BROCKVILLE DOWNTOWN & WATERFRONT MASTER PLAN & URBAN DESIGN STRATEGY March 4, 2009 The Downtown and Waterfront have been divided into 9 sectors that have common characteristics. Sector 1 WW: Sector 2 WC: Sector 3 WE: Sector 4 DW: Sector 5 DC: Sector 6 DE: Sector 7 NDW: Sector 8 NDC: Sector 9 NDE:

WW1: WW2: The Gilbert Marine Block Stable up-scale residential houses Repairs and small seasonal docking on acquired right situation of Gilbert Marine WW3: The Yacht Club Block The site includes The Mill and the Yacht Club.

WATERFRONT WC1: The EIT Block Provincially designated architectural heritage museum, Hardy Centennial Park, EIT buildings and the future Moorings project A seasonal ice skating surface and a barrier-free playground will be installed in 2009. WC2: The Medical Center Block Medical Center (5 Home Street) with vacant land on the East side. Water lots owned by City and operated by Fuller Marine. WC3: The Harbourview Block 2 semi-detached homes renovated and 8 stories harbor. WC4: Beer Store Block 2 locally designated buildings. Possible expansion of Tall Ships Landing for parking has been considered Broad Street to be reconstructed WC5: Tall Ships Landing Status: Site plan approval request not yet submitted but zoning in place. Site includes the Maritime Discovery Centre of the Thousand Islands (science centre, phase 1 project

WC6: The Boardwalk Block An agreement is in place to redesign the harbor by the City of Brockville There is a public easement to the City on boardwalk Municipal Water Street parking lot is up for consideration. The City trunk sewer runs along Water Street A hotel feasibility study has been prepared (2000). WC7: Tunnel or Tunnel Bay Square The Anchor attraction study proposed the development of a waterfront urban square that would serve as a cultural and development hub for the waterfront WC8: Rowing Club This site includes the Rowing Club, the Dive Charter and the Reynold s land WC9: The Brownstones Block of mixed use residential typologies: typical of Brockville. A small site is available for development at the corner of Kincaid and Water street. WC10: TD Block Southern end Includes an 8 storey assisted living residence with some typical single family residential units WC11: Home Street parking lot Block Southern Section The Apples street houses are interesting (3) 1 commercial in the South. WC12: The Bell Canada Block - South Apple St. to St. Andrew is a stable mid-block. Typical residential and mixed use on side streets WC13: The Dave Jones Block (ex sport store) - South Same as WC12 WC14: The Harding/Tait s Block Includes some local heritage buildings. Parking on the South of the site is undeveloped. Southeast corner has been assembled by the City and used as parking and Tourism office and the Seniors Winter Games office. WC15: The City Hall Block Farmers market takes place in spring, summer and fall. Rear view of City Hall, the icon of the city from the waterfront. Chamber of Commerce and DBIA 1000 island business Development Corporation as tenancies. WC16: The Wedgewood Block Includes the site of the future second phase of the Wedgewood, a Hydro substation and the Dive shop.

DW1: The Gymnastic Club Block Dominated by the creek and Brock trail. Stable and mixed quality homes. Old Memorial Center lands site. DW2: Leon s Block Rear zone is institutional. DW3: The Arts Center Block Potential residential development site on Edward Street. Loeb parking is city land. Should we enhance the Arts Center? DW4: The Mariana Block Assisted housing Catholic Church-sponsored, Ultramar, Mac s Milk: eclectic mix. Buildings on Perth Street reinvested but tenancies are a challenge. DW5: The Commercial Hotel Block Perth street small service shops and Hydro substation at rear. DW6: The Reliable Furniture Block Site plan approval for 26 unit condo. Corner of King Street property is demolished and vacant. Reliable to be relocated to DW5. Municipal parking at South for Art center and used by Mill restaurant.

DOWNTOWN KING STREET DC1: The Mews Block Stable commercial block Passageway to Sheridan Mews Old mill used as hair salon on main level, second floor empty, tea room and shop at back towards St-George Street The Car dealership Beattie Dodge has acquired rights only on Northeast corner: DC2: Sheridan Block Rear Lane The buildings on South side of King St. are similar to DC1: homogeneous. Storage building on Lalliday St. was converted into 4 residential units. Typical area of King street: turn of the century mixed-use. Barrier Free access is a challenge DC3: TD Block Typical King Street commercial. Mid-block townhouses (10 years) DC4: Home Street parking lot block Includes Odd Fellows at the corner A developer is inquiring about the possibility of building 14 story residential tower on this site DC5: Shopper s Drug Mart Block Potential for redevelopment: originally built (40s-50s) as a grocery store. The City owns the land North for Buell Street parking lot.

DC6: The Bell Canada Block Apple to St. Andrew stable mid-block. Typical King street buildings 2 vacancies fairly stable upper floors. Convert to Rent program 20 years ago: federal Mixed residential and commercial on side streets. DC7: Public Library/Courthouse Avenue Block Stable professional block and stable commercial. DC8: The Dave Jones Block (ex sport store) Same as DC6 DC9: The Harding/Tait s Block Some local heritage buildings. DC10: Woolworth Block - North Woolworth building (12 000 sq.ft.): many vacancies. Important King Street anchor lost. Limited parking DC11: The City Hall Block Icon of the City. Chamber of commerce and DBIA 1000 island business development corporation as tenancies. DC12: The Scott s Discount Block Varied quality residential buildings at rear DC13: The King s Restaurant Site Same comments as DC11 / DC12 Stable residential at rear DC14: The Wedgewood Block Second phase to come. Large vacant site of a former gas station.
