Hiss, an individual, as Tenant, for real property and improvements located at 2020 14th St. N., Suite 510, Arlington, Virginia (RPC# 17-016-012 and RPC# 17-016-013). C. M. RECOMMENDATIONS: 1. Approve the Deed of Lease For Office Space (Attachment 1) between the County Board of Arlington County, Virginia, as Landlord, and Ronald L. Hiss, an individual, as Tenant, for 2020 14th St. N., Suite 510, Arlington, Virginia; and 2. Authorize the Real Estate Bureau Chief, or his designee, to execute the lease, on behalf of the County Board, subject to approval as to form by the County Attorney. ISSUES: There are no outstanding issues regarding the approval of the lease. SUMMARY: Approval and execution of the lease, on behalf of the County Board would allow Ronald L. Hiss to occupy Suite 510, as a tenant, through October 31, 2014, while providing revenue to the County. BACKGROUND: When the County Board acquired 2020 14th St. N. on November 20, 2012, Ronald L. Hiss occupied Suite 510, containing approximately 1,567 square feet of rentable area, under a lease with the building s previous owner. The County s acquisition terminated that lease. Mr. Hiss currently occupies Suite 510 under a short-term occupancy agreement with the County. Mr. Hiss has requested to continue to occupy Suite 510, as a tenant, through October 31, 2014, consistent with the terms of the attached lease. DISCUSSION: The lease accommodates Mr. Hiss s request to continue to occupy Suite 510 through October 31, 2014, as a tenant, while providing revenue to the County from the lease of office space that is not currently needed for County use. The lease is retroactive to the County s acquisition of the property, on November 20, 2012, and supersedes and replaces the short-term County Manager: ##### County Attorney: ***** 29. B. occupancy agreement. The base rent is $29,280.00 per year ($19.01 per square foot) gross for the entire lease term. After adjusting for anticipated taxes, the rental rate is the same as that paid by Mr. Hiss to the building s previous owner. Staff does not anticipate that the County will need to use Suite 510 before the expiration of the lease term. FISCAL IMPACT: All rents from 2020 14th Street North tenants are received by the property manager, Cassidy Turley, on behalf of the County, and are used to offset the operating and maintenance costs of the building. In FY 2013, these revenues have been sufficient to cover all expenses of the property. It is anticipated that in FY 2014, tenant revenues will be sufficient to cover annual operating and maintenance expenses. - 2 -
