Location The site is in the Harrop Dale area of the village of Diggle, Saddleworth on the edge of the Peak District National Park. Saddleworth, with a population 24,351 (2001 census), lies on the edge of the Pennines between Manchester (12 miles) and Huddersfield (10 miles) and provides an attractive residential environment, balancing access to open countryside with excellent local facilities and transport links. Junction 22 of the M62 is 4 miles away and Greenfield station is 2.5 miles away with a 23 minute journey time to Manchester and trains to Huddersfield and on to Leeds. Diggle and Uppermill have local facilities and shops. Diggle primary school is 400m from the site and Saddleworth secondary school will relocate to a new site in Diggle in 2017. Description The existing buildings are predominantly mid-twentieth century steel frame industrial premises, with the northern element a two storey (and basement) stone Victorian mill which has been the subject of alteration and repair. The property includes a residential flat, not currently occupied. The original chimney remains in place. There is a level car park area (circa 20 cars) to the north and further vehicular access to the south. There is also a structure to the south of the main building. Brun Clough brook runs through the property under a culvert, joining Diggle Brook and then the River Thame. The existing buildings have a footprint of circa 26,000 sq ft. The existing tenant is relocating to new premises in Saddleworth in Spring 2016.
Site The site has a total area of 1.47 acres (0.59 ha) as shown edged red on the plan above. It is predominantly level with the exception of the western boundary. There are open fields to the west and east and a small number of residential properties to the north along Harrop Court Road. Harrop Court Road is unadopted but Harrop Court Mill has full access rights from a 1910 transfer.
Town Planning The adopted Oldham Local Plan is the Joint Core Strategy and Development Management Policies Development Plan Document adopted in November 2011. The adopted Proposals Map is from 2012 and shows the site to lie within Green Belt. There are no other designations and it is not a protected Employment site. It is not in a Conservation Area and there are no Listed Buildings on the site. The most recent Site Allocations Development Plan Document for Oldham is the Options Report dated December 2013. The site is listed in this, reference 1217, under Other sites with potential for development. It is described as an active employment site with the most suitable uses being mixed use with Employment and Residential listed as Other Options Considered. Oldham have published their Draft Charging Schedule for the Community Infrastructure Levy (CIL) and this proposes a rate of 80 per m2 ( 7.43 per sq ft) for new market housing in Saddleworth, this is likely to come into operation for all new applications in Summer 2016.
