(Tetra Tech EBA) has prepared this Performance Verification Plan (PVP) in support of an application for a risk based Certificate of Compliance (COC) for the site located on the northeast corner of the intersection of Salter Street and Derwent Way, New Westminster, BC (herein referred to as the Property). The PVP presents the principal risk management measures that apply at the Property to ensure the Property COC remains valid (i.e., the key risk management controls of Schedule B of the Property COC which must remain in place at the Property). The PVP was prepared in accordance with BC Ministry of Environment (MOE) Administrative Guidance 14: Performance Verification Plans, Contingency Plans, and Operations and Maintenance Plans (MoE, 2014). The PVP was based on the findings of report titled Detailed Site Investigation and Screening Level Risk Assessment - Lot B, Northeast Corner of Intersection of Salter Street and Derwent Way, New Westminster, BC. Site ID: Not yet assigned Property location: No assigned civic address. The Property is located at northeast corner of the intersection of Salter Street and Derwent Way in New Westminster, BC The Property is legally described as follows: PID: 025-826-280 Legal Description: Lot B, District Lot 757, Group 1, New Westminster District, Plan BCP8798 The cartographic coordinates for the centre of the Property are: Latitude: 49 11 20.0 Longitude: 122 56 0.0 2.0 DETERMINATION OF RISK CONTROL TYPE Based on the risk management measures for the Property, (i.e., the use of institutional controls to mitigate/eliminate risks at the Property and lack of imminent risks in the event that controls were either not implemented or were implemented but were rendered ineffective) the Remediation Type applicable at the Property is considered to be Type 2 (Case 2). Under a Remediation Type 2 (Case 2) scenario, MOE (2014) indicates that a PVP is required and an operations and maintenance plan may be required. A contingency plan is not required. 3.0 REQUIRED RISK CONTROLS The principal risk controls which must be maintained at the Property and are listed under Schedule 2 on the Certificate of Compliance is: groundwater must not be used for drinking water 4.0 REQUIRED ACTIONS TO IMPLEMENT THE REQUIRED RISK CONTROLS A PVP is required to ensure that the identified risk controls for the Property are present or implemented, and maintained. Performance verification actions for the Property include the following: The Property owner/operator must ensure that groundwater is not used as a source of drinking water. Documentation detailing drinking water access should be made available upon request by the Director. Since the groundwater to drinking water pathway is considered inoperative as no groundwater wells currently exist on the property and because any future development on the Property would be serviced by municipal water supply no ongoing performance verification inspections are required. 5.0 LIMITATIONS OF REPORT This report and its contents are intended for the sole use of BC Hydro & Power Authority and their agents, Contaminated Sites Approved Professional, Don Williams, P. Eng. and BC Ministry of Environment. Tetra Tech EBA Inc.
