The area is dominated by parcels no smaller than a quarter section in size. STE FEATURES LAND: The subject property remains fully forested. File No. 016/2012 ACCESS: The property is currently accessed by way of a Private Development Road off of the Beatton Airport Road CL SOL RATNG: Class 4X and 5WD4X. Soils in Class 4 have severe limitations that restrict the range of crops or require special conservation practices while Class 5 have very severe limitations that restrict their capability in producing perennial forage crops, and improvement practices are feasible. Subclass D indicates undesirable soil structure and/or low permeability, subclass W indicates excess water in the soils while subclass X denotes is comprised of soils having a limitation resulting from the cumulative effect of two or more adverse characteristics. FRE: The subject property is outside any rural fire protection areas Previous Applications Subject Property NONE ON FLE Previous Applications Properties within 100 m NONE ON FLE COMMENTS AND OBSERVATONS APPLCANT: t is the intent of the landowner to utilize approximately 2 acres for the creation of a cemetery to be utilized by members of the Nig Creek Farms community ALR: OCP: ZONNG: The subject property lies within the Agricultural Land Reserve; Therefore, this proposal requires the approval of the Agricultural Land Commission. Note: Pursuant to the Agricultural Land Commission Act, an application may not be considered by the ALC unless the Regional Board authorizes the proposal to proceed to the ALC. This is intended to provide local governments with latitude to consider and weigh the local community interests of each application, in addition to its zoning and official community plan. Should the Regional District forward the application to the ALC, the information and recommendation offered by the Regional District is taken into consideration by the Commission but should not be construed as being binding on the Commission s opinions or decisions. Pursuant to the North Peace Fringe Area Official Community Plan Bylaw No. 1870, 2009, the subject property is designated Agriculture whereby a cemetery is not a permitted use, however Policy 2a) from Section 7.0 states Within the Agriculture Rural designation the principal use of land will generally be limited to: a) uses required for operating a farm; agriculture; agritourism; communal farm; residential use; home-based businesses; kennels; trapping; hunting; outfitting; ecological reserves and work that supports ecological protection or restoration. This proposal appears to meet the requirements of a communal farm and therefore the proposal will not require an amendment to the OCP. The subject property is zoned A-2 (Large Agricultural Holdings Zone) pursuant to Peace River Regional District Zoning Bylaw No. 1000, 1996 whereby Cemetery is not a permitted use therefore The proposal will require an amendment to the zoning bylaw. MPACT ANALYSS AGRCULTURE: The utilization of approximately 2 acres for use as a cemetery should have minimal effects on remainder of the parcel and surrounding parcels as the applicants intend on using an area of the subject property that has never been cleared for use in farming operations CONTEXT: The use of an approximately 2 acre portion of the subject property for a cemetery should actually enhance the basic principles of many small rural communities where those living in the community also want to be laid to rest in that same community.
