COMMUNITY DEVELOPMENT DEPARTMENT 1. Comment: Please provide an original signature from the property owner for this Record Plat to remain on the October 4, 2016 Agenda. Response: Will comply. 2. Comment: Request and receive subdivision name approval for this plat from St. Charles County Government. Staff contact is Jan Whipple, at St. Charles County Government (636-949-7900). Response: See attached letter from St. Charles County. 3. Comment: Amend of the plats dedication script to provide for local utility companies and the City of Wentzville for water, sewer and stormwater whereby dedication of easements to the "Government of Wyandotte County, Kansas City, Kansas" exist at this time. 4. Comment: The "execution" or signature being referred to in the dedication is recommended to be coordinated in the same area of the plat for clarity. 5. Comment: Please remove the Planning and Zoning Commission and Board of Aldermen approval certificate areas and replace the City Clerk certificate with the example script provided with this comment letter. 6. Comment: The City of Wentzville Engineering Division has not received Improvement Plans on this project; therefore, no data exists to compare the provided utility easement locations with. City staff recommends this plats recording to be coordinated with Improvement Plan review where more definite easement locations and widths, etc. are known in the near future. A Record Plat once approved by the City is it's very possible all these easement locations could be altered with Improvement Plan review. 7. Comment: Provide covenants and restrictions for the subdivision to comply with applicable provisions of the City Code in Section 410.170 and address the carport maintenance issue discussed through this review process. The project stormwater area maintenance shall be addressed, per Ordinance requirements in this document. Response: Will comply. The owner has been made aware of this requirement and putting together the necessary documentation. 8. Comment: Provide and show the address for the subdivided parcels on the Record Plat. 9. Comment: Consult with the land surveyor related to the existence of common ground islands within Perry Cate Blvd. and the need to represent these areas via any line work on this plat, or clarify the right-of-way with a note etc... If real property is acquired for the access improvements to be constructed for this project, dedication of that property as public right-of-way is needed in the future to be coordinated with the City's Engineering/Public Works Department. Comment: Remove the zoning note from the central area of Lot Two. The projects zoning can be included elsewhere on the plat and with the correct title, as desired. 12. Comment: Verify with the City staff that no additional right-of-way is required from this property associated with the traffic signal implementation/construction from MoDOT. This verification can be provided in written form upon your resubmittal. Response: It is our understanding from MoDOT that no additional Right of Way is necessary for the traffic signal implementation. 13. Comment: Clarify and provide script in the owner's dedication that the pedestrian trail is a public pedestrian trail allowing use of the public in addition to the users of this projects improvements connecting to the public sidewalk of Perry Cate Blvd. This comment includes the associated 15 feet wide pedestrian trail easement, which should be labeled as a public trail easement, allowing public use of the trail to be constructed for this project. 14. Comment: The 10 feet parking setback and green perimeter along the perimeter of each lot should be changed to a "Utility Easement". 15. Comment: There are several lines indicated as a "D/E" on the plat. Does this refer to a "Drainage Easement" If so it needs to be indicated with that verbiage. 16. Comment: There is an indication of a "20' D/E" near the southwest corner of Lot Two which does not point to a line. It appears a line may be missing. Please update the plat in this regard. 17. Comment: The water main easement may require a wider than 10 foot easement in order to accommodate a large meter box and other appurtenances. Staff Contact is Bill Cunningham at 636-639-2051, to discuss this matter. 18. Comment: There is no indication of a sanitary sewer easement running to or on Lot One, please provide this information on the plat. Staff contact is Bill Cunningham at 636-639- 2051. 19. Comment: The Easement script in the "Dedications" needs to include the language that easements include "the right of temporary use of adjacent ground for excavation and storage of materials during installation, repair, or replacement of said utilities, sewer and drainage ways or facilities." 20. Comment: The "Dedications" provides language regarding a stormwater easement for any and all upstream real property which seems excessive. Contact City Staff to discuss alteration of this language.
