If you have a maintenance request or other communication, please contact the Management Office and ask for the property administrator in charge at (973) 267-9000, in writing: Taylor Management 58A South Street, Morristown, NJ 07960. Mike Barrett is now at the Morristown Office and his extension is 341. You can email him at mikeb@taylormgt.com. Please do not send any correspondence with your maintenance payment, as this is sent to a bank lock box and will not be received by Taylor Management in a timely manner. Help us to help you. Even though the property manager walks through the complex looking for things, which require fixing, he will never have the same sight as you do towards your own unit. So please call him at 973-267-9000 extension 341or email him at mikeb@taylormgt.com, when you need something fixed. Please be very detailed. He will need your home and work telephone number plus your email address.

2004 BOARD MEETINGS The Open Session now begins at 7:30PM with the meeting opened to the membership after all homeowners have expressed their concerns and have asked their questions, than, the Executive Session will begin. All homeowners are welcome to stay for the Executive Session and listen. However, there is one portion of the Executive Session, which is closed to the general membership because of privacy issues of individual homeowners. The meeting is held at the pool cabana. RETAINING WALL PROJECT The retaining wall project will be complete, when the hand rails are installed by October 1 st 2004 PAINTING All of the units on South West View have been painted. FIREWOOD STORAGE Firewood may be stored on your deck or in the back common lawn area. All wood must be elevated in a stand off of the deck wood or lawn area. If you cover the firewood, use an Earth Tone Tarp. PETS Please remember keep your pet off of the front lawns. Urine will permanently burn out and destroy the grass. Residents are reminded to pick up and remove all pet droppings from the common areas. Take this waste home and dispose of it in your personal trash receptacle. Do not throw wrapped or bagged pet waste into the wooded areas. Any resident observed violating this policy will immediately be fined by the Association and also reported to the Wharton Health Department. Also, no pet can be left outside tied up and unattended either on the back deck, front yard or any of the balconies.

GARBAGE PICK-UP & RECYCYLING RULES Please review the borough garbage calendar, noting holiday schedules and any other weeks when the normal routine may be altered. The borough has strict guidelines relating to how garbage should be presented for pick up Newspapers and magazines must be separated and tied up. Boxes must be broken down flat and tied up. Cans, bottles, and glass must be placed together in a sealed container. GARBAGE VIOLATIONS Please see your copy of the Master Deed and Bylaws for details. Regulations have been adopted in direct response to the increased Black Bear activity in the community. Fines are $100.00 for a first offense and each offense thereafter. PARKING VIOLATIONS If a person is witnessed parking and going into a unit, and their vehicle incurs a violation, the owner of said unit will be fined. Homeowners are responsible for their own violations of the Rules and Regulations and any violations of their guests. Violations by guests, including parking, may result in fines being levied against the homeowner. Please remember that there is a town ordinance prohibiting parking on the street. It is in the Bylaws, also. However, the association has left it to the town to enforce. Please tell your guests, when they arrive. MODIFICATION REQUESTS Please remember that you can take no action whatsoever out and on the common elements without approval from the board of trustees. With this in mind we now have a formal modification request process. If you want to make a change or enhancement to the common area, please email Mike Barrett (mikeb@taylormgt.com) and request a form to do so. Failure to do so may result in the board requiring that you restore to its original

condition. ADR HEARINGS It is every homeowner s right to have an ADR hearing if you wish to contest any decision made to levy a fine against you for a violation of the condominium rules and regulations. The Board conducts its ADR Hearings through CAI by hiring one of their recommended mediators. The CAI charges a fee of $200.00. The Association has adopted a rule to share this fee equally between the Association and the homeowner disputing the fine/violation. In addition, the Association will on occasion have the Association s attorney present during these proceedings to defend the Association's position. This again is an enormous expense. I suggest before requesting an ADR Hearing that you come speak to the Board first. Most disagreements are resolved satisfactorily in this manner. In this way, we may save you and the Association any further expense. GRILL STANDS All but six units have grill stands installed in their back yards. The remaining six have still not been installed. We are still struggling with location, since the backyards of these units are so narrow. But we have not forgotten you. All propane tank gas grills must be kept on the grill stands. State laws prohibits them from being kept on the side or rear decks. There will be no warning letters sent for a violation of this Association Resolution. The Resolution stipulates that they cannot be on decks and that the only location, which they can be kept, is on the grill stand. Please comply! It is for your safety, your neighbor s safety and fireman s safety. BIRD FEEDERS Bird feeders, empty or full are not permitted. We follow the state guidelines for bear attraction prevention. You may ask, why no empty bird feeders? Empty bird feeders convey to other homeowners and new homeowners that bird feeders are OK. Bears are attracted to them and like eating the seed.

GO SLOW The speed limit in Overlook is 25 miles per hour. There are more children living here than I can ever remember. They play not only on their own streets but I see them more often on Overlook Drive, also. You are just seconds from your home anyway, so you cannot save that much time once you enter Overlook Drive from there getting to your home. The life you save may be your neighbor s child. And please do not pass someone on Overlook Drive even if you think they may be pulling over. Make sure first because a person may be pulling out from a side street. ARTICLES FOR THE MIB If you have something of interest for the MIB email it to mikeb@taylormgt.com and we will evaluate it and put it in the MIB. WINDOWS AND DOORS Are your windows all fogged up? Are your slider mechanicals broken? Are your slider handles broken? Are your screens full of holes or bent out of shape? Are you tired of looking at this? Than call either Cherokee Glass (973-537-1973) ask for Lou or Belvedere Glass ((908-475-1823) ask for Jim. They can replace glass, slider mechanicals, slider handles and screens without replacing the whole frame. A New Community Event At the June Board meeting, our new President, Marko Vulovic, suggested that Overlook Village hold a community yard sale next Spring. Besides giving the residents a chance to sell items they no longer need, it would provide an event to bring us together and get a chance to mingle with our neighbors. Advertising the event would help bring in many 'customers'. Carol Johnson volunteered to chair the committee to plan the event. We will need to plan the logistics, make sure all necessary permits, if needed, are secured from Wharton Borough, plan advertising and so on. Have some creative ideas? We need your help.
