Issue No. 107 September I, 1961 1 Melb C Ccl finally decided against their Lord Mayor's (Cr. Evans) proposal to re-locate the Town Hall & create a public square extending from Collins St to Flinders Lane, despite a report by the MCC town planner (Mr Borrie) in favour of it. Apparently determined to give the old Town Hall an uplift in appearance & status, its stonework is now being cleaned & suggestions for squares in the other two directions available, North & East (the trams in Swanston St to the West could not of course be interfered with), are being considered, with the Ccl inclined towards the East, although this site contains two churches (which would be left facing the wrong way for a square), a large hotel (can Melb afford to lose its accommodation?), as well as other commercial bldgs. It has become fashionable to invoke examples of squares in European cities & suggest Melb should follow their precedent. No one seems to have thought of the function of squares & how they are used in these cities mostly by tourists, photographers, pick-ups & pigeons the sort of land use that doesn't rate a colour on the town planners' map. Squares are for people, for activity, they are not places laid out merely to enhance the prestige of institutions & their bldgs, & the capital cities of Australia might be better employed solving the traffic & housing problems that plague their permanent residents rather than planning features to impress overseas visitors. The irony at Melb is that Lincoln Square, Carlton, which is comparable to some of the famous overseas examples, eg London's Bloomsbury area, is at present being "improved", its old Moreton Bay fig trees being ripped ou+, large areas paved & a spectacular & lavish fountain feature installed. A 30 acre IZ m regional shopping centre, is to be completed by 1963, at Toombul (Q'land) by Westfield (Q'land) Pty Ltd, a subsidiary of Westfield Development Corporation Ltd, Sydney. Scheme will include parking for 2000 cars, & approval has been granted by the City Ccl's Registration Board subject to further excavation & construction of the Schulz Canal, as the land is at present liable to flooding. If Austin-Anderson (Aust) Pty Ltd, a company which combines design, engineering & construction under a single contract (C-S 104, June 1961) has begun work on two new bowling centres in the Greater Wollongong area, for Ten Pin Bowling Ltd. Est cost 200,000. Design is similar to the Hawthorn Bowling Centre (Vic) built by A J Anderson Ltd before affiliation with the Austin Company of America to form the Austin-Anderson combine.

If Neil Clerehan, Director, Small Homes Service of the RVIA has selected 22 houses for illustration in a book called "Best Australian Houses" (Cheshires). Essentially composed of good photos with a minimum of text, the book suffers from poor layout, a painful collection of advertiser's pages & insufficient information of area, price range & orientation, the sort of facts that make functional as well as visual comparisons possible & would make this book more valuable. ~( B'bane arch't & town planner Dr Karl Langer submitted to Greater B'bane Town Planning Committee a plan to develop the Woolloongabba area with a new bridge over the B'bane river including a shopping centre, swimming pool, park, multi-storey office bldgs & flats. The plan was sponsored by a group of private citizens. I(( No tenders were submitted for the Syd City Ccl's land in Martin Place (C-S 104, June 1961), but one offer was received from Pan American World Airways, to pay 10,000 for an 18 months' option on the site, to be leased for 99 years for 750,000 or at 60,000 a year for 99 years, & build a 5 m to 6 m international tourist hotel. sì This drawing shows the first stage of Christ College, University of Tasmania, to house 50 students with dining facilities for 150, cost 110,000 approx with final capacity 150 students at est cost of 1,750 per student. Construction is mainly exposed load-bearing cont block, with untreated wood windows, with economic first cost & low maintenance an important design factor. Peter Muller, arch't; T Cardwell & Sons, bldrs. 11 The Public Relations Committee of the Oland chapter of the RATA are publishing a monthly two-page news-letter, called Centre-Line, one page for public circulation, & one for "anything of a private nature". One right & one left of centre? C-S hopes that C-L never gets its lines crossed, for it's on the appeal of anything of a private nature publicly exposed that the mass-circulation newspapers of Australia depend. 11 Leighton Irwin & Company (Melb) have been appointed Consulting Architects to the University of Queensland. Their function is to prepare a Development Plan & to act as co-ordinating Architects in respect to extensive works now being undertaken by a number of local firms, to meet the rapid growth of the University. New bldgs are being erected for many faculties & extensions to others. A competition for the Great Hall is shortly to be launched under the aegis of the RATA & will be open to Architects in all parts of Australia. Photo: Max uapain This bldg for Golden Crust Bakeries Pty Ltd, Fairfield NSW is a good example of smartly-designed industrial architecture. The double gabled steel portal structure, roofed with corr a.c., houses the main bakery, bread room & dispatch area, & insulated A. C. & steel-framed curtain walls can be expanded lengthwise or by duplication of the self-contained production units. The low office block is brick with alum curtain wall, & in the background are two flour silos painted yellow, which are both functional & appropriately symbolic of the factory's purpose, & therefore certainly do not merit the label of that much-overworked current term of arch'i abuse, "featurism". (Arch'ts & Str engrs, Hassel & McConnell; Supervising arch'ts, Collard & Clarke; Bldrs, Robert Wall & Sons Pty Ltd). If At the corner of Hunter & Phillip Streets (Sydney), a 15 storey office bldg is to be erected for a group of companies headed by the Australian Guarantee Corp Ltd & the Transport & General Insurance Co. Of flat plate rc construction, each floor will project to provide sun shading, & access for window cleaning, allow sill-to-ceiling windows instead of a complete curtain wall, & help to prevent up draughts which severely test the weather proofing of an all-glass envelope. (The curtain wall, which had almost become traditional for office bldgs over the last decade seems to be already on the way out whether for inadequate performance or inadequate appearance it is hard to tell, but C-S suspects that the real reason is that architects eventually found its beauty was only skin-deep.) Attached to the outside edge of the hoods will be thin vertical members to give "the effect of light lines of tracery" and serve as down pipes for water collected on each hood. (Diligent form-followers will recall on Melb's National Mutual Centre (C-S 104, June 1961) a similar scheme of sandwich-expressed floors with superimposed verticals, with similar rationalisation the curtain wall was said to be functionally deficient & architecturally effete.) Internally, air-conditioning will be by a periphery controlled induction system which enables floor to floor heights to be kept to a minimum. The Governor of Victoria (Sir Dallas Brooks), one of the most popular representatives of the Crown Australia has ever had, will retire next year to live at Frankston (Vic) in a new house, described as Georgian style modified to the Australian setting. Arch'ts: Carleton, Henderson & Butler. This is a model of a 150,000 warehouse, the first stage of a I m development for Australian Glass Manufacturers Co Pty Ltd. This & the second stage a 500,000 amenities block, are scheduled for completion by May 1962. A Glass Tank bldg, new raw material Batch house & offices will follow. The warehouse will be steel framed, with a column free span of 135 ft, for an area of 45,000 sq ft. Walls will be modular concrete masonry & glazing aluminex bars. W The First Australian Building Research Congress held at the new Monash University (Vic) was well-attended, wellorganised and well worth it. Papers were submitted under five headings: Moisture in Materials, Modern Developments, Design of Buildings, Cracking in Buildings & Curtain Walls. The procedure, in which a reporter summarised & commented upon all the papers submitted to a particular session & then invited contribu?ions to the discussion from those present had these weaknesses (i) only when the number of papers was small was the reporter able to really probe +heir contents, (ii) many of the individual contributions from the floor were merely anecdotal or directed to a specific difficulty on a current job, (iii) real discussion is in any case difficult amongst such numbers as were present at each session. In future congresses possibly fewer papers with more intensive discussion by a selected panel would give better opportunity for criticism & substantiation of material. Due to the Congress many have realized for the first time the extent & accessibility of so much significant research. It is to be hoped that more copies of the papers will be made available & that their implications will be fully considered in the arch'+' & bldg journals. Photo: Wolfgang Sievers One of the most difficult problems an architect may face is to design a new bldg to fill a vacant slot in 'a street of bldgs which are in themselves good architecture, but of different periods & character. This company "town house" for Gilbey's in Roslyn St, W Melb, could have succeeded but its restraint & poise are shattered by such incidental yet irritating (& probably client demanded) features such as the 3 flag-poles, 3 heraldic devices, two potted shrubs & a canvas window blind it therefore lacks both the simplicity of the bldg on its left & the flamboyance of the bldg on its right. The extensive ground floor area will be roofed with large precast conc troughs spanning 60 ft, the multi-storey block will be steel frame, air-conditioned & include a 238 seat auditorium on the first floor & parking for 50 cars in the basement. Keen The same comments might almost apply to this block of 12 home units at New Farm, B'bane again the simple mass, light and shade, but the overall fussiness of pattern of sunscreen, projected brick & diagonally strung balustrade, & a graceless brick ramp spoil an otherwise vigorous bldg. Cost 50,000; J Van Den Broek, arch't; Rankine & Hill, str engrs; D K Stehr, bldr. Work has begun on the second stage of the Hotham Gardens estate, N Melb (C-S 100, Feb 1961). The Housing Commission bought the land originally, cleared the houses on it & re-sold to the Master Builders (Associated) Redevelopments Ltd which, associated with the Real Estate & Stock Institute & the RVIA, is a non profit group formed to improve housing in "run-down inner suburbs". Where the evicted run-down suburbanites go to is not clear, unless it is to Melb's other slums, but certainly not back into Hotham Garden's flats, which will sell at min 5,000 for a two bedroom unit, 400-600 dearer than the first stage units. Photo: Max Dupain Not the least remarkable point about this photo of Kalamazoo House, N Sydney, is its faithfulness to the original rendering (published C-S 101, March 1961). Such wilful & mannerist manipulation of structure & form has resulted in a bldg which expresses nothing but its own struggle for uniqueness. Minnett & Cullis-Hill, Petersen & Powell, arch'ts.
