Specifically, the amendment is proposed to delete Proffered Condition 1 to eliminate the road cash proffer payment. Notes: A. The only condition that may be imposed is a buffer condition. SUMMARY A single-family dwelling within The Landings at Swift Creek subdivision is under construction. Stylecraft Homes is constructing a dwelling on the property for the St. Jude Dream Home program to benefit the St. Jude Children s Research Hospital. Richard Kuhn, president of Stylecraft Homes, explains that the St. Jude Dream Home program involves a builder who constructs a home using donated land, labor, and materials. Raffle tickets are sold to the public for a chance to win the home following its completion. All proceeds will be donated to support the St. Jude Children s Research Hospital and its mission. Elimination of the road cash proffer payment would potentially increase the net proceeds to the St. Jude Children s Research Hospital, a 501(c)3 charitable organization. The current cash proffer amount is $9,400 per dwelling unit. Considering the 1 unit included in this case, the current total potential value of the approved cash proffer equates to $9,400. The applicant has requested to eliminate the cash proffer payment. Existing zoning conditions provide design and architectural standards (summarized on pages 5 and 6) that are comparable in quality to that of the surrounding community. Proposal Elimination of the road cash proffer payment is sought for one (1) lot (4807 Hidden Falls Drive) within The Landing at Swift Creek subdivision. Design High quality residential development addresses the Comprehensive Plan goals for strong and sustainable neighborhoods that are visually attractive, well-planned and well-maintained. Further, the purpose and intent of the zoning ordinance to promote the health, safety, convenience and general welfare of the public includes the creation of convenient, attractive and harmonious communities, protection against overcrowding of land, and protection of the natural environment. As such, developments that promote unique, viable and long lasting places and enhance the community are encouraged. Design Requirements of Existing Zoning (Cases 05SN0193, 14SN0573 and 17SN0824 Attachments 1-3) The following provides an overview of the approved design requirements referenced in attached case information: Community o Buffer and tree preservation along the south side of Crown Point Road 5 18SN0824-2018JUN19-CPC-RPT

o Recreational amenities including walking paths, observation dock on reservoir, picnic area, and dock for launching personal watercraft -such as canoes, kayaks- and storage for these items o Varied building elevations to avoid monotonous streetscapes o Restrictive covenants addressing architectural review, fencing, signs, tree preservation, garage orientation and hardscaped driveways (county would ensure recordation, but not enforcement) Lots o Hardscaped front walks o Hardscaped driveways (materials include concrete products and brick pavers no asphalt) o Front yard lamp posts o Supplemental landscaping (front yard trees, sodded yards, front foundation planting) Dwellings o Minimum dwelling size (gross floor area) of 2,500 square feet o Foundations of brick or stone veneer o Building façade materials (vinyl excluded) o Roof materials and porch treatment o Front loaded garages no closer to street than main dwelling As suggested by the Comprehensive Plan goals and the Zoning Ordinance, proffered conditions approved with Cases 05SN0193, 14SN0573 and 17SN0824 include quality design and architectural elements that are comparable in quality to that of the surrounding community. 6 18SN0824-2018JUN19-CPC-RPT
