2110 1515 Vacancies in the Membership of the Property Registration Authority The Minister for Justice and Equality, Alan Shatter TD, today announced that he is seeking expressions of interest from suitably-qualified persons for membership of the Property Registration Authority. The Authority was established on 4 November, 2006 under the provisions of the Registration of Deeds and Title Act 2006. The Authority replaced the Registrar of Deeds and Titles as the registering authority. The main functions of the Property Registration Authority (PRA) are to manage and control the Land Registry and the Registry of Deeds and to promote and extend the registration of ownership of land. The PRA also operates the Ground Rents Purchase Scheme under the Landlord and Tenants Acts. Details of the statutory functions of the Authority and the qualifications required for membership are available on the website of the Department of Justice and Equality (www.justice.ie) and will be available on the website of the Public Appointments Service (www.publicjobs.ie). The closing date for receipt of expressions of interest is Friday 8 November, 2013. Appointments to the Authority will be made by the Minister for Justice and Equality. It is anticipated that vacancies arising in the membership of the PRA during the rest of 2013 and during 2014 will be filled from those persons who submit expressions of interest in response to this call. Members of the Authority currently receive Board fees of 11,970 per annum. Travel and subsistence expenses are payable, where applicable, in respect of attendance at meetings. X October 2013 ENDS Notes to the Editor: Information Note The Minister for Justice and Equality is seeking expressions of interest from suitably qualified and experienced persons for consideration for appointment to the membership of the Property Registration Authority. Selection will be based on an examination of the expressions of interest received and a short listing of the most suitable applicants. The Minister may, at his discretion, select persons from outside this list. The Minister will, in so far as is practicable and having regard to the qualifications concerned or experience of matters relevant to the functions of the Authority of the

persons concerned, ensure an appropriate balance between men and women in the composition of the Authority. Information on the composition and functions of the Authority is set out below. It might be noted in accordance with the provisions of Section 11 of the Registration of Deeds and Title Act 2006, appointments to the Property Registration Authority are for a four year period. Members of the Authority currently receive Board fees of 11,970 per annum. Travel and subsistence expenses are payable, where applicable, in respect of attendance at meetings. Property Registration Authority The authority was established on 4 November, 2006 under the provisions of the Registration of Deeds and Title Act 2006 and replaced the Registrar of Deeds and Titles as the registering authority. The 2006 Act provides that the Authority shall consist of no more than 11 members appointed by the Minister, who shall designate one of them as Chairperson. The authority is independent in the performance of its functions. The Authority s main functions are to manage and control the Land Registry and the Registry of Deeds and to promote and extend the registration of ownership of land. Further information on the work of the PRA is available on the Authority s website at www.prai.ie. Merger of the Property Registration Authority with the Valuation Office and Ordnance Survey Ireland Interested applicants may wish to note that as part of its overall programme of rationalisation of State bodies, the Government has decided to proceed with a merger of the Property Registration Authority with the Valuation Office and Ordnance Survey Ireland. Work to advance this merger is ongoing. While the full implementation of the merger will require legislation, it is intended to progress the merger on an administrative basis to the maximum extent possible, pending preparation of the necessary legislation. Therefore persons interested in being appointed as members of the PRA should note that they will not be required to serve a full term of office if the legislation to effect the merger is enacted during their possible term of office. How to apply Selection will be based on an examination of the expressions of interest received and a short listing of the most suitable applicants. The Minister may, at his discretion, select persons from outside this list. Persons wishing to express an interest in these positions should submit a completed Expression of Interest Form (see Appendix) and a covering letter (of no more than 500 words) to propertyregistrationauthority@justice.ie outlining how they meet the requirements. Closing Date
