1. Apologies for Absence Apologies from 51 members were received. 2. Adoption of Minutes of the Third Quarterly General Meeting held on 9 Sept 2008 There being no comments, the minutes of the Third Quarterly General Meeting held on 9 Sept 2008 were proposed for adoption by Kryan Sze and seconded by Ivan Ho. The minutes were confirmed as a true record. 3. Matters Arising from Minutes of the Third Quarterly General Meeting held on 9 Sept 2008 There was no matter arising from the Third Quarterly General Meeting held on 9 Sept 2008. 4. Report from the Honorary Secretary In view of the tight schedule, the Honorary Secretary invited members to read the details from the full report which was uploaded onto the front page of www.hkia.net on 12 December 2008. 5. Report from the President The President announced that his tenure would be ended this year and sincerely wished the new Council every success under the leadership of President-Elect Ms. Anna Kwong. The President briefly reported that some major events were taken place this year, such as Venice Biennale, the Golf Day, HKIA Conference as well as Annual Ball. Appointment of Honorary Auditors 2009 There being no objection, the meeting endorsed the appointment of Stephen Poon and Pau Shiu Hung as Honorary Auditors for the term of 2009. A Speech by Mr. Henry Tang Ying-yen, GBS, JP The President welcomed and introduced Mr. Mr. Henry Tang Ying-yen, GBS, JP as the speaker of the Annual General Meeting. Mr. Tang outlined in his speech that major development projects, urban renewal and heritage conservation would be essential in shaping Hong Kong as an international world city, for which is the goal to be achieved by the government in the coming next few years. He addressed that the 10 major infrastructure projects remain as the core of the infrastructure development plans. To cope with the current global economic meltdown, it is important to keep the developments timely and on track so as to strengthen Hong Kong s competitiveness and also improve cross-boundary connectivity. He also emphasized that urban renewal is the government s responsibility to beatify the city and to improve the built environment. Recent renewal project such as Woo Cheong Pawn Shop in Wanchai is one of the successful examples in revitalizing and contributing to the ambiance of the area. He further stated that the government is fully aware of the importance of heritage conservation and also the need for a holistic approach to conserving our valuable heritage. The government would pragmatically execute the conservation policy by granting financial assistance to non-profiting making organizations to carry out adaptive use of historic buildings. He thanked the Institute in assisting with heritage conservation policy and Urban Renewal Authority in reviewing its strategic planning. Continuous contributions and support from the profession are invaluable elements to strike the right balance between modernity and history. He believed that ample opportunities will be created for architects by fast-tracking development projects. He once again addressed that the government cannot accomplish the goals without the creativity, inspirations and professionalism from Hong Kong architects. Mr. Tang concluded the speech by congratulating the 77 architects who are receiving the certificates of PRC Class 1 Registered Architect Qualification of Mutual Recognition under the CEPA framework. He assured that the government will continue to strengthen the relations with the Mainland and open up more opportunities for architects for both local and Mainland China. The President offered a vote of thanks to Mr. Tang for his informative speech. 8. Report by the Honorable Patrick Lau, SBS, JP, Legco Member for Functional Constituency Architectural, Surveying and Planning The Honorable Patrick LAU, SBS, JP reported his recent works at LegCo Panel, including the Cooperation Arrangement on the Support of Restoration and Reconstruction in the Sichuan Earthquake Stricken Areas which was recently signed by the HKSAR Government and Sichuan Provincial Government in October. He also updated the development progress on the Western Kowloon Cultural District and other relevant Legislative Council affairs with members. Council Election 2009 (Election of 1 Vacant Council Member) After the second round of nomination from general membership, the President announced that Ms. So Ching was elected ipso facto to take up the remaining Council Member post. Taking this opportunity, the President also announced the full list of 2009 Council Members and present members were invited to stand up and be recognized. There were totally 77 architects passed the Mutual Recognition 2008 and 41 of them attended the presentation ceremony.
