ASSOCIATE PLANNER ANTONIO CASTILLO presented infrmatin listed in staff reprt dated regarding infrmatin n ten prperties fund t be ineligible fr designatin in the survey. He addressed infrmatin relating t the number and prperty types surveyed, prperties eligible fr landmark designatin and prperties deemed ineligible fr natinal, state, and lcal designatin as a result f lack f significance r integrity. He discussed the West Hllywd Preservatin Alliances ( WHPA) request t reevaluate six prperties and said it was determined by GPA Cnsulting that nne were elevated t a status deeming eligible fr designatin. He said in Nvember 2016, Staff received an additinal request frm the WHPA recmmending that the City Cuncil cnsider evaluating the same prperties again. He stated the fllwing directin by City Cuncil after review f the final survey reprt in January 2017: Utilize the survey when analyzing future planning decisins, including withut limitatin, histric designatins and develpment applicatins. Return with additinal infrmatin n these ten prperties, including the six identified by the WHPA and fur identified by the City Cuncil. He said the HPC is requested t review and cmment n the adequacy f the memrandum and identify whether it prvides sufficient infrmatin explaining why the prperties are ineligible befre returning t the City Cuncil in April 2017. Members f the Cmmissin, Staff and GPA Cnsulting discussed infrmatin relating t eligibility, the ten prperties identified ineligible by the Cmmercial Histric Resurces Survey and GPA' s survey methdlgy. ASSOCIATE PLANNER ANTONIO CASTILLO presented infrmatin listed in staff reprt dated regarding infrmatin relating t the final draft Lexingtn- Cursn Residential Histric Resurces Survey prepared by HRG. He said the survey lked at early 20th century residential prperties, 164 prperties were surveyed at the recnnaissance level and identified prperties that warranted intensive evaluatin based n their ptential t cnvey significance as cntributrs in a pssible thematic gruping. He said the purpse f the survey was nt designating a thematic gruping r an individual prperty and briefly explained bth prcesses. He said HPC is requested t review the draft final survey, identify whether the survey findings are well reasned and meet the City' s criteria, identify whether there are any flaws in the dcument r frmatting cncerns and receive public cmments. He said Staff received additinal crrespndence after the staff reprt was published which was prvided t the Cmmissin and made available fr the public and gave backgrund regarding the crrespndence. CHRISTINE LAZARETTO, HRG CONSULTING GROUP reiterated that the item befre the Cmmissin was a Cuncil directed study f the neighbrhd t determine ptential fr a thematic district, nt fr the purpse f designatin and said HRG will be discussing survey findings nly. She addressed prperty and parcel infrmatin listed in the bundary maps and said the survey cnsisted f prperties frm the 20th Century. She stated fr clarificatin characteristics f a thematic gruping, prperties that appear t be cntributrs t a gruping and discussed the Old Sherman Thematic Gruping as an example f the City' s current precedent relating t designating a gruping. She discussed research methdlgy, archival research including but nt limited t sanbrn maps, newspapers and histric phtgraphs. She
