Peter Robertson, Brampton Resident, put forward the following: Details on his delegation to the Planning, Design and Development Committee Meeting of October 17, 2011, and the suggestion put forward at that time that he delegate this meeting 2011 10 18 Page 4 of 11
Overview of the history of the Hamlet of Wildfield and the other hamlets that existed in that area, referencing George Tavender s book From this Year Hence Proposal toward the preservation of the Hamlet of Wildfield, specifically for a heritage commercial retail plaza on The Gore Road south of Mayfield Road Written submission outlining details for achieving the plaza, including suggestions for relocation of local heritage resources and waiving of the commercial development levy Mr. Robertson responded to questions from the Board with respect to his proposal for a heritage commercial retail plaza. Board consideration of this matter included: The City s overall review of heritage resources, to include prioritization of these resources Suggestions for the heritage-type shops that could be incorporated into the proposed heritage commercial retail plaza, i.e. antique market, arts and crafts stores Incorporation of an educational component into the proposed plaza, e.g. public library A motion was introduced to receive the delegation and request a staff report on this matter. Staff clarified that the Board s motion should be for receipt of the delegation, since direction to staff was already given at the Planning, Design and Development Committee Meeting of October 17, 2011. HB102-2011 That the delegation and written submission from Peter Robertson, Brampton Resident, to the Meeting of October 18, 2011, re: Preservation of the Hamlet of Wildfield (File G33) be received. On behalf of the Board, she extended thanks to City Councillor John Hutton and area resident Mrs. Hassell, for their efforts in providing the tour. Board consideration of this matter included: Information from Stavroula Kassaris, Heritage Coordinator, Planning, Design and Development, about the City s policies relating to social networking Suggestions for potential speakers and topics for the 2012 Joint Meeting of Municipal Heritage Committees of Peel Questions about the creation of an updated map and details from Paul Willoughby, Sub-Committee Member, in response HB104-2011 That the of the Outreach and Marketing Sub- Committee Meeting of September 28, 2011 (File G33), to the Meeting of October 18, 2011, be received. G. Designation Program G 1. Proposed Designations A list of properties proposed for heritage designation was provided with the agenda for this meeting. provided details on the reasons that the Pendergast Cabin is not included on the list of proposed designations. G 2. Recent Designations nil H. Churchville Heritage Conservation District nil I. Heritage Impact Assessments I 1. 11180 The Gore Road Ward 10 (File G33): Staff Comments Heritage Impact Assessment Mark Hall, Heritage Consultant, was in attendance to respond to any questions. No questions were put forward by the Board. Stavroula Kassaris, Heritage Coordinator, Planning, Design and Development, provided an overview of the subject Staff Comments and Heritage Impact Assessment, highlighting the proposed mitigation options and the recommendations from staff. HB105-2011 1. That the Staff Comments from Antonietta Minichillo and Stavroula Kassaris, Heritage Coordinators, Planning, Design and Development, dated September 30, 2011, to the Meeting of October 18, 2011, re: Heritage Impact Assessment 11180 The Gore Road Ward 10 (File G33), be received; and, 2. That the Heritage Impact Assessment prepared by MW Hall Corporation, for Fulton Bridge Estates Inc., dated September 29, 2011, to the Meeting of October 18, 2011, re: 11180 The Gore Road Ward 10 (File G33), be received; and, 3. That the removal/demolition of the building on the subject property be allowed, and that the mitigation plan outlined in the subject Heritage Impact Assessment be supported, subject to the following conditions: The property owner provide supporting documentation to the City of Brampton confirming that the building was offered for relocation, and if relocation efforts are unsuccessful, that salvage for reuse preferably to heritage related-projects be explored; 2011 10 18 Page 7 of 11
A qualified built heritage consultant be hired to conduct the recording and documentation of the building and outline the elements recommended for salvage; That the property owner provide a copy of the Cultural Heritage Documentation Report to the City of Brampton, the Brampton Public Library, and the Region of Peel Archives; A reputable contractor be obtained to salvage the identified building components; The destination of the salvaged materials be determined prior to the initiation of any salvage process; Remnant materials (i.e. salvaged brick) be integrated into various park components, such as signage, seatwalls, shade structures, architectural elements, etc.; Heritage interpretive signage in the form of a pedestal plaque be erected at the developer s expense; The plaque be produced to City standards for heritage interpretive signage; Naming of local roads and the parkette after the Byrne family; All other naming opportunities be explored for nearby streets and other municipal assets based on the historical research; With the recently approved Official Plan Amendment for Heritage Building Protection Plan, there will be some compensation requirements for the 11180 The Gore Road property. A compensation strategy will be developed to the satisfaction of the Commissioner of Planning, Design and Development. J. Status Updates (when new information is available) J 1. David Moote, Board Member, requested that this item be deferred for consideration at the Meeting of January 17, 2012, and outlined the reasons for his request. HB108-2011 That the Staff Comments from Antonietta Minichillo and Stavroula Kassaris, Heritage Coordinators, Planning, Design and Development, dated September 30, 2011, to the Brampton Heritage Board Meeting of October 18, 2011, re: Heritage Incentive Grant Project Completion Toronto and Region Conservation (TRCA) McVean Farm Site Claireville Conservation Area Ward 10 (File G33) be received. L 4. Heritage Permit Application 77 Main Street South Ward 4 (File G33). Pierre Beaumier, property owner, was in attendance and, in response to a question about a potential previous owner of the subject property, confirmed that this individual was not a previous owner. Stavroula Kassaris, Heritage Coordinator, Planning, Design and Development, provided an overview of the subject application. HB109-2011 1. That the Heritage Permit Application from Pierre and Colleen Beaumier, Brampton, to the Meeting of October 18, 2011, re: 77 Main Street South Ward 4 (File G33) be received; and, 2. That that endorses the subject heritage permit application as presented; and, 3. L 5. Discussion re: Proposed Date for Joint Meeting of Municipal Heritage Committees of Peel June 15 or 22, 2012 (File G33). Board discussion took place with respect to the proposed dates for the 2012 Joint Meeting of Municipal Heritage Committees of Peel, and the following motion was considered. HB110-2011 That the 2012 Joint Meeting of Municipal Heritage Committees of Peel, to be hosted by the City of Brampton and the Brampton Heritage Board, be held on Friday, June 15, 2012. M. City Councillor John Hutton asked if a venue had been selected for the Board s annual dinner in December 2011, and it was indicated that one had not been chosen. Councillor Hutton requested that Board Members provide their suggestions for a venue for consideration at the Board Meeting of November 15, 2011. O. Public Question Period nil P.
