SITE INFORMATION Public sidewalks are located along Oakton Street and portions of Austin Avenue and Gross Point Road. There is no sidewalk present on Austin Avenue to the south of the southern service driveway to the west of the football stadium. There is no sidewalk present on Gross Point Road to the north of the driveway to Niles West. There is no sidewalk present along either side of Frontage Road. Overhead utilities run along a portion of the southeast side of the subject site along Gross Point Road. Two service driveways that access the Niles West football stadium are present on Austin Avenue. Two driveways that access Niles West s north parking lot are present on Oakton Street. One driveway that accesses Niles West s south parking lot and 2 driveways that access the school district administrative office and Niles Central high school are present on Gross Point Road. The site is served by the Pace 226 bus, which runs along Oakton Street. STAFF ANALYSIS Petitioner s Submittal The petitioner is requesting a 2-lot subdivision, for 5701 Oakton Street on 1 lot in an R2 Single-Family district and for 7700 Gross Point Road on 1 lot in an M1 Office Assembly Industry district. The subdivision is necessary to bring the property into compliance with the Skokie Village Code since the existing property occupies multiple subdivisions. The subdivision is requested in conjunction with the rezoning of portions of the Niles West High School campus within Lot 1 from R1 Single-Family and M1 Office Assembly Industry (case 2012-15P). Lot 1 will contain the Niles West High School campus and Lot 2 will contain the Niles Township District 219 administrative office and the Niles Central special education high school. A 33-foot-wide by 411.96-foot-long dedication is requested along the east side of Austin Avenue in order to extend dedicated Austin Avenue further to the south with the intent of eventually turning Austin into a through street between Oakton and Gross Point. A 15-foot by 15-foot by 14.25-foot dedication at the southeast corner of Oakton and Austin is requested for future widening of the intersection. Separate dedications of 3 feet and 10 feet are requested along the west side of Gross Point Road in order to widen the west half of the right-of-way to 33 feet. A dedication is also requested of that part of PIN 10-29-208-021 that exists on the east side of Gross Point Road in order to dedicate a portion of Frontage Road. 2 of 4
Staff Comment and Review sheets were sent to all pertinent departments. Staff comments on the subject case were received from the Engineering Division. All other departments had no comments. Planning and Engineering Divisions The Planning and Engineering Divisions recommend the granting of the subdivision. The subdivision will meet all requirements of the Village Code, and Map Data Policy. Although the part of parcel 10-29-208-021 that lies to the east of Gross Point Road is not depicted on the proposed Niles West Subdivision plat, the Village and Cook County indicate that this land is owned by the petitioner. The Village has jurisdiction over Frontage Road in this area and would like to have the land dedicated as right-of-way so that it can have ownership of the roadway. The parcel does not appear serve any function to School District 219. STAFF RECOMMENDATIONS Staff recommends that the petitioner s request to subdivide the subject site be GRANTED subject to conditions listed below: 1. Prior to a hearing of the subject case before the Board of Trustees, the petitioner must revise the Niles West High School Subdivision to depict that part of parcel 10-29-208-021 lying to the east of Gross Point Road and indicate that this part of the parcel will be dedicated as right-of-way. 2. The property must be subdivided and land must be dedicated pursuant to the Niles West High School Subdivision dated June 2, 2010, revised November 29, 2011, and as may be further revised with the approval of the Village Manager, or designee, and Corporation Counsel. 3. Upon the passage of the ordinance by the Board of Trustees, the Mylar of the Niles West High School Subdivision must be submitted to the Village with all signatures other than Village staff or elected officials. 4. The Niles West High School Subdivision shall be effective upon its recording by the Village in the Office of the Recorder of Deeds of Cook County, Illinois. 5. All monuments must be set no later than 1 year after the date of the recording of the plat. 6. The petitioner must submit to the Planning Division electronic files of the plat of subdivision in approved and finalized form. The files must be scaled drawing files in AutoCAD format (version 2010 or older). The drawings must be formatted to SPCS, NAD83, HARN 2007, with SPCS north being straight up, and the primary units in U.S. Survey Feet. All elements must be contained within a single file, no XREF or PDF attachment files shall be used. 7. If work is to be performed on public property or if public property is utilized or impacted during construction and or development, the owner must provide, or must 3 of 4
cause the developer and/or contractor to provide, the Village of Skokie with a certificate of insurance naming the Village of Skokie as additionally insured for any and all claims related to any and all work. The owner shall hold, and shall cause the developer and/or contractor to hold, the Village of Skokie harmless and indemnify the Village for any and all claims for property damage or personal injury related to work on or use of public property. 8. The petitioner must comply with all Federal and State statutes, laws, rules and regulations and all Village codes, ordinances, rules, and regulations. ATTACHMENTS 1.
