City of Oconomowoc Architectural Commission Meeting Minutes October 10, 2018 Members Present: Staff Present: Jeremy Flint, Anne Krogstad, Paul Schultz, Kurt Schrang and Kent Johnson Jason Gallo, Kristi Weber, Ald. Shaw and Chris Dehnert 2. Approve the September 12, 2018 Minutes: Motion by Schultz to approve the September 12, 2018 minutes; second by Flint. Motion carried 5-0. 3. Prairie Creek Shoppes Consider / approve a Master Sign Plan at the SW Corner of Brown St (CHP) and Lake Drive (CH Z) aka Tax Keys OCOC 0540.999.028, 0540.999.027 and 0540.999.023: Weber explained the property in this retail development consists of three tax keys and is owned by two different property owners who use the same leasing agent. There are two anchors, Piggly Wiggly and Tobin s, with 12 tenants located in between. The owners of the parcels previously created their own unofficial sign plan which was never approved by the City. Recently a new tenant requested approval of their sign which brought forth the need for a formal City approved Master Sign Plan. Staff was impressed with how well the property owners worked together to update their current plan. It was also agreed to handle any signage issues for the anchors separately through the Architectural Commission due to their complexity. Proposed changes to the plan include 1) language under #3 Walls Signs that all wall signs shall have white text; 2) adding an item to allow for logo text which addresses corporate logos, crests or shields in conjunction with text when a logo is part of a corporate identity; and 3) under #10 Window/Door Signage, include text to include the City requirement to not exceed 25% of window/door coverage. Weber noted the sign plan of the development allows for projecting signs for each tenant which staff likes. Weber recommends approval of the Master Sign Plan with the three conditions as noted. She noted the new tenant will be coming in tomorrow with their sign request which may include blue letters, and Chad Schultz of Innovative Signs said this tenant will be coming in with white letters. Members questioned if the owners had provided a letter of agreement with the proposed sign plan. Weber said they worked together to create the plan, and former correspondence regarding current signage reflects their desire to have a cohesive Master Sign Plan. Motion by Schultz to approve the amendment to the overall Master Sign Plan for Prairie Creek Shoppes with the amendments as proposed; second by Schrang. Motion carried 5-0. 4. Architectural Commission Background November 14 th 2018 : 5:00 pm at City Hall in Conference Room #3 Department of City Planning Kristi Weber 262.569.2173 oconomowoc-wi.gov/planning Item #3 Cool Joyce Studio & The Doggy Bag; Amendment to Master Sign Plan The applicant is requesting approval of an amendment to the Master Sign Plan from the Architectural Commission for 124 E. Wisconsin Avenue. The Master Sign Plan ( 17.609(3)(a)) was previously approved in March 2018 by the Architectural Commission. Color and Logos The previously approved tenant signs were to have a white background, with black lettering on both sides in a variety of fonts and no logos. The tenants are asking for an amendment to the Master Sign Plan tenant signs to keep the white background and black text in a variety of fonts, but allow for colored logos. Planning Staff supports this request. Arrows The applicant is also requesting an arrow pointing towards the building to be allowed on the sign. Planning Staff feels that the sign location and text noting Located behind Roots is sufficient and that by adding an arrow itwould take up valuable space on the sign and decrease legibility. Commissioners to determine the necessity for the use of arrows. Property Owners Approval The 124 E. Wisconsin building, currently has (4) tenants (The Roots Coffeebar & Café, Cool Joyce Studio, The Doggy Bag and Boards and More). Fowler Lake Properties LLC (The Roots Owners) is the leasing agent for all the tenants of the Master Sign Plan. The Property Owners have approved the submitted amendment Master Sign Plan. If any changes occur, the applicant must notify the property owner of the approved conditions and provide a new approval letter to the Planning Department agreeing to the approved conditions. Note Pending approval of the amendment to the Master Sign Plan, the applicant is required to apply for a sign permit from Building Inspection (262-569-2195) located on the second floor of City Hall. Each sign permit is $25. Recommendation: Approve the amendment to the Master Sign Plan for 124 E. Wisconsin Avenue, with the following considerations: Arrows: Commissioners to determine the necessity for the use of arrows.

Architectural Commission Meeting Background November 14th, 2018 Page 2 Item #4 Moboevo; Building Façade Amendment The applicant is requesting approval for a building façade amendment from the Architectural Commission for Moboevo located at 127 N. Main Street. The applicant will be applying for Downtown façade grant funding for the proposed rear/lakeside update. Building Color The existing color on the lakeside of 127 N. Main Street is faded yellow and is in need of new paint. The applicant is requesting Tricorn Black (SW6258) for the first floor, Cyberspace (SW 7076) blue on the second floor, with Westhighland White (SW 7566) for the second floor block and trim. Planning Staff feels supports the color selection. Garage Door The applicant is proposing to remove the rear window and install a garage door. In the past year, three (3) storefront garage doors have been approved by the Architectural Commission. Planning Staff supports the new garage door. Fence The applicant is going to enhance the north side of AJ s fence with a shiplap look. Planning Staff supports finishing the backside of the fence. Second Floor Tenant Entrance Stair Currently the second floor tenant entry stair exits to the south. The application shows the second floor tenant extry exiting to the north. Planning Staff supports this change, as it will direct the upstairs resident to utilize an adjacent sidewalk instead of the Moboevo s deck. First Floor Existing Rear Entrance The existing rear first floor entrance opens towards the fence. Due to the addition of the garage door and deck that Planning Staff suggests switching the door swing to open towards the new deck. Property Owners Approval The property owners have approved the submitted application. If any changes occur, the applicant must notify the property owner of the approved conditions and provide a new approval letter to the Planning Department agreeing to the approved conditions. Recommendation: Approve the building façade amendment for Moboevo located at 127 N. Main Street, with the following considerations: First Floor Existing Rear Entrance: Switch the door swing.

Architectural Commission Meeting Background November 14th, 2018 Page 3 Item #5 Moboevo; Special Exception for Signage The applicant is requesting approval for a signage special exception from the Architectural Commission for Moboevo located at 127 N. Main Street. The applicant has already received Administrative Sign approval for the projecting sign on N. Main Street and the wall sign on the rear/lakeside of the building (Per Section 17.608(2)(c)(2) of the City s Municipal Code). Special Exception ( 17.602(5)) The applicant is requesting a special exception for signage to be located on the awnings instead of on the windows. Their rationale includes to keep the windows as clean and minimalistic as possible, thus the applicant is asking for awning signage is lieu of window signage. The Commissioners to determine is a special exception is warranted. Rear Awning The applicant has provided an option with black background with white text. Planning Staff supports the proposed color selection as it creates a cohesive look for the updated façade. Front Awning The applicant has provided two options: a white background with black text option as well as a black background with white text option. Planning Staff feels to keep a consistent look that the awnings should match on both sides of the buildings; thus, the front awning should be a black background with white lettering stating Sales, Service, Rentals, ECO-Fun. Staff does not support the additional business logo and text on the awning as there is already a business identification with the approved projecting sign on the N. Main Street elevation. Property Owners Approval The property owners have approved the submitted application. If any changes occur, the applicant must notify the property owner of the approved conditions and provide a new approval letter to the Planning Department agreeing to the approved conditions. Recommendation: Approve the signage special exception for 127 N. Main Street, with the following considerations: Front Awning: Black background with white text Sales, Service, Rentals, ECO-Fun. Item #6 Schulte Heating & Air Conditioning; Building Façade Amendment The applicant is requesting approval for a building façade amendment from the Architectural Commission for 131 N. Main Street. Building Color The existing color on the lakeside of 131N. Main Street is faded green with red trim and is in need of new paint. The applicant is requesting Web Gray (SW7075), with Pure White (SW 7005) trim. Planning Staff feels supports the color selection. Recommendation: Approve the building façade amendment for Schulte Heating & Air Conditioning located at 131 N. Main Street.

Architectural Commission Meeting Background November 14th, 2018 Page 4 Item #7 Eagles Landing; An Amendment to the Master Sign Plan The applicant is requesting approval of an amendment to the Master Sign Plan from the Architectural Commission for Eagles Landing at 126-130 W. Wisconsin Avenue. This building has (2) commercial tenants (American Legion and a restaurant) with condominiums above. Eagles Landing had received building approval at the December 14 th 2016 Architectural Commission and Master Sign Plan ( 17.609(3)(a)) approval on September 12 th 2018. The applicant is requesting to add the following to the previously approved Master Sign Plan: Development Sign with Eagle over Residential Entrance Foyer o The text will match the previously approved development sign on the retaining wall as well as incorporate an eagle to the development name. The sign and eagle will be nonilluminated. Planning Department Staff supports this addition. Tenant Business Sign above Establishment Entrance on Wisconsin Avenue o The applicant is requesting non-internally illuminated red letters. The tenants will install gooseneck lighting above each sign. Planning Department Staff prefers that the tenant signs be bronze color as previously approved, to create a cohesive look to the overall development. The Applicant and the Property Owner are now asking for new colors including the proposed colors, blue (pantone 295c), teal (pantone 7459c) and red (pantone 485c). Commissioners to confirm color selection. Tenant Business Sign along Establishment Lakewalk/Boardwalk Entrance on Alleyway o The applicant is requesting non-internally illuminated 18 x30 wall sign. Planning Department Staff supports this sign. Tenant Business Sign on Lac La Belle Facade o The applicant is requesting non-internally illuminated red letters. The tenants will install gooseneck lighting above the sign. Planning Department Staff does agree with the need for the signage on this façade, but suggests that the tenant sign be bronze as previously approved, to create a cohesive look to the overall development. The Applicant and the Property Owner are now asking for new colors including the proposed colors, blue (pantone 295c) and red (pantone 485c). Commissioners to confirm color selection. Note The graphics that were submitted with this application were for representation only. The Applicant will need to work with a sign company to provide actual sign specifications to Planning Department prior to sign permit approval. Sign permits are available from Building Inspection (262-569- 2195) located on the second floor of City Hall. Each sign permit is $25. Property Owners Approval The Property Owner has approved the submitted application. If any changes occur, the applicant must notify the property owner of the approved conditions and provide a new approval letter to the Planning Department agreeing to the approved conditions. Recommendation: Approve the amendment to the Master Sign Plan for Eagles Landing located at 126-130 W. Wisconsin Avenue, with the following considerations: Tenant Business Sign above Establishment Entrance on Wisconsin Avenue: Commissioners to confirm color selection.
