We are requesting an appeal t the CEQA Categrical Exemptin that was granted t the 27 unit apartment building prpsed fr 10041014 Nrth Myra Avenue. On January 30, 2018 the Bard f Building and Safety Cmmissiners f the City f Ls Angeles held a public hearing regarding the prpsal t haul 10,500 cubic yards f earth frm the prject site. The haul rute was apprved and at the same hearing the Bard fund the prject categrically exempt under the Califrnia Envirnmental Quality Act (CEQA) pursuant t the Ntice f Exemptin prepared by the Department f City Planning. Several neighbrs shwed up t this hearing and expressed their cncerns abut traffic and the inapprpriateness f a building f this sie n a very small street. Nrth Myra Avenue is nly 500 feet lng. There are 9 single family hmes, 5 duplexes, 1 triplex, 1 furplex and ne 6 unit apartment building. Parking is already an issue n this street and it is such a small street that is in in essence a ne lane street, in ther wrds, with cars parked n bth sides f the street there is nly ne lane available fr cars t pass dwn the small street. There are presently 18 lts with 32 residences n the entire street. This prject wuld nearly duble the capacity f an already crwded street. Traffic n Hver is already backed up fr several blcks during rush hur frm peple trying t avid the traffic n Virgil that is als backed up fr several blcks. I have attached a map f the neighbrhd and have illustrated where there are cnstructin prjects already in prcess. On Hyperin there are 8 single family hmes currently under cnstructin and n Mananita Street clse t Santa Mnica Bulevard there is a 9 unit apartment building. Bth f these prjects are n larger (2 lane) residential streets and are ne third the sie f the prpsed Myra prject. There is a 24 unit apartment building being built n Virgil which is a fur lane street. All three f these prjects will increase traffic and verall cngestin in the neighbrhd. Als n my map I pint ut a cmmercial prject n Santa Mnica Bulevard ne blck frm Nrth Myra. This 14,398 square ft retail building has undergrund parking and will certainly create mre traffic and cngestin as well. I am sure there are ther prjects in the wrks that I am nt even aware f and culd be added t this list. The Frst Chaddck develpers have three prpsed prjects in the neighbrhd. Tw are at the Santa Mnica Sunset Bulevard junctin just adjacent t Mananita Street. The first is 91

apartments with retail and restaurants; and the secnd is 81 apartments with retail and restaurants. These tw prjects are n Sunset Bulevard which is a fur lane street and these prjects seem apprpriate t the neighbrhd. That being said, all f these prjects will surely create mre traffic and cngestin in the surrunding neighbrhd. A CEQA exemptin is based n several cnditins. We believe that tw in particular need mre careful attentin. 1. Apprval f the prject wuld nt result in any significant effects relating t traffic, nise, air quality r water quality. Given that there is currently s much cnstructin and mre cnstructin eminent, it wuld seem as thugh at the very least a traffic study is in rder. At the hearing, several f us asked the Bard why there was nt a traffic study r quality f life study and we were nt given any answers. 2. The site can be adequately served by all required utilities and public services. At the hearing, I spke abut my cncern fr the ability f public services, in particular fire and rescue and emergency services, t access an already crwded street. I spke t a Fireman at fire statin #35 and he tld me that their statin is a mderately busy t very busy and the mst frustrating thing they encunter is the inability t get t where they need t be. My fiancee, Eric Schelmety, is a trauma nurse at L.A. Cunty USC Medical Center, the busiest Emergency Rm in the cuntry. Time is f the essence when it cmes t emergency services and access t residents is crucial. In emergency medicine, the glden hur...refers t a time perid lasting fr ne hur, r less, fllwing traumatic injury being sustained by a casualty r medical emergency, during which there is the highest likelihd that prmpt medical treatment will prevent death. {American Cllege f Surgens (2008). Prgress and develpment are inevitable especially when living in Ls Angeles. We are nt anti develpment. We wuld nt be questining this prject if it were n a larger street with better access. When there are husing prjects already in the wrks, ppulatin density and traffic shuld be taken int cnsideratin befre apprving new cnstructin prjects. The safety f the residents shuld be the primary cncern nt just hw an area is ned. We respectfully request a hearing t discuss the apprpriateness f this prject as it relates t the cmmunity.
