Highlights of Aug 23, 2012 BOD Meeting: The meeting was called to order at 8:31 A.M. by President Dam. Those also present were Vice President Korri, Treasurer Neff, Secretary Lindsay and Director McElligott, Director Joyce and Director McCauley as well as Superintendent Mark Thieme and Amy Bruener from Platinum Property Management, and four residents.. Review of Minutes: The minutes of the Aug 23, 2012 BOD Meeting minutes were approved as presented. Treasurer's Report: (Treasurer Bob Neff) Financials and Special Assessment As of Aug 31, 12 Operating Cash $82,131 (Iberia) Reserves $320,405 (CNL Bank) Total Cash & Reserves $402,536 Accounts Receivable $128,773 (Special Assessment $53,867) Total Current Assets $542,166 Total Liabilities $437,460 Treasurers Comments: Following a number of months in which Imperial HOA was over budget due to planned expenses; I am pleased to report that during the month ending August 31, we operated $11,400 under budget in terms of expenses. Year-to-date expenses were $14,250 under budget. For the month there were no items that were significantly over or under budget with the exception of Comcast, which was about $8,000 under budget. 1

This was the result of a change in their billing cycle and year-to-date Comcast expenses are roughly on target. While newsletter income is about on target for the full year, we are seeing a seasonal increase in the demand for ad space and anticipate a strong income stream for the 2012-2013 seasons. Last month we noted that there was an increase in overall receivables ($22,000). Following a discussion with our accountants it was determined that any increase was the result of billing and collection of normal quarterly dues and not an increase of defaults. This month Total Accounts Receivable declined by $24,000. On the positive side, Special Assessment Receivable dropped by $5,300 for the month to $53,867. It should be noted that one year ago the Special Assessment Receivables stood at $187,557 (a decline of over $133,000). For the full month, we received only one transfer fee ($500) while the year-to-date recorded $17,500 or 35 homes sold. This could be the result of the summer slowdown, limited homes for sale, or the timing of sales. Draft 2013 Budget for presentation to Association Members: After discussion the Board approved the draft of the 2013 budget for presentation to the Association Members. Resident Balances (President Harlan Dam): Delinquencies were at 35 total for the third quarter; 34 have been paid and 1 sent to the attorney for collections. GIB Report: (President Harlan Dam) For August, 2012 the GIB was over budget by $1,003.668 for the month. Year to date the GIB is over budget by $4,222.18. Income year to date is $14,517.54 over budget, primarily due to Gate Tag Income. Multiple expense categories were over budget, primarily in General, Administrative and Landscaping. Net Cash on Hand is $27,599.13.Reserve account balance is $199,224.15. Total Liabilities and Equity are $228,906.78. Reserve Balances are increasing with just over $16,676 in the Gate House Renovation Reserve that will be available for future installation of a backup generator for the gate house in 2013. The GIB has adequate cash on hand to meet monthly bills and their Total Other Equity which includes our Prior Year Surplus and Current Year Net Income is positive in spite of their being over budget for the year to date with a balance of $23,635.37. The GIB 2013 Budget was approved and will increase effective on 1-01-13 from $13.00 to $13.50 monthly. An order is being placed for additional bar code smart passes and wands so that enough are on hand for season. The scanning of drivers licenses is going well. Any delays are not due to this new process but are in line with previous issues that always occur, such as not knowing the names of the residents or the address of where they are going, no identification, not being called into the system by the resident, etc. Beautification reported the Queen Palms are scheduled 2 for trimming. A positive relationship has now been established with the management of both strip malls on the north side of the boulevard exit road so that the GIB will be working closely to install proper irrigation and landscaping along that stretch with their cooperation. Plans are already underway to slightly increase the Holiday Lighting for this year and the additional cost has been built into the 2013 budget. A dialogue with Collier County Waste Water Collection Steve Nagy regarding the unacceptable appearance of the Lift Station behind the Passage to India Restaurant was discussed. Mr. Nagy came to the site and has referred this issue to the Project Manager for consideration of installing a privacy fence similar to what has been done at the four-way in the Estates. This would bring the lift station up to current standards. The draft of the new GIB Post Orders for use by the Access Control Officers at the front gate were approved by the GIB Directors, IGEHOA Superintendents Report: (Mark Thieme) Drainage: We have replaced 2 drainage lids. I have attended 2 symposiums this month; one on storm water and drainage with Chuck, and a ponds and one on lakes on my own. I came in on Saturday and Sunday to lower and raise the weirs for Tropical Storm Isaac and had an active week after Isaac on the weirs. Gate House: Install new posts and White Fountain grass at the Entrada stub road. Maintenance Budget Request: (Mark to get Proposals) Pond Islands for water maintenance and water scape. Replace rusty well casing. Beautification/ Common/Park Areas: There is a small patch of grass at the north end of Cypress Park between the sidewalk & the street that is being treated for fungus. We have recently noticed one resident had an infestation of white fly that was defoliating their large Ficus hedge. They were informed that they needed to have it sprayed now and at least once a year in order to not have the hedge die. If you have Ficus Hedges, this is something that needs to be addressed with ongoing treatments. All of our Bismarckia Palms at the parks were recently trimmed. Roads and Walkpaths: (Secretary Ed Lindsay) Walked the circle for inspection. Sidewalks look good. Resurfacing of the remainder of the roads is being addressed with Reserve Funding in the 2013 Budget. Stormwater Drainage System: (Director McElligott) The Princess swale project has been delayed by permitting. Collier County decided we needed a right away permit at the last minute, but we hope to have it within two weeks and begin work.

In preparation for Hurricane Iris we took the water level down in the lakes. After replacing the metal weir plates we noticed leaking between the plates and have since gone back to wooden weir plates. Collier County President s Council on 09-12: (President Dam) The guest speaker this month was Vip Grover with Advanced Insurance Underwriters of Marco Island. He spoke about the various types of insurance policies that Condo & HOA Association would be required to have or should consider. Some of the types he discussed were: Liability, Property, Vehicle, Flood, Worker s Comp. and Hazard. He indicated that Citizens Insurance is paying to have a second or new mitigation inspection of their policy holders to make sure that the policy holder is entitled to all the discounts they are currently receiving due to a prior mitigation inspection. North Naples Task Force Meeting 8-21-12: (President Dam) Mr. Joseph Musa from Code Enforcement ran the meeting. Our new specific code enforcement Investigator now assigned to our area is Danny Condomina. He worked briefly in our area years back when he came into the department so is somewhat familiar with our development. Currently the Banks have spent just under $3 million dollars mitigating blighted properties they are involved with in the County. There have been over 2900 abatements completed so far on code enforcement issues this year. There are currently 118 open cases. Code Enforcement is looking for a property that their Department could consider using their staff to assist a veteran or elderly person in our area to abate code violations to their home as a Holiday Gift Project while on their own time on the weekends. They have done this in years past in other locations. Corporal Ron Turri of the Sherriff s Dept. said that there have been 23 crimes in our area in the last 30 days. This compares to 62 during the same period a year ago. There were 8 vehicle burglaries (5 were unlocked), 7 dwelling burglaries (5 were unsecured), 5 business/ commercial burglaries, and 3 stolen cars (two were in the Delasol Community). There has been a suspicious white pickup with two males seen in several of the area communities. One resident was able to acquire the license plate number and the owner has an extensive burglary record in Lee & Collier County. We will be giving that plate number so we can leave it at the front gate. The Sheriff s Office wants to be notified if that vehicle attempts to gain entry into any of our communities. Entrada (Marquis) Gate and Road: (Director McElligott) Mark removed the bent metal poles with the red reflector signs on Entrada and replaced them with 4 by 6 wooden poles. We are also putting down white fountain grass plants similar to the plants along the south side of Entrada. I am pricing an additional camera for the back gate that would be able to record license plates on cars that drop someone off, or enter the gate side by side. If approved on next year s budget it would be installed to the existing software. 3 Architectural Review Board Report: (Vice President Michelle Korri) September was a quieter month for ARB requests. The committee reviewed (11) requests, which included new roofing, new landscaping, repaving drive and walkways, a new pool cage and repainting a home exterior. Of these requests, (9) were approved without conditions, one, which involved removing diseased pine trees was conditionally approved. A request for a variance to the rear set-backs was disapproved. For details, see the ARB activity report for September posted on the "owners only" area of our website, http://igenaples.info. When submitting an ARB Exterior Change request, please remember that the review process will take AT LEAST two weeks. Please remember that ARB approval is required for the use of Dumpsters and Port-a-Potties even if the renovations involve only interior changes. Architectural Planning Criteria Amendment: (Director Korri) The proposed amendment was approved as follows: The proposed amendment to the Architectural Planning Criteria, B. Site Requirements, 3. Driveways. The change will read as follows: B. SITE REQUIREMENTS: 3. Driveways and Walkways a. Driveways shall be constructed in such a manner so that the flair of the driveway at the adjoining street pavement does not extend beyond the side yard lot line of the home served by the driveway. b. In no event shall the driveway surface be less than five (5) feet from the side lot line without approval of the ARB. c. Driveway and walkway surfaces shall consist only of concrete, brick, tile, or masonry pavers and must be a neutral color and non-skid surfaces. Perimeter Awareness Committee: (Director Joyce) There was a break found in the county fence at Imperial Drive East Park. The county has now made the repairs. Traffic Safety and Security Committee: (President Dam): It has been reported that there were two instances of solicitation in IGE for political purposes. As a reminder there is no solicitation in IGE for any purpose and political signage may be in resident s front yards 30 days prior to an election and must be taken down within 72 hours after the election. This rule is in accordance with that of Collier County. Violations and Fining Committe: (Director Joyce) The quarterly review of all properties in IGE was performed this month. The summary of violations and proposed fines is being prepared for our committee s review. The committee will meet within the next couple of weeks and appropriate fines will be addressed.
