CASE NUMBER: 18SN0824 APPLICANT: Chesterfield County Board of Supervisors CHESTERFIELD COUNTY, VIRGINIA MATOACA DISTRICT STAFF S ANALYSIS AND RECOMMENDATION Planning Commission Hearing: JUNE 19, 2018 Planning Commission Time Remaining: 100 DAYS Applicant s Agent: ANDREW GILLIES (804-748-1050) Planning Department Case Manager: DARLA ORR (804-717-6533) 0.6 Acre 4807 Hidden Falls Drive REQUEST Amendment of zoning approval (Case 17SN0824) to amend cash proffers in a Residential (R-25) District. Specifically, the amendment is proposed to delete Proffered Condition 1 to eliminate the road cash proffer payment. Notes: A. The only condition that may be imposed is a buffer condition. The property owner may proffer conditions. B. Approved zoning conditions are located in Attachments 1 3. C. THIS CASE IS DOUBLE ADVERTISED. IF THE PLANNING COMMISSION ACTS ON THIS CASE AT THEIR MEETING ON JUNE 19, 2018, THE BOARD OF SUPERVISORS WILL CONSIDER THIS REQUEST AT THEIR MEETING ON JUNE 27, 2018. SUMMARY A single-family dwelling within The Landings at Swift Creek subdivision is under construction. Stylecraft Homes is constructing a dwelling on the property for the St. Jude Dream Home program to benefit the St. Jude Children s Research Hospital. Richard Kuhn, president of Stylecraft Homes, explains that the St. Jude Dream Home program involves a builder who constructs a home using donated land, labor, and materials. Raffle tickets are sold to the public for a chance to win the home following its completion. All proceeds will be donated to support the St. Jude Children s Research Hospital and its mission. Elimination of the road cash proffer payment would potentially increase the net proceeds to the St. Jude Children s Research Hospital, a 501(c)3 charitable organization. The current cash proffer amount is $9,400 per dwelling unit. Considering the 1 unit included in this case, the current total potential value of the approved cash proffer equates to $9,400. The applicant has requested to eliminate the cash proffer payment. Existing zoning conditions provide design and architectural standards (summarized on pages 5 and 6) that are comparable in quality to that of the surrounding community.
