WATERFORD ESTATE RULES AND REGULATIONS ESTATE MANAGEMENT The estate management company is SIMT Management Services (Pty) Ltd and it is run by Irene du Plessis who is the estate manager for Waterford. The office hours are from 07H30 16H00 Monday to Friday. Please direct all queries relating to the administration of the estate as well as security to Irene du Plessis (SIMT Management Services). Mircell access control system Each residence at Waterford Estate is linked to a Mircell system situated at the guardhouse. When a guest or delivery arrives, the guard shall phone you on the Mircell by pressing your stand number in order to announce your visitor. If you are not in, the visitor is advised and entry not permitted. Please note that if the guards get an answering machine or fax tone, permission will also not be granted. If you are having a party, please supply the guards with a list of the residents as this will speed up the access control. Each resident is allowed to programme 3 numbers on the Mircell system. The Mircell can be linked to your home land line and or cell phones. If your numbers are engaged the guards will try them 3 times. If we still cannot get hold of you your visitor/delivery will be turned away. 2. Remote Controls Residents enter Waterford Estate via the residents entrance using a remote control. The estate does not hold stock of these remotes and residents will need to purchase their own remotes at any security shop. They need to purchase a Centurion Super Nova (Blue) One (1) button remote. Once they are in possession of these remotes they need to hand them in at the Management office for programming. Programming of the remotes takes 48 hours. Residents should always use their remote controls. The guards are not able to open the resident s gate for a resident who does not have a remote control. This is a security breach. Should a resident forget their remotes the guards will request you to sign in and out as a visitor at the visitor s entrance. Should you leave the estate you will be requested to inform the management so that the remote control can be de-activated. Please advise the Estate Manager on 011-658 1249 if you have lost your remote or if it has been stolen so that it may be de-activated off the system immediately. 3. Collections and Deliveries Please note that the Security Officers have been instructed not to receive collections or deliveries. The Estate Management Company offers this service from their office during office hours; kindly make the necessary arrangements with them on 011 658 1249. 3
DOMESTICS 1. Application forms Domestics and gardeners both live in and part time, are required to have a Waterford Estate Domestic I.D. Card. Application forms for these I.D s are at the Guardhouse. An I.D. photo, a copy of their I.D. as well as R20.00 is required to be returned with the form. A laminated card is made with their photo. These are left at the guardhouse. When the domestic/gardener arrives to work they collect their I.D s, when they leave they return it to the guards. 2. General Should you give your domestic/gardener items from your home, please give them a note for security granting them permission to leave with the goods. If they do not have a note and the guards cannot contact you they will be requested to leave the parcel until permission is obtained. If your domestic/gardener is going on leave and a temporary replacement is filling in please advise the guards. Should your domestic/gardener no longer work for you please immediately advise the guards so that the I.D s may be removed, and access denied. PICK-IT-UP 240L DUSTBINS 1. Dustbins Collections by Pikitup are on Monday mornings. The grounds staff start collecting the bins from 07h00 on Monday mornings so can you please place your bin/s out on Sunday evenings after 19h00 or on a Monday morning before 07h00. The grounds staff takes the bins to a central collection point on your street. Your bin is then returned to your house. Please note that all refuse must be in suitable 240 liter wheel bins that should be supplied by Pikitup Municipal Refuse Removal (no plastic bags will be removed). NO rubble or garden refuse will be removed by Pick-it-up; removal of such is up to the tenant or owner of property. LEVIES 1. Levy Administrator Madeleine Marais Email: madeleine@maraisdp.co.za Cell: 083 415 8032 2. Payment dates Levies are payable in advance by the 7 th of each month. There is a levy collection box situated at the Estate Office, please ensure that your stand number is clearly marked so that your payment is correctly allocated. PLEASE DO NOT PLACE CASH IN THE LEVY BOX. Levies can be paid by debit order/stop order; arrangements are made directly with Madeleine Marais. You may also pay electronically, again please ensure your stand number is clearly marked. The levy is set on an annual basis. Kindly call Madeleine or the Estate Office if you are not sure of the amount. Interest will be charged at 5% above the ruling prime overdraft rate charged by the association s bankers on all amounts over 30 days (one month) in arrears. Levies are posted on or before the 25 th day of each month. Kindly ensure that Madeleine Marais and the Estate Management have your correct postal details. Arrangements can be made with Madeleine for you levy statement to be emailed to you. 4
GENERAL USE OF THE STREETS 1. The speed limit on all streets is 30km/hr. All road signs must be obeyed. 2. Save for the above, the applicable Road Traffic Ordinances, by-laws and laws 1996 of the road will apply. 3. Parking is allowed in demarcated areas only. In the case of a private function at your home you may ask your neighbours permission to park on their pavements. 4. Motorists should always drive with extreme caution, do not overtake vehicles and remember children play on the estate. 5. Other than Stonebridge, the roads of the estate are not to be used for parking purposes. 6. Visitors parking bays in the park(s) are not to be used by residents as parking bays on a permanent basis. This includes the use of the bays for the storage of business vehicles. USE OF PARK AREA 1. The open areas have been designed to enhance the resident s lifestyle. 2. The Phase 1 & 2 Park can be hired out by residents for children s parties on Saturdays and Sundays. The costs involved are an R250.00 deposit of which R150.00 is refundable. R100.00 is kept for the park maintenance fund. Bookings need to be done with the Estate Manager at least 3 weeks before the date of the function. The deposit needs to be paid immediately after booking in order to secure your date. Keys for the toilet need to be collected at the Guardhouse on the morning of your function. Please remember to hand the keys back to security once your function is finished. The estate management ensures that the Gazebo and toilet area is cleaned every Friday before the weekend. Please can you make sure that the area is cleaned up before you leave as the estate staff does not work on weekends? 3. Residents are encouraged to leave the park area clean and free of broken glass at all times. 4. The lighting of fires or braai s are not permitted. 5. No plants, shrubs or trees may be removed. 6. Please do not climb the trees, use the jungle gym. 7. Trapping or shooting of birds or other animals is not permitted. 8. The resident s use of the park area is entirely at their own risk. 9. Only players wearing the correct shoes are permitted to use the tennis court. NO other ball games riding of bicycles or skateboards are permitted on the court. 10. Parking by the park to be used for residents who are visiting the park and not on a permanent basis. 11. When having a party please consider the neighbours who surround the park and keep your noise to a minimum. 12. Anything that needs to be powered should be considered as a possible nuisance and will need to be approved by the Association before you can use it in the park. 13. Please note that a designated spot has been allocated for the use of jumping castles and an electrical point has been fitted. Please contact the estate manager for the exact location. MAINTENANCE OF ENVIRONMENT 1. The residents are to ensure that caravans, washing lines, trailers, boats, Wendy houses, tool sheds, mechanical equipment or parts thereof and accommodation for pets are sited out of public view and screened from neighbouring properties. 2. No advertisements or public material may be exhibited or distributed in the estate without the consent of the WEHOA 3. All residents are to maintain the aesthetic appeal of their property and public facing gardens, to the satisfaction of the rules and regulations of the WEHOA. 4. No trees may be removed from the curbs. 5. In order to keep the aesthetic appeal of the estate, home owners are encouraged to keep their homes in a good state of repair. 5
PETS 1. Each resident has a responsibility to ensure that their pets are not the cause of disturbances at any time. 2. Dogs will not be allowed into open areas without the use of a leash and owners will be responsible for the cleaning of fouling. 3. All pets must wear a collar and have a tag indicating where they live. NOISE CONTROL 1. Public time hour s 07h00 18h00 weekdays, 07h00 15h00 Saturdays 2. On Sundays and Public Holidays no business, activity or hobby, which would cause aggravation or nuisance, may be conducted. Power saws, lawn mowers and the like may only be used during public hours. 3. No auctions or jumble sales are allowed. 4. In the event of annoyances, disputes or complaints arising for any reason, the involved parties should endeavour to settle the matter between themselves amicably, exercising understanding, tolerance and consideration. Security should not be called to attend to these matters and have been instructed not to respond. In instances occurring where problems cannot be resolved, the matter should be presented in writing to either WEHOA or Estate Management for arbitration. NEWSLETTER 1. A monthly newsletter is sent out with the levy statements. Three advertising flyers per month may be attached to the newsletter. 200 copies of either A5 or A4 flyers along with a R100-00 administration fee are required. Contact the Estate Management should you wish to advertise by means of the flyers or if you would like to place a notice in the newsletter. 2. No knock and drop is permitted. 3. Flyers may not be distributed from the guardhouse. ESTATE AGENTS Estate agents are to abide by the following: 1. A once off non-refundable accreditation fee of R5 700.00 including VAT is payable to Waterford Estate Home Owners Association. Once this fee has been paid agents are then able to sell at Waterford Estate. 2. On the receipt of the accreditation fee agents will receive one copy of the Waterford Estate Operating Guidelines. 3. For each house put on show an R120.00 administration fee is payable, on receipt of this, agents will receive a Show House Pack. This pack contains one copy of the Operating guidelines and all relevant forms new residents are required to fill in. The same administration fee applies to rental houses. 4. All agents wishing to place a house on show must send all the information pertaining to the show house to the Waterford Estate Management by close of business on Thursdays. 5. Waterford Estate Management produces a document each Friday listing all houses and stands on show with the relevant agents details. This show day flyer is accompanied by a map of Waterford Estate indicating each house. The Security Guards issue these documents to potential buyers. All agents are to sign and stamp these documents, which are handed back to Security when exiting the Estate. 6. Agents may place ONE show board at the Show house. No pointer boards may be erected. 7. Show boards may be erected on Sundays and taken down after close of the Show day on the same day. 8. ALL AGENTS ARE REQUIRED TO ADVISE THE WATERFORD ESTATE MANAGEMENT OF NEW RESIDENT DETAILS ON COMPLETION OF THE SALE. FAILURE TO DO SO WILL JEOPARDISE FUTURE SALES AT WATERFORD ESTATE. 6
