PROPOSED MOTION: IT IS MOVED TO AUTHORIZE THE SALE OF SURPLUS COUNTY OWNED REAL PROPERTY TO THORNTON ESTATES, LLC FOR $4, WITH THE SALE SUBJECT TO FINAL APPROVAL OF A TITLE REPORT. MAP NO. 18-2-5-21-17, ADJACJENT TO 4336 FORSYTHIA, SPRINGFIELD 2. AGENDA ITEM SUMMARY: Benjamin Thornton, on behalf of Thornton Estates, LLC has submitted an offer of $4, for the subject property. The offer is bein presented to the Board for acceptance or rejection. 3. BACKGROUND/IMPLICATIONS OF ACTION: A. Board Action and Other History The property was acquired throuh tax foreclosure in September, 211. The property is an undeveloped lot in a subdivision on Forsythia St., in Sprinfield. The property.21 acres. It is very steep with slopes exceedin 6%. The property is zoned for sinle family dwellins. The property has been offered at multiple Sheriff s sales, most recently in June, 213 with a minimum bid of $5,. The County did pursue a quiet title action on the property which was finalized in 212 removin the former owner s interest. The offer is continent on approval of a final title report showin no outstandin liens.
B. Policy Issues ORS 275.2 provides for sellin property via private sale, without notice, that has been offered at a Sheriff s sale but remained unsold. The property cannot be sold for less than 15% of the minimum bid set at the Sheriff s sale. C. Financial and/or Resource Considerations Revenue from the sale of foreclosed property first oes to the County to reimburse the County s costs in manain foreclosed property. Revenues in excess of costs are disbursed to the taxin districts in the same manner as property taxes. D. Health Implications A sale of the property will return it to private ownership and the tax roll. E. Analysis Due to the steepness of the property costs to develop it with a dwellin will be substantial due to structural and enineerin requirements. There have been several inquiries to purchase the property since it was acquired but no offers were made. Adjoinin property owners have not contacted the County with an interest in purchasin the property. F. Alternatives/Options 1. Accept the $4, offer. 2. Reject the offer and direct staff to neotiate additional consideration. 3. Reject the offer and offer the subject parcel at a future Sheriff s sale. 4. RECOMMENDATION It is recommended that the $4, offer be accepted. 5. TIMING/IMPLEMENTATION No timin issues are present 6.
