Report Date: March 2, 2017 Meeting Date: March 15, 2017 To: From: Subject: Parcel Review Tax Panel Director of Corporate and Financial Services Gook Road Sewer Expansion Parcel Tax Purpose The purpose of this report is to give a summary of the Gook Road Sewer Expansion Parcel Tax, the process for the Parcel Review Tax Panel and to authenticate the Gook Road Sewer 2017 Parcel Tax. Summary Before a parcel tax is imposed for the first time, a parcel tax roll review panel must consider any complaints respecting the parcel tax roll and must authenticate the roll. The parcel tax roll panel can hear complaints and make corrections on one or more of the following grounds: (a) there is an error or omission respecting a name or address on the parcel tax roll; (b) there is an error or omission respecting the inclusion of a parcel; (c) there is an error or omission respecting the taxable area or the taxable frontage of a parcel; (d) an exemption has been improperly allowed or disallowed. A complaint can only be heard if a written notice of the complaint has been received by the City at least 48 hours prior to the sitting of the review panel. The parcel tax review panel may direct the correction of the parcel tax roll respecting any of the issues above. If a complaint does not fit one of the categories above then the parcel tax roll review panel can refuse to adjudicate the complaint. Any decision by the parcel tax roll review panel can be appealed to the Supreme Court in accordance with Section 207 of the Community Charter. A notice of decision will be sent to each complainant detailing the decision made by the parcel tax review panel or if the panel refused to adjudicate the complaint. Recommendation THAT the attached Good Rd Sewer Parcel Tax Roll be confirmed and authenticated. Statutory Requirements Sections 200 to 209 of the Community Charter outline the process for parcel taxes. Financial Implications The final costs and interest rates for the Gook Road Sewer Expansion Project are not yet known. The parcel tax for the first year is $2,250. This will be adjusted in future years depending on the final costs and interest rates. Page 3 of 10 Page 1 of 2
Background In March 2016 the Cariboo Regional District conducted a petition to expand the Red Bluff/Dragon Lake Sewer Area and Debt Service Area to include the Gook Road area. 13/22 properties signed the petition, representing 63% of the assessment. Information letters were sent to residents on December 2, 2015 and January 15, 2016. A meeting was held in December 2015 to update residents about the project. In February 2016, the Cariboo Regional District petitioned the home owners about this service. In July 2016 the Cariboo Regional District adopted the following bylaws to extend the service area for the Red Bluff Sewer system to the Gook Road Area and to authorize the borrowing of funds to cover the cost of this project. Red Bluff/Dragon Lake Sewer System (Gook Road Extension) Debt Service Establishment Bylaw No. 5002, 2016, Red Bluff/Dragon Lake Sewer System (Gook Road Extension) Loan Authorization Bylaw No. 5003, 2016 In February 2017, the City of Quesnel adopted the City of Quesnel Gook Road Sewer Extension Parcel Tax Bylaw No 1818, 2017 to authorize the parcel tax for properties in the extension area in City boundaries.
