- 2 - DIRECTION FOR FUTURE CONSULTATION FROM CITY REPRESENTATION ON POLICY CHANGES RELATED TO THE HALTON SOURCE PROTECTION PLAN POLICIES Direct the Director of planning and building department to continue working with partners within the Halton-Hamilton source protection region to ensure the representation of the City s interests and the coordination of comments related to proposed source protection plan policies; and Direct the Director of planning and building department to report back to Community Development Committee on additional proposed source protection plan policies and implications that may arise during review of these policies. (PB-94-11) APPROVE THE REMOVAL OF FIVE CITY TREES AT 1125 LAKESHORE ROAD AS PART OF THE SKYWAY WASTE WATER TREATMENT PLANT EXPANSION Authorize the Region of Halton to remove five city trees, one flowering crab apple and four white spruce from the frontage of 1125 Lakeshore Road to allow construction of a new driveway for the proposed operations and lab facility. (PB-76-11) APPROVE ONE TIME FUNDING FOR THE DOWNTOWN ENGAGEMENT STRATEGY Direct the Executive Director of Finance to allocate one time funding of $80,000 from the tax rate stabilization reserve fund to fund the downtown engagement strategy and research plan as presented in planning and building department report PB-96-11-1. (PB-96-11-1) WITHDRAWAL OF REQUEST TO REMOVE 3294 LAKELAND CRESCENT FROM THE MUNICIPAL REGISTER FOR DEMOLITION Report withdrawn. (PB-104-11) REFUSE THE REVISED SITE PLAN APPLICATION PHASE II REGARDING THE UNDERGROUND PARKING RAMP AT 106 PLAINS ROAD WEST. (DREWLO HOLDINGS) Refuse the site plan application MM-001/11, requesting the removal of the central ramp to the underground parking garage at 106 Plains Road West. (PB-92-11-1) ENDORSE THE PROCESS FOR THE 2012 OFFICIAL PLAN REVIEW Endorse the proposed process for the 2012 official plan review contained in Appendix B of planning and building department report PB-87-11-1; and Endorse option #3 proposed in planning and building department report PB-87-11-1 such that the official plan and zoning by-law reviews will be undertaken simultaneously, subject to the 2012 Capital Budget approval; and

- 3 - Direct the Director of Planning and Building to engage the Burlington community in the external scan included in the 2012 official plan review; and Direct the Director of planning and building to report back with a scope proposal and a proposed engagement strategy for further consideration by Council, it being understood that the respective proposals will indicate at a conceptual level the required linkages between the official plan review and the zoning by-law review. (PB-87-11-1) ONE STAFF DIRECTION: DIRECTION TO REVIEW STATUS OF RESIDENTIAL ENCLAVE AT THE SOUTH END OF BEACHWAY PARK Direct the Director of planning and building department to review the status of the residential enclave located at the south end of the Beachway Park area. In doing so staff are to: Consider the question of whether this enclave should be permitted to remain in place, and whether it can develop further and thrive as a residential neighbourhood near the Beachway Park; and Work collaboratively with the staff of the City s parks and recreation department to ensure that any plans for the area are complementary to their efforts to develop a master plan for the extensive public park lands in the vicinity; and Coordinate their analysis with Conservation Halton and the Region of Halton to ensure compatibility with the following: o Conservation Halton land holdings and regulations pertaining to the area; and o Region of Halton s servicing policy and its plans for a regional park for the Beachway Area. Approve this staff direction conditional upon a complementary direction being passed by Halton Regional Council. (CDC-18-11, October 28, 2011) Tom Muir, 70 Townsend Avenue, Burlington, ON, spoke regarding a North Aldershot development issue. This area of land is one of the last remaining parcels of Greenfield in Burlington. The area is one that is unique to Burlington. Muir is concerned this property is in danger of development. Muir has been involved in many of the city s public engagement processes around this issue but is concerned that developers are working with the city and not engaging the public enough. (67-CD)

- 5 - Report recommending refusal of revised site plan application Phase II regarding the underground parking ramp at 106 Plains Road West. (Drewlo Holdings). (PB-92-11-1, October 20, 2011) John McNair, McKenzie Lake Lawyers, 300 Dundas Street, London, ON, spoke on behalf of Drewlo Holdings Inc. and the development at 106 Plains Road West. Phase 1 at 168 Plains Road has been completed and 106 is currently under construction. Drewlo has submitted a revised application as well as a revised traffic study. The application is for the removal of the central parking ramp at 106 Plains Road. The traffic study has determined that there will be a limited amount of traffic on Fairwood Place, based on traffic survey data completed. The study has found that 90% of outbound and inbound traffic will go east or west out of one of two access points onto Plains Road, a small amount will be seeking to go south of this development (68-CD) Robert Cooper, 60 Fairwood Place West, Burlington, ON spoke on behalf of the residents of Fairwood Place West, Fairwood Place East and Fairwood Hollow, who are all in support of the staff recommendation to refuse the revised site plan. The residents in this area have had to contend with a number of issues throughout this development construction and are of the opinion that traffic on Fairwood Place will change should the ramp not be built and concerned for the impact it will have on the neighborhood. (69-CD) PUBLIC MEETING: PUBLIC MEETING NO. 13-2011 - APPLICATION TO AMEND OFFICIAL PLAN AND ZONING BY-LAW 2020 FOR LANDS AT 3455 NORTH SERVICE ROAD. (IKEA) The Community Development Committee, in accordance with Section 37 of the Planning Act, as amended, held Public Meeting No. 13 on December 12, 2011, to receive the report providing background information regarding the official plan amendment and rezoning applications for 3455 North Service Road. Having considered the oral and written comments from staff and the delegations, the Community Development Committee received planning and building department report PB-97-11-1 and will consider recommendations at a future Community Development Committee Meeting. Staff Overview: Silvina Kade, Planner, provided a brief overview on the purpose of this information report to Committee and indicated that the goal for this staff report is for staff to address any concerns or questions Council may have and to hear from the community. For the purposes of the Planning Act requirements, the following person(s) made oral submissions: Paul Sipos Stark Architects representing IKEA provided information regarding the site plans for the lands at 3455 North Service Road for the expansion of IKEA s Burlington store and Canadian corporate head office. Mr. Sipos provided an overview of some of the challenges with the North Service Road property from environmental to road widening but

- 6 - also indicated IKEA s great interest and excitement in targeting a 2013 opening of the new location. (70-CD) For the purposes of the Planning Act requirements, the following person(s) made written submissions: None. STAFF REMARKS: Acting General Manager, Development and Infrastructure, Steve Zorbas commented on key reports that will be coming to Community Development Committee in January and February 2012. Zorbas also thanked staff and Council for the past year as this is the last meeting of Community Development Committee for 2011 and wished everyone a happy holiday. ADJOURNMENT: 8:47 p.m.
