SOLICITATION FOR OFFERS Solicitation number NE-18-006 (FY19) GENERAL INFORMATION SYNOPSIS THE UNITED STATES (U.S.) IS REQUESTING OFFERS TO LEASE UP TO 19 FAMILY HOUSING UNITS. THE TERM REQUIRED IS FIVE (5) YEARS, SUBJECT TO AVAILABILITY OF APPROPRIATIONS. FAMILY HOUSING UNITS NEED TO BE SPREAD THROUGHOUT THE SCHINNEN/BRUNSSUM AREA (SEE ATTACHED BOUNDARIES MAP). TYPE UNITS OFFERS FOR LEASE CAN EITHER BE FOR: * EXISTING UNITS IMMEDIATELY AVAILABLE AND MEETING THE MINIMUM REQUIREMENTS, OR * UNITS WHICH MUST BE ALTERED TO MEET THE MINIMUM REQUIREMENTS AND DELIVERED BY THE DELIVERY DATE SPECIFIED IN THIS SOLICITATION. MINIMUM BASIC REQUIREMENTS OFFERS MUST MEET THE FOLLOWING MINIMUM REQUIREMENTS AND SAFETY STANDARDS: - UNITS MUST BE LOCATED WITHIN THE SCHINNEN/BRUNSSUM AREA (SEE ATTACHED BOUNDARIES MAP). - THE HOUSING UNITS MUST BE FREE OF ALL ENVIRONMENTAL /HEALTH HAZARD MATERIALS, LEAD BASE PAINT, RADON, AND ASBESTOS CONTAINING MATERIALS. WRITTEN CERTIFICATION THAT THE PROPERTY MEETS THESE REQUIREMENTS MUST BE INCLUDED WITH THE OFFER. - ALL ROUTINE AND MAJOR MAINTENANCE OF ALL INSTALLED WINDOWS AND DOOR FRAMES, SEAL HINGES, LOCK-SYSTEMS AND DEVICES MUST BE PERFORMED BY OWNER ON A REGULAR BASIS. 1

EACH HOUSING UNIT MUST INCLUDE: - NET FLOOR SPACE PER LIVING QUARTER IS APPROXIMATELY 150 SQUARE METERS. - AT LEAST THREE (3) BEDROOMS AND ONE (1) BATHROOM. - FLOORCOVERING: EITHER LINOLEUM OR CARPET IN HALLWAY, LIVING- AND BEDROOM AREAS. NO BLINDS WITH CORDS. - DOUBLE PANE EXTERIOR WINDOWS WITH LOW ENERGY (LE) GLASS AND WINDOW LOCKS. - LOCKS AND HINGES THAT MEET DUTCH (STICHTING KWALITEIT GEVELBOUW) SKG** SAFETY STANDARDS (SEE ATTACHMENT). - IN EVERY ROOM, AT LEAST ONE WINDOW MUST HAVE A STATIONARY WINDOW INSECT SCREEN INSTALLED. - ALL EXTERIOR DOORS OF THE HOUSE, EXCEPT FRONT DOOR, MUST HAVE INSECT SCREEN CURTAINS. - FIRE DETECTION SYSTEM CONSISTING OF: SMOKE DETECTORS WIRED AND CONNECTED WITH EACH OTHER, CONNECTED TO 230 VOLT AND BATTERY BACK-UP OF 9 VOLT LITHIUM, IN EVERY ROOM, BESIDES THE KITCHEN AND BATHROOM. A WIRELESS SYSTEM IS AN ACCEPTABLE OPTION. DELIVERY DATE THE US IS SEEKING BENEFICIAL OCCUPANCY OF 19 UNITS NO LATER THAN 30 SEPTEMBER 2019. NEGOTIATIONS AND COMPETITIVE RANGE UPON COMPLETION OF THE INITIAL EVALUATION OF OFFERS, THE REAL ESTATE CONTRACTING OFFICER AND/OR HER AUTHORIZED REPRESENTATIVE WILL CONDUCT ORAL OR WRITTEN NEGOTIATIONS WITH ALL RESPONSIVE OFFERORS THAT ARE WITHIN THE COMPETITIVE RANGE. OFFERS THAT DO NOT MEET THE MINIMUM BASIC REQUIREMENTS WILL NOT BE CONSIDERED. THE COMPETITIVE RANGE WILL BE ESTABLISHED BY THE CONTRACTING OFFICER ON THE BASIS OF PRICE, NEIGHBORHOOD CRIME HISTORY AND ENERGY EFFICIENCY (HEREINAFTER REFERRED TO AS THE EVALUATION FACTORS), AND WILL INCLUDE ALL OFFERS THAT HAVE A REASONABLE CHANCE OF BEING SELECTED FOR AWARD. THE OFFERORS WILL BE PROVIDED A REASONABLE OPPORTUNITY TO SUBMIT ANY PRICE, TECHNICAL OR OTHER REVISIONS TO THEIR OFFERS THAT MAY RESULT FROM NEGOTIATIONS. NEGOTIATIONS WILL BE CLOSED WITH SUBMISSION OF BEST AND FINAL OFFERS, WHEN CALLED UPON BY THE REAL ESTATE CONTRACTING OFFICER. AFTER REVIEW OF BEST AND FINAL OFFERS IS COMPLETED, THE LEASE WILL BE AWARDED TO THE OFFEROR(S) WHOSE OFFER IS MOST ADVANTAGEOUS TO THE UNITED STATES GOVERNMENT, BASED ON THE EVALUATION FACTORS CONSIDERED. THE GOVERNMENT RESERVES THE RIGHT TO MAKE MULTIPLE AWARDS UNDER THIS SOLICITATION IN ORDER TO FULFILL THE TOTAL REQUIREMENT OF 19 FAMILY HOUSING UNITS. THE OFFERORS WILL BE REQUIRED TO SUBMIT A STATEMENT OF FINANCIAL RESPONSIBILITY AND PROOF OF OWNERSHIP ALONG WITH THEIR BEST AND FINAL OFFER. AWARD AFTER CONCLUSION OF NEGOTIATIONS, THE REAL ESTATE CONTRACTING OFFICER WILL REQUIRE THE OFFEROR SELECTED FOR AWARD TO EXECUTE THE PROPOSED LEASE PREPARED BY THE BENELUX REAL ESTATE OFFICE, WHICH REFLECTS THE AGREEMENTS OF THE PARTIES. THE PROPOSED LEASE SHALL CONSIST OF: 3

(A) STANDARD U.S. GOVERNMENT CORPS OF ENGINEERS LEASE FOR ACQUISITION OF REAL PROPERTY IN THE NETHERLANDS (B) PERTINENT PROVISIONS OF THE OFFER (C) PERTINENT PROVISIONS OF THIS SOLICITATION REMARKS EACH RESPONSIVE OFFER/BUILDING MEETING THE MINIMUM REQUIREMENTS WILL BE INSPECTED PRIOR TO BEST AND FINAL OFFER SUBMISSION, AND OFFERORS WILL BE PROVIDED WITH EXACT SECURITY REQUIREMENTS WHICH WILL HAVE TO BE TAKEN INTO CONSIDERATION AT THE TIME IN THE BEST AND FINAL OFFER SUBMISSION.
