Attachment 1 is a map shwing the lcatin f the subject site and the existing zning in the area. Attachment 2 is a map shwing the current Tauntn Part II Plan designatin fr the subject site. Attachment 3 is a cpy f a plan submitted by the applicant shwing the prpsed lts fr single detached dwellings that was presented at the April 18, 2016 public meeting. A public meeting was held n April 18, 2016 cncerning the subject applicatins. At the cnclusin f the public meeting, the Develpment Services Cmmittee adpted a recmmendatin t refer the applicatins back t staff fr further review and the preparatin f a subsequent reprt and recmmendatin. The minutes f the April 18, 2016 public meeting frm Attachment 4 t this reprt. 2.0 Recmmendatin That the Develpment Services Cmmittee recmmend t City Cuncil: 1. That, pursuant t Reprt DS-16-77 dated May 5, 2016, the applicatin submitted by Greycrest Hmes (Oshawa Inc.) t amend the Oshawa Official Plan (Tauntn Part II 126

That, in accrdance with Sectin 34(17) f the Planning Act and ntwithstanding that the rezning prpsed in the public meeting reprt and at the public meeting differs frm that apprved by City Cuncil, such differences are nt substantial enugh t require further ntice and anther public meeting. 3.0 Executive Summary This Department recmmends that the subject applicatins t permit 10 single detached dwellings at the sutheast crner f Clearbrk Drive and Cldstream Drive be apprved. The applicatins advance a new infill develpment cnsisting f single detached dwelling lts that have similar lt frntages t the single detached lts in the surrunding neighburhd. The prpsed develpment can be designed t be cmpatible with the existing develpment in the area. 4.0 Input frm Other Surces 4.1 Other Departments and Agencies N department r agency that prvided cmments has any bjectin t the apprval f the subject applicatins. Certain technical issues and requirements related t the prpsed develpment have been identified and can be reslved during any future part lt cntrl applicatin r building permit prcesses, if the applicatins are apprved. 4.2 Public Cmments Attachment 4 cntains the minutes f the public meeting. This Department received cmments frm ne area resident in ppsitin t the prpsed develpment. The resident expressed cncerns regarding the change in the design f the streetscape, prperty values, nise levels and the impact n traffic in the area. He als pined that the subject site shuld cntinue t accmmdate future cmmunity uses such as a butterfly garden r a wind garden. The City s traffic engineer analyzed the prpsal and cncluded that 10 single detached dwellings will have minimal impact n the transprtatin netwrk in this area. The prpsed develpment will have less traffic impact than uses currently permitted under the existing CIN (Cmmunity Institutinal) zning (e.g day care centre). 127

Reprt t Develpment Services Cmmittee Meeting Date: May 9, 2016 Page 3 Certain technical issues and requirements related t the prpsed develpment including nise attenuatin, architectural cntrl, grading and driveway lcatins will be reslved during any future part lt cntrl applicatin r building permit prcesses, if the subject applicatins are apprved. 5.0 Analysis 5.1 Backgrund The subject site is lcated at the sutheast crner f Clearbrk Drive and Cldstream Drive (see Attachment 1). The subject site is designated as Residential in the Oshawa Official Plan, designated as Cmmunity Use in the Tauntn Part II Plan and zned CIN (Cmmunity Institutinal) in Zning By-law 60-94. The CIN Zne permits cmmunity uses including schls, churches, assembly halls, children s shelters, daycare centres and clubs. Single detached dwellings are nt a permitted use in an area designated as Cmmunity Use in the Tauntn Part II Plan r in the CIN Zne. As a result, the applicant has submitted applicatins t amend the Tauntn Part II Plan and Zning By-law 60-94 t permit 10 single detached dwellings. The prpsed single detached lts will be created thrugh a future part lt cntrl applicatin. The Oshawa Official Plan specifies, in part, that areas designated as Residential shall be predminantly used fr residential dwellings. Other cmpatible land uses such as cmmunity institutinal uses are als permitted. The subject site is designated as Cmmunity Use in the Tauntn Part II Plan (Attachment 2). The Tauntn Part II Plan specifies, in part, that areas designated as Cmmunity Use shall be predminantly used fr scial, educatinal, cultural and religius land uses such as schls, churches, day care centres and libraries. Single detached dwellings are nt permitted in areas designated as Cmmunity Use in the Tauntn Part II Plan. Therefre, an amendment t the Tauntn Part II Plan is required t redesignate the subject site t Lw Density Residential. The Lw Density Residential density designatin generally includes uses such as single detached, semi-detached and duplex dwellings at a density up t 30 units per hectare (12 u/ac.). The prpsed 10 single detached dwellings will have a density f 14.7 units per hectare (6 u/ac) and cnfrms t the prpsed Lw Density Residential designatin. Clearbrk Drive is a Cllectr Rad and Cldstream Drive is a Type C Arterial Rad in the Oshawa Official Plan and the Tauntn Part II Plan. This Department has n bjectin t the prpsed amendment t the Tauntn Part II Plan t permit 10 single detached dwellings n the subject site. Sectin 5.5 sets ut the ratinale fr this psitin. 5.3 Zning By-law 60-94 The subject site is zned CIN (Cmmunity Institutinal) in Zning By-law 60-94. The CIN Zne permits cmmunity uses including schls, churches, assembly halls, children s shelters, daycare centres and clubs. Single detached dwellings are nt a permitted use in the CIN Zne. The applicant has requested that the subject site be rezned t an apprpriate R1 (Residential) Zne t permit 10 single detached dwellings subject t special regulatins related t minimum frnt and side yard depths. 129

The R1-D(1) Zne is in keeping with the same zning fr the existing single detached dwellings that abut the subject site t the suth. This Department has n bjectin t the apprval f the subject rezning applicatin. Sectin 5.5 sets ut the ratinale fr this psitin. 5.4 Site Design/Land Use Cnsideratins The applicant prpses t develp the vacant site fr 10 single detached dwellings. The prpsed single detached lts will be created thrugh a future part lt cntrl applicatin. Fur lts will frnt nt Clearbrk Drive and 6 lts will frnt nt Cldstream Drive. Each lt will have apprximately 12 metres f frntage (see Attachment 3). Detailed design matters will be reviewed during any future part lt cntrl applicatin t ensure cmpliance with the City s Landscaping Design Plicies, engineering standards and ther plicies if the subject applicatins are apprved. These include nise attenuatin, architectural cntrl, servicing, strmwater management, grading and driveway lcatins and lifting f the 0.3 metre reserves alng bth Clearbrk Drive and Cldstream Drive. 5.5 Basis fr Recmmendatin This Department has n bjectin t the apprval f the subject applicatins fr the fllwing reasns: (a) The prpsed develpment is cnsistent with the Prvincial Plicy Statement and cnfrms with the Prvincial Grwth Plan; (b) The prpsed residential develpment cnfrms with the Oshawa Official Plan (Part I Plan); (c) The prpsed develpment is cmpatible with existing surrunding land uses; and (d) The prpsed develpment represents gd planning. 6.0 Financial Implicatins There are n financial implicatins assciated with the Recmmendatin in this reprt. 130
