ARLINGTON COUNTY, VIRGINIA County Board Agenda Item Meeting of January 21, 2017 DATE: January 19, 2017 SUBJECT: Deed of Temporary Easement and Construction Agreement and Deed of Easement on Portions of the Property Located on the Southerly Side of North Washington Boulevard in Arlington County, Virginia, identified as RPC# 15-088-002, for the Clarendon Circle Streetscape Improvements Project C. M. RECOMMENDATIONS: 1. Approve the Deed of Temporary Easement and Construction Agreement ( Temporary Easement ), attached hereto as Exhibit 1, between the Most Reverend Paul S. Louverde, Apostolic Administrator of the Catholic Diocese of Arlington, and The County Board of Arlington County, Virginia, granting to the County a temporary easement on a portion of the property located on the southerly side of North Washington Boulevard in Arlington County, Virginia (RPC# 15-088-002). 2. Approve the Deed of Easement ( Permanent Easement ), attached hereto as Exhibit 2, between the Most Reverend Paul S. Louverde, Apostolic Administrator of the Catholic Diocese of Arlington, and The County Board of Arlington County, Virginia, granting to the County a permanent easement on a portion of the property located on the southerly side of North Washington Boulevard in Arlington County, Virginia (RPC# 15-088-002). 3. Authorize the Real Estate Bureau Chief, Department of Environmental Services, or his designee, to accept on behalf of the County Board, the attached Temporary Easement, and the attached Permanent Easement (collectively Deeds ), subject to approval as to form of the Deeds by the County Attorney. ISSUES: The Deeds convey easements that are required for the construction of the Arlington County project known as Clarendon Circle Improvements. SUMMARY: The Deeds are required for the Clarendon Circle Improvements project. The property owner has agreed to convey the Temporary Easement for $900.00 and the Permanent Easement for $24,000.00. BACKGROUND: Arlington County is engaged in a streetscape improvement project for Clarendon Circle in support of recommendations of the Master Transportation Plan, the Clarendon Sector Plan, and other planning studies. The goal of the project is to improve vehicular and pedestrian travel safety, accessibility, and convenience through the intersecting point of Wilson and Clarendon Boulevards, and Washington Boulevard. Several strategies are being pursued, which include: Reduced intersection size by means of tightened intersection geometry Shortened pedestrian crossing distances and wider sidewalks Better aligned Washington and Wilson Boulevards Upgraded traffic signals Installation of new Carlyle streetlights Wider center medians at all crossings New street trees The portion of the Clarendon Circle Improvements project in front of the property will result in the construction of new public sidewalk, curb and gutter adjacent to Washington Boulevard. DISCUSSION: In exchange for the sum of $24,000.00 in compensation from the County, the owner of the property has agreed to grant and convey to the County Board, by the attached Deed of Easement, a Permanent Easement designated as Easement for Public Sidewalk, Curb, Gutter, Utilities, and Sidewalk Drainage Purposes Area = 421 SQ. FT. on the plat entitled Plat Showing Easement for Public Sidewalk, Curb, Gutter, Utilities, and Drainage Purposes; and Temporary Easement on Part Lots 34 to 37, Rauscher s Subdivision, D.B. 129, PG. 221, Arlington County, Virginia, prepared by Joshua M. Brock, Land Surveyor, Department of Environmental Services, Engineering Bureau Survey Section, approved by the Subdivision and Bonds Administrator, September 6, 2016 ( Plat ), attached to the Deed of Easement. The $24,000.00 is based on a percentage of the 2016 land assessment for the owner s property. In exchange for the sum of $900.00 in compensation from the County, the owner of the property has also agreed to grant and convey to the County Board, by the attached Deed of Temporary Easement and Construction Agreement, a temporary construction easement designated as Temporary Construction Easement Area = 931 SQ. FT. by Plat. The $900.00 is based on a percentage of the 2016 land assessment for the owner s property. The Deed of Temporary Easement and Construction Agreement is attached as Exhibit 1 and the Deed of Easement is attached as Exhibit 2. FISCAL IMPACT: The $24,900.00 cost for the acquisition of the Temporary Easement and the Permanent Easement is available from the Clarendon Circle Improvement project fund 331.43513.D09S.CT00.0000. - 2 -
