Norman Archer Jim Boyes MINUTES Public Works Committee April 6, 1977 - MEMBERS - Aubrey Glass - - Delegations - Chairman Russell Crockford Carl Sander Mr. Les Rosewarne and Dr. Coyne attended the meeting to discuss with the Committee a sewer connection at the Bracebridge United Church Manse. ACTION: Mr. Rosewarne was advised that a regular sewer connection application would be required and that the normal connection charge of $300.00 would apply to the residence. - Correspondence - Lee, Roche, Kelly & Jacques advising that Sandwood Estates have obtained an approximate quotation from Graham Bros. for the installation of an 8 inch and a 12 inch water main to service their property. As indicated in the quotation the 12 inch main would be 46% greater in construction costs than the 8 inch main. They further requested confirmation as to what extent the Town is prepared to absorb the excess of the cost of the larger main as the larger line will enhance the value of approximately 250 acres of undeveloped land on the east side of Highway No. 532. ACTION: See Item No. 449. Mr. Preboy submitting a claim against the Municipality for $13.76 for a burned out water tank element as the result of the water being shut off to his residence. ACTION: Mr. Preboy is to be advised that the Municipality cannot be responsible for each and every residence when the water is shut off through necessity of the line breakage. He is further to be advised that the Public Utilities Act covers the Municipalities in situations such as this. Mr. Don Currie requesting a leave of absence without pay to attend the Fire Seminar to be held the week of May 2nd in Huntsville. ACTION: The Committee granted the leave of absence and further granted a leave to Dave MacFarlane provided the request comes through the regular channels and it is agreeable with the foreman of the area.

Mr. Bob McCrank requesting permission to construct a driveway onto the Town entrance to the Public Works yard to service his residential lot adjoining the entranceway. ACTION: Mr. McCrank is to be granted permission for the construction of a proper driveway to the Town entranceway to the Public Works yard. Northern and Central Gas Corporation Limited requesting the Municipality's authorization for the relocation of the gas piping and appurtenances of the 2" Lateral to the Bracebridge T.B.S. station. ACTION: Permission is to be granted to Northern and Central v Gas Corporation Limited. Salvation Army requesting permission to close off Ontario Street from Manitoba Street to Dominion Street on Saturday, May 28th between the hours of 9:00 A.M. and 12:00 Noon to hold the annual soap box derby. ACTION: event. The Salvation Army are to be granted permission for this L Mr. Graham Wilson requeating the Municipality either culvert or dig drainage ditches around the lot on Concession 2, Part of Lot 5, Macaulay Ward. ACTION: Mr. Wilson is to be advised that the Municipality is not prepared to pay any portion of the cost of the drainage and that the construction of any drainage pipes will have to be in accordance with the new Town by-law. ~ - Philips Planning & Engineering Limited advising that they have now obtained an estimate from Golder Associates for rock and foundation evaluations at the C.N.R. Rock Cut Bridge. ACTION: See Item No. 411. Lee, Roche, Kelly & Jacques providing to the Committee a detailed statement of their invoice for the Church Street Easement. ACTION: The Committee authorized payment of the account. Mr. James Kaye advising that he would like to purchase from the Town of Bracebridge approximately 70 or 75 feet of the Town property adjacent to his lot on the Santa's Village Road. ACTION: This matter is to be inspected on the Roads Tou r before ~ a decision is reached. Norman Keall making a claim against the Municipality for $125.00 for damages done to his hedge on his property Lot 12, Concession 13, Township of Monck as a result of the snow removal equipment. ACTION: Mr. Keall is to be advised that the Municipality will replace the tree or turn the matter over to our insurance agents v for their investigation. He is to be requested which action he would prefer from the Municipality. v v

District Municipality of Muskoka submitting the proposed plan of subdivision of G.K.D. Estates on Lot 1, Concession 2, Bracebridge Ward. ACTION: See New Item No. 457. Mr. Harold Ray Kennedy requesting the Municipality construct a road to his property Lot 29, Concession 13, Macaulay Ward. ACTION: Mr. Kennedy is to be advised that the Municipality cannot construct any Municipal roads to properties but that they will authorize his having this work carried out. Dyke Holdings Limited enclosing a copy of the letter to the C.N.R. Engineering Department requesting a crossing to service their property Part of Lots 1 and 2, Concession 12, Township of Muskoka. ACTION: None required at this time. ~ Town of Burks Falls requesting permission to use the street sweeper for two days. ACTION: Permission was granted provided sufficient revenue is obtained to cover all the Municipality's costs plus a reasonable ~ profit. The Committee reconfirmed their decision that they will supply one additional tile on the Margaret Moir well provided the release is signed in advance. Previous Open Items: J Item #W/S28: Sewage Treatment Facilities The Committee were advised that one cell is to be treated immediately and released in the very near future. It was further brought to the attention of the Committee that the cost of alum from the Ministry of the Environment will be approximately $14,000.00 this forthcoming year whereas the Ministry of the Environment only allocated $6,000.00 in their operating charges. A Notice of Motion is to be NOTICE presented at the next regular meeting OF requesting the District that $8,000.00 MOTION for the cost of alum for the operation of the Bracebridge lagoon system be taken from the Ministry of the Environment's reserve account. The Committee granted the Ministry of the Environment permission to use our boat for the treatment of the Lakefield lagoon system. Repeat. Item # 229: 1977 Construction Projects The annual roads tour to inspect the proposed construction sites was set for Thursday, April 14th at 8:00 A.M. Repeat. v'

Rock Cut Bridge Philips Planning & Engineering Limited have written enclosing a proposal from Golder Associates for the rock and foundation evaluations at the C.N.R. Rock Cut Bridge. They estimated that the total cost of the engineering service for this investigation will be between $2,000.00 and $2,500.00. The Committee authorized the proceeding with this work. t* v Ite.m #430: Kimberley Street Sewer Codan Construction Company Limited have submitted a certificate for Payment No. 1 in the amount of $32,982.00. The figures are to be confirmed by Mr. Les ~Iilson before payment is made. The Committee further authorized the placement of a 2 inch force main to be laid on top of the regular pipe in order that the four residences in the area may be serviced. The estimated cost of this work was $900.00 which is to spread amongst the property owners when they connect to the sewers. Nothing further to be done in this area at this time. os Garbage Collection It was the recommendation of the Public Works Committee that the Municipality retain the garbage collection system. It was the further recommendation that investigations be made into the cost of a new truck and how other Municipalities handle their garbage. Three Proposed Subdivisions North of Town Lee, Roche, Kelly & Jacques have written requesting confirmation that the Municipality would absorb the difference in cost between the 8 inch water main and the 12 inch main which has been requested by the Municipality. They further supplied an approximate quotation by Graham Bros. Construction Limited of Brampton, Ontario and the figures indicate that there is approximately 4-6% greater construction costs for the 12 inch main over an 8 inch line. They further wondered if the Town would be prepared to absorb the excess cost of the larger line and as the larger line will enhance the value of approximately 250 acres of undeveloped land on the east side of Highway No. 532 it was their feeling that the Municipality should absorb the excess cost and later when the undeveloped property is in fact developed, the excess costs would then be covered by way of development costs from the developers on the east side of the highway. It was the Committee's request that a letter be returned to Lee, Roche, Kelly & Jacques advising them that the minimum allowableplpe to the Town's specifications would be a 10 inch line and that the Town will absorb the difference in cost between a 10 and a 12 inch line only.
