NOTICE OF PUBLIC HEARING Larry Debb & John Koisch of GSP Development are requesting approval of a Special Use for a Planned Unit Development, zoning deviations and a sign variation associated with the proposed construction of a five-story mixed-use building to be called Apex 400 with 07 apartment units, and approximately 8,840 square feet of commercial first floor space. The plans are for the redevelopment of the property at 400 N. Main Street, formerly occupied by Giesche Shoes, and 48 424 N. Main Street, a Village owned parking lot. The majority of the subject property is located at the northwest corner of Main Street and Hillside Avenue in the C5A Central Retail Core Sub-district with a piece of the Village owned lot extending to Glenwood Avenue in the C5B Central Service Subdistrict. The zoning on the property will not be changed. Before the Glen Ellyn Village Board can consider the application, the Plan Commission must conduct a public hearing. The Plan Commission will consider the requests on Thursday, December 6, 208 at 7:00 p.m., in the Galligan Board room on the third floor of the Civic Center, 535 Duane Street, Glen Ellyn, Illinois. The Plan Commission will consider the petitioners request for approval of the following:. A Special Use Permit for a Planned Unit Development in accordance with Section 0-0- 5 of the Glen Ellyn Zoning Code. 2. The following deviations to the Glen Ellyn Zoning Code: a. Section 0-4-7-(E) to permit a building height up to 65 feet at the top of the parapet in lieu of 45 feet; and b. Section 0-5-8(I) to allow: i. Parking spaces 8 feet in length in lieu of 9 feet; and ii. Parking spaces 8.5 feet wide in lieu of 9.5 feet wide in certain locations where the aisle width is at least 24 feet wide; and iii. An aisle width of 2-7 3/4 on a portion of the site and 24 feet on other parts of the site in lieu of 25 feet; and c. Section 0-7-9(D) to allow 00% of the site to be covered in lieu of 65%; and d. Section 0-5-9(B) to allow an off street loading space 40 feet in length in lieu of 50 feet; and e. Section 0-5-3(M)2 to allow the parking garage lights to emit up to 6.2 foot candles at the public entrance to the garage on Hillside Avenue, 7.4 foot candles at the public garage entrance along Main Street, and 7.3 foot candles at the residential parking garage entrance along Hillside Avenue in lieu of 3 foot candles at the lot line; and f. Any other deviations necessary to construct the development as depicted on the plans presented and available for public review. 3. A variation from Section 4-5-(D) of the Sign Code to allow the illumination of a residential identification sign in the C5A district. The subject property is legally described as follows:
