Nagar Chennai Corporation s plans to decongest T. Nagar seem to be stuck in a bottleneck. Even as World Bank has asked for fresh reports regarding environment issues before releasing funds for the proposed pedestrian plaza, the Corporation engineers are struggling to get traffic and parking facilities right. The plaza, meant to be a walkers paradise, will stretch from Panagal Park to Anna Salai, a distance of 1.4 kilometres. Engineers say it would be practical to first take up and complete the multi-level parking project as that has also been proposed, in the same location, at Panagal Park. But senior officials of the corporation are reportedly keen to develop the plaza first as it would take only 6 months. The underground parking project is likely to take three years. An official said that the primary problem once either of the work starts is parking issues. Even on a normal day, it s difficult to manage this area and traffic diversions are yet to be worked out, he said. He said that about seven interior roads have been identified for parking but that too will create traffic jams as the roads are not that wide. We are also looking at school grounds, he added. If the multilevel parking is completed before taking up the pedestrian plaza, then it will all be hasslefree, he concluded. The multi-level parking will come up at Bashyam Road (T. Nagar), adjacent to Panagal Park. The facility was initially designed to comprise six levels and be able to hold around 510 four-wheelers and 918 twowheelers. But since the façade and view of Panagal Park would be affected, the parking lot is being re-designed to be made fully underground. The plaza starting from Bashyam Road near Panagal Park up to Dr. Nair Road in the first phase will have will have an exclusive side of the road for cyclists and pedestrians and the other side for MTC buses. The stretch from Dr. Nair Road through the junction of North and South Boag Road up to Anna Salai where it ends it will be four track lane for all vehicles and pedestrians. September 6-12, 2014 Bharati Nagar residents affected by traffic diversions Traffic diversions owing to major civic projects have changed the quality of life for hitherto quiet residential colonies. Bharati Nagar which is just off North Usman Road (T. Nagar) used to be a serene neighbourhood. Ever since Kodambakkam Bridge restoration was undertaken, traffic has been diverted through this neighbourhood. Radhika, a homemaker, said that earlier, evenings were a pleasant time to take a walk and catch up with other residents. Now our lives have been invaded by honking vehicles, dust and pollution. My son used to safely bicycle to school, but now every day I am scared for his safe return through the speeding traffic, she said. With repair work on Kodambakkam Bridge being delayed indefinitely, we wonder when we will get relief from this traffic menace, she added. However after reading the report last week in Mambalam Times, a number of devotees handed over the idols to Vinayagar kuzhus for dumping them in the sea. World Bank asks Corporation to reassess pedestrian plaza project The World Bank has advised Chennai Corporation to submit a fresh report on the environmental and social impact of the proposed pedestrian plaza project in T. Nagar. The study by the Chennai Corporation is also expected to assess the impact of the project on reducing extreme poverty and promoting shared prosperity. The Rs. 83-crore pedestrian plaza, part of the T. Nagar redevelopment proposal, had already been approved by the Corporation Council a few months ago. Funding for the project will not be approved without a proper study of the social and environmental aspects of such an innovative urban infrastructure project, said officials. Work on commissioning the plaza with a commercial theme was expected to begin this month. Suraj, West Mambalam Will the pedestrian plaza project affect residents? Sir, This letter refers to the State Government s proposed construction of pedestrian plaza in T. Nagar at an estimated cost of Rs. 83 crores with aid from World Bank. After initial approval, the World Band has now advised the Corporation to conduct a fresh study on the environmental and the social impact of the project. The study would, inter alia, ascertain the levels of pollution owing to traffic diversions, increased number of visitors, impact on the livelihood of hawkers, garbage collection and heightened commercial activities during implementation of the project. But sadly, how the project can affect the lives of the local residents like me who have been living here for decades has been conveniently ignored. Is the livelihood of hawkers more precious than the lives of so many residents who stay put amid a variety of problems? The World Bank should insist upon the Chennai Corporation to study the existing infrastructure in T. Nagar with respect to the safety and security of the residents, traders and shoppers. Encroachment and lack of fire safety mechanisms in shops and commercial establishments are the bane of T. Nagar and completely overlooked by the authorities.
