Public Meeting: June 21, 2016 at 7:00 p.m. in Council Chambers, Town Hall Applicant: Town of Caledon The Purpose of a Public Meeting: In accordance with the Planning Act, a Public Meeting is held for applicants to present their proposal to the public and Council to receive comments and answer questions that the public and members of Council may have. Staff and Council will not make a recommendation or decision on the proposal at a Public Meeting. A Planning Report will be brought forward by staff and considered by Council at a later date. Please be advised that the sign-in information will form part of the public record for these applications. Property Information: The subject lands are located on the west side of Coleraine between Healey Road and Mayfield Road in Bolton. See Schedule A Location Map, attached. The subject lands are approximately 170 ha (420ac) in size and currently accommodate a range of land uses including agricultural, residential and home business/industry. The surrounding land uses are primarily agricultural and rural residential to the south and west and industrial to the north and east. Please see Schedule B Aerial Photograph, attached. The Region of Peel s Official Plan designates the lands as Rural Service Centre (Bolton) on Schedule D Regional Structure. The Town s Official Plan designates the lands as Prestige Industrial, General Industrial and Environmental Policy Area and within the Coleraine West Employment Area. The subject lands are zoned Agricultural (A1), Small Agricultural Holding (A3) and Environmental Policy Area 2 (EPA2) in Zoning By-law 2006-50, as amended. Proposal Information: On April 12, 2016, the Town of Caledon approved Official Plan Amendment Number 243 (OPA 243), the Coleraine West Employment Area Secondary Plan which redesignated the subject lands from Prime Agricultural Area to Prestige Industrial and General Industrial and refined the Environmental Policy Area designation. OPA 243 is now in full force and effect. The Town of Caledon has initiated a Zoning By-law Amendment application to rezone the same portion of lands from Agricultural (A1), Small Agricultural Holding (A3) and Environmental Policy Area 2 to Prestige Industrial Exception (MP-XX), Serviced Industrial (MS-X)and Environmental Policy Area 1 (EPA-1) to permit industrial uses and site specific standards, in keeping with the policies of OPA 243. There is no development proposed at this time and Site Plan Approval will be required prior to development of the lands. Page 1 of 3
Consultation: In accordance with the Planning Act, a Notice of Application and Public Meeting was mailed to all landowners within 120 m (393.7 ft). In addition, the Notice was posted on the Town s website and placed in the Caledon Enterprise and Caledon Citizen on June 2, 2016. The subject application was most recently circulated to external agencies and internal departments for review and comment on May 20, 2016. Comments received are briefly outlined below for your information: Toronto and Region Conservation Authority: No objection to the proposed Zoning By-law Amendment (ZBA). TRCA s objectives are being met: the natural heritage system (NHS) is more precisely defined and EPA2 lands are being rezoned to EPA1. Refinements to the EPA1 mapping include significant expansion of the width of the main branch of Clarkway Drive Tributary, refining the width of the northerly east-west corridor and removal of the southerly eastwest channel to achieve a more resilient and robust system within this area. Town of Caledon, Policy and Sustainability Section, Heritage: No cultural heritage concerns with this application; however two properties (12300 & 12880 Coleraine Drive) are listed as nondesignated properties on the Town s Heritage Register. An archaeological assessment (Stage 2) will be required as part of a complete submission package for any future applications on the subject lands. Town of Caledon, Economic Development: Support additional uses for employees in the area, such as convenience stores, financial institutions and motor vehicle gas bars. Planting strip widths should be reduced along front and exterior side lot line to allow businesses to maximize coverage and emphasize upgraded architectural detail. studies, submission of a Site Plan which satisfactorily addresses accessibility requirements, as well as the payment of Cash-in-Lieu of Parkland and Development Charges prior to Building Permit issuance. Next Steps: If you wish to be notified of the passing of the proposed Zoning By-law Amendment or of the refusal of the request to amend the Zoning By-law, you must make a written request to the Clerk of the Town of Caledon, 6311 Old Church Road, Caledon, Ontario L7C 1J6. If a person or public body does not make oral submissions at a public meeting or make written submissions to The Corporation of the Town of Caledon before the By-law is passed, the person or public body is not entitled to appeal the decision of the Town of Caledon to the Ontario Municipal Board. If a person or public body does not make oral submissions at a public meeting, or make written submissions to The Corporation of the Town of Caledon before the By-law is passed, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to do so.
