are shown in annexes 5-1 to 5-7. 5. In view of the constraints identified in the assessment, sites NP6 and NP7 were not included in the final proposals of the plan. Site NP5 was included after the landowner reduced to six the proposed number of dwellings. 6. As a result of further informal consultation with Wiltshire Council Broadfield Farm has been assessed in accordance with the system used for NP1 to NP7 and can be found in Appendix F3 annex 5.8. A revised score sheet which includes Broadfield Farm is shown in Appendix F3 annex 6 7. When this site assessment appendix is read in conjunction with the main body of this plan, the SG considers that the proposals will: - provide sufficient additional dwellings (including affordable) to meet the needs of the parish for the next ten years and will be consistent with the provisions of the Wiltshire Core Strategy; - provide protection in the village for the local green spaces identified by the parishioners; - not impinge on or have any detrimental effect on any of the village s buildings identified as being of historical interest;
- take account of any flooding risks and, moreover, ensure that measures are put in place to improve the current position in that respect; - ensure that increased traffic will not lead to safety concerns; - be beneficial for the continued provision of the local amenities.
