Skye at Arbor Lakes - Phase 2 PUD Development Stage Plan Request for Council Action March 22015 Page 2 parking garage. Most of the improvements accompanying the overall project including a clubhouse pool small pavilion playground dog park extensive landscaping internal sidewalks and public and private roadways are built or will be completed this year. The second phase will bring the total units to 471. The approximate 6.7 -acre site is located just north of the Arbor Lakes Senior Housing facility and is immediately east of and adjacent to the 40-acre Central Park currently being developed. The subject parcel is an outlot that will be converted into lot and block status with the accompanying final plat. The unit mix includes one bedroom (33%) two bedroom (53%) and three bedroom units at 14%. The second phase building exterior will be consistent with the first phase and will be constructed with brick and 'hardiplank' and will carry the same color palette present on the first phase. The second phase will have vehicular access from 80th Avenue at the south and Forestview Lane to the north ultimately leading to full access to Hemlock Lane. Access to the parking garages will be via a continuous driveway located at the rear or east side of the two buildings. The parking ramp is surrounded by the living units and each level is accessed from hallways on any given floor. This ramp in combination with the first phase building will create a total of 839 garage spaces and 112 surface spaces. The buildings embody very urban design characteristics not only with the minimal setbacks from 81 st Avenue (15 feet at its closest) but also the 4-story height in such close proximity to the street. Three courtyards will be finished off with ornamental fences gazebos trellises plantings and a variety of focal point features. The submitted final plat also creates a lot and block designation for the southerly of the two lots intended for retail use. This submission however is not accompanied by any site review. Any proposed retail buildinguser will require the review of the Planning Commission and City Council. Affordable housing is part of the mix as well. n keeping with the goal of the City to provide affordable housing 10% of the residences shall be available at affordable rents which shall be set at 80% of the medium household income. Skye at Arbor Lakes - Phase 2 Narrative Skye at Arbor Lakes is luxury high density multifamily community approved for 467 units The first phase is nearing completion and this application is for the construction of the second phase of the community. When fully completed the improvements shall consist of two four-story buildings each of which surround a four-story enclosed heated parking garage. This second phase totals 208 residential units. With the adjoining Maple Grove city park now under construction the design of the second phase building will afford many views of the park. Additionally the building will be set close to wide sidewalks creating an appealing urban streetscape. Similar to phase 1 the residences at Skye at Arbor Lakes will be spacious and include many features found in custom single family homes including but not limited to nine foot ceilings granite countertops garden tubs designer kitchen cabinetry energy star appliances and large walk-in closets. Current plans for the units range in size from an 854 square foot one bedroomone bath residence to a 1567 square foot three bedroomtwo bath residence. Approximately 33% of the residences will be one bedroom apartments 53% will be two bedroom apartments and 14% will be three bedroom apartments. Rents are projected to range from $1200 to $2100 monthly for the phase two residences. n keeping with the goal of the City to provide affordable housing 10% of the residences at this second phase of Skye shall be available at affordable rents which shall be based on 80% of the median household income. A luxury community clubhouse constructed as part of the first phase will be available for use by the residents of this phase. The clubhouse includes a business center pub cyber cafe 24-hour fitness facility with club quality equipment a kid's play room sauna spa a virtual golf facility and outdoor pool and sundeck. The second phase building exterior shall be consistent with the first phase and be constructed of hardiplank and brick. The building perimeter will be well landscaped with several areas designated as parks. Lastly the second phase site includes a 1.33 acre parcel deslqnated for commercialretail use. t is planned that up to 8000 square feet of complimentary space will be developed on the site.

The fmal paragraph of the narrative describes a 1.33 acre parcel designated for commercialretail use. cannot fmd any detail on that parcel in terms of location access and potential traffic generation. Given the narrow roadways (factoring in on-street parking) tight access points and in general limited capacity of the proposed roadway network am concerned about how the use of this commercialretail site may affect traffic in the area. Please have the developer provide more detailed information on that parcel. 2. The north-south access drive on the west side of this phase appears to have adequate total width of32 feet to accommodate two-way traffic and parallel parking on one side. Please confirm that the striping will delineate 8-foot parking bays and a 24-foot traveled way. (See comment on Sheet C2.2) 3. note that the west end of the proposed sidewalk along 81 st A venue terminates at the access drive using an "HC Ramp" and referring to a detail. presume this is meant to refer to City of Maple Grove Standard Detail 5202 but cannot find that detail in the plans. Please refer to the desired detail by number or preferably include it in the plans similar to the other civil detail sheets. 4. Given the short distance am requesting that Phase 2 include completion of the sidewalk complete with pedestrian ramp between the access drive to Lakeview Drive. This will make the Skye development fully ADA accessible all the way from the existing sidewalks along Lakeview Drive.

The applicant should provide staff with a valid reason for its installation or it should be eliminated. t's recommended that prior to issuance of the building permit for phase 2 construction storm sewer pipe issues need to be resolved in phase 1. They include a gas line that was bored through the pipe a 2" x 4" that is located in the middle of the pipe bad pipe joints and debris in the pipe. All utility and streetdriveway construction shall be completed in accordance with the City of Maple Grove Standard Specifications for Utility and Street Construction. Cicyof Maple Grove Maple Grove Parks and Recreation MEMORANDUM TO: FROM: DATE: SUBJECT: Dick Edwards - Community Development Director Chuck Stifter - Superintendent of Parks and Planning ~ February 192015 Skye at Arbor Lakes 2nd Addition PUD Development Stage Plan Review and Final Plat After reviewing the above-mentioned submittal the Park & Recreation Board staff has the following comments: Skye at Arbor Lakes is a residential subdivision which falls under the City's park dedication ordinance requiring a land andor cash dedication per unit based on the current rate. (City Council annually reviews the park dedication rates at their first meeting in February.) The Skye at Arbor Lakes proposal is located in Park Service Area 23 in the Arbor Lakes Area. This PSA has multiple recreation opportunities including the Town Green Community Center Bridges Playlot and the Central Park of Maple Grove which is scheduled to open in 2015. The park dedication requirements are calculated using the current rate for multi-family housing which is $3194 per unit. Based on the proposed 208 units the park dedication would calculate as follows: 208 multi-family units x $3194 = $664352 The Tiller Corporation which is the underlying land owner does have a park dedication credit bank from previous land dedications to the City. n lieu of the cash dedication there is the opportunity to reduce their credit bank by 7.58 acres for Lot 1 Block 1 of this proposal.
