Call to Order The Chair called the meeting to Order and noted regrets from Councillor Ingram. 2. Disclosure of Pecuniary Interest and the General Nature Thereof The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act. Report of the Manager of Development Services 4.1 Status of Former Stratford Fairground Lands Official Plan Review and Results of the Conceptual Servicing Report (PLA15-005) Staff recommendation: That Council resolves the following: The conclusions and recommendations of the Conceptual Servicing Report be received Council confirms access to the Rotary Complex is still under consideration and should be included in any Official Plan review; and Staff be directed to prepare the necessary notices and reports, in accordance with the policy P.3.1 - Sale and Other Disposition of Land Policy, to consider an additional 0.5 ha (1.2 ac) of lands surplus to the needs of the City. The Manager of Development Services reviewed for Sub-committee, Former Stratford Fairgrounds Lands Official Plan Review and Results of the Conceptual Servicing Report. The Manager of Development Services responded to questions regarding the Concept Plan for Conceptual Servicing Report on the former Stratford Fairgrounds lands completed by MTE. A public meeting was held September 3, 2014 to obtain input on how the former Fairground lands should be developed. Residents who attended had concerns regarding the volume of traffic on Hibernia Street and Britannia Street and the significant increase in these volumes if a direct road to the Rotary Complex is constructed from Britannia Street. The Manager of Development Services confirmed that the proposed access road to the Rotary Complex was intended as an alternate access, not a main road to the Rotary Complex. Sub-committee discussed that the public are requesting a road to the Rotary Complex as the current perception is that residents must go outside of the city to get to the Rotary Complex.
Planning and Heritage Sub-committee 3 *Councillor Brown arrives at 4:43 p.m. The Manager of Development Services advised that staff would need to investigate whether the best option for a direct route to the Rotary Complex from the City centre would be a collector road or a local road. The Chair noted that the Rotary Complex was to be viewed not as an end point, but to fit into the design as part of the subdivision. Sub-committee inquired how much additional land would need to be declared surplus if a direct route to the Rotary Complex was to still be considered. The Manager of Development Services confirmed that these conceptual drawings would change with the proposed cow coliseum for the Canadian Dairy XPO that was presented to Council on November 23, 2015, but that approximately 0.5 hectares (1.2 acres) additional surplus land would be required. In regards to the proposed Fairgrounds Sanitary Pumping Station and Stormwater Management Pond, Sub-committee discussed whether creekbeds and methods of Low Impact Development could be considered instead of a Stormwater Management Pond. The Director of Infrastructure and Development Services advised that Low Impact Development could be considered, but may not be possible depending on the soil types present on the former Fairground property. Sub-committee discussed that Low Impact Development may allow less land to be used for Stormwater Management, which would allow more land to be available for development, which would mean more tax dollars for the City. The Manager of Development Services noted that Low Impact Development could be included in the Request for Proposal for the development of the Former Fairground property. The Chair agreed that plans for the property should be made clear to possible developers. Sub-committee discussed other options for the Former Fairgrounds property, including affordable housing and whether or not land would be needed in the future for additional amenities or parking for the Rotary Complex.
Planning and Heritage Sub-committee 4 Motion by Councillor Vassilakos Sub-committee recommendation: That Council resolves the following: The conclusions and recommendations of the Conceptual Servicing Report be received; Council confirm access to the Rotary Complex is still under consideration and should be included in any Official Plan review; and Staff be directed to prepare the necessary notices and reports, in accordance with the policy P.3.1 - Sale and Other Disposition of Land Policy, to consider an additional 0.5 ha (1.2 ac) of lands surplus to the needs of the City. Project Update The Manager of Development Services distributed a sheet listing the project updates for November 2015 and reviewed them for Sub-committee as follows: Project Update November 2015 Comprehensive Zoning By-law Amendment Stakeholder meeting and meeting with the public held on October 21, 2015. At both meetings the issue of unlicensed Bed and Breakfasts was raised. There are many known unlicensed Bed and Breakfasts operating in the City. Many operate on websites such as Airbnb. Owners of licensed Bed and Breakfasts are understandably upset as they are paying business license fees to the City in order to operate. Legal counsel has advised the Manager of Development Services to wait until the Comprehensive Zoning By-law Review is complete in order to have a greater understanding of the definition of a Bed and Breakfast. Update of project on Shaping Stratford website (www.shapingstratford.ca) including Discussion Paper and interactive map.
Planning and Heritage Sub-committee 5 The Manager of Development Services demonstrated the interactive zoning map currently available to the public through the City's website. The current mapping system allows residents to see their property address, current zoning, OPA designation and any Heritage designations through this interactive map. Residents are also able to provide comments to the City. In the future, there will be a hyperlink to zoning definitions that are relevant to each property. Hearing for 265 St David Street (consent and minor variance applications) scheduled to begin on January 28, 2016. Sub-committee inquired whether a site plan application had been received for the former Bradshaw building. The Manager of Development SErvices confirmed that none had been received as of today. 6. Advisory Committee/Outside Board Minutes No minutes to be received. 7. Next Sub-committee Meeting The next Planning and Heritage Sub-committee meeting is Thursday, January 28, 2016 at 4:30 p.m. at a location to be determined. CAO Shaw noted that a report would be coming on the Cooper Site and wanted direction on whether this item should be addressed at a special meeting before the next Planning and Heritage Sub-committee mereting on January 28, 2016. Sub-committee requested that a special meeting be scheduled by the Clerk's Office to hear this report on the Cooper Site. 8. Adjournment
