Resolution of the Township of Freehold Monmouth County, New Jersey No: R-13-20 Date of Adoption: January 15, 2013 TITLE: RESOLUTION DISBURSING OVERPAYMENTS OF TAXES - - - R E S O L U T I O N - - - WHEREAS, certain property owners have credit balances on their accounts; and, WHEREAS, the following Taxpayer Schedules include a 2012 Senior Citizen Deduction Allowed and 2012 Veteran Deductions allowed; creating overpayments, applicable to the blocks and lots and in the amounts set forth; and, WHEREAS, the Tax Collector of the Township of Freehold has certified to the Township Committee of the Township of Freehold that the items designated with the word "REFUND" on Schedules A and B be refunded to the names appearing below; NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Freehold that the refunds be made to the taxpayers appearing on Schedules A and B and the checks for the aforesaid refunds be issued by the Treasurer; BE IT FURTHER RESOLVED that the Tax Collector is hereby authorized to make corrections and notations upon the Municipal records as may be necessary to effect this Resolution; BE IT FURTHER RESOLVED by the Township Committee of the Township of Freehold that the Township Clerk is hereby authorized to forward a certified copy of the within Resolution to the Tax Collector and Treasurer/Director of Finance. 1

Resolution of the Township of Freehold Monmouth County, New Jersey No: R-13-21 Date of Adoption: January 15, 2013 TITLE: RESOLUTION SETTING SALARIES IN ACCORDANCE WITH THE 2013 SALARY ORDINANCE - - - R E S O L U T I O N - - - WHEREAS, the Township Committee had adopted a Salary Ordinance which contains salary ranges within various job classifications; and, WHEREAS, within each of those ranges, specific salaries have been assigned for each position; NOW, THEREFORE BE IT RESOLVED by the Township Committee of the Township of Freehold that the salaries assigned within the salary range established by the previously adopted Salary Ordinance are set forth on Exhibit A attached hereto; BE IT FURTHER RESOLVED that such salaries as set forth on Exhibit A are subject to adjustment at the anniversary date of employment with the Township of the individual holding each such position. The salaries herein are accuarate representations of full-year not-to-exceed salaires. However, minor adjustments to salaries may be administratively performed in accordance with policy changes, collective bargaining agreement steps and provisions, and required increments for certain positions; BE IT FURTHER RESOLVED that a copy of this Resolution, certified by the Township Clerk to be a true copy, be forwarded to the Chief Financial Officer and Personnel Officer. 1

Resolution of the Township of Freehold Monmouth County, New Jersey No: R-13-22 Date of Adoption: January 15, 2013 TITLE: RESOLUTION AUTHORIZING THE PURCHASE OF SANDER AND PLOW PARTS FOR THE DEPARTMENT OF PUBLIC WORKS - - - R E S O L U T I O N - - - WHEREAS, the Township of Freehold has a need to purchase sander and plow parts for the Department of Public Works; and, WHEREAS, the Purchasing Clerk has determined and certified in writing that the value of the acquisition will not exceed that Township's bid threshold, but will exceed $17,500 in vendor aggregation; and, WHEREAS, the anticipated term of this contract is for 1 year; and, WHEREAS, Trius, Inc. can supply the sander and plow parts for the Township in the amount of $13,250.00; and, WHEREAS, Trius, Inc. has completed and submitted a Business Entity Disclosure Certification which certifies that Trius, Inc. has not made any reportable contributions to a political or candidate committee in the Township of Freehold, County of Monmouth, in the previous one year, and that the contract will prohibit Trius, Inc. from making any reportable contributions through the term of the contract; and, WHEREAS, the Director of Finance has certified to the Township Clerk that funds are available in the following Budget Account: 2-01-26-291-291-237 NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Freehold that a contract for the purchase of Sander and Plow Parts for the Department of Public Works is hereby authorized with Trius, Inc. in the amount of $13,250.00; BE IT FURTHER RESOLVED that certified copies of the within Resolution be forwarded to the Finance Officer, the Purchasing Agent and the Superintendent of Public Works. 1

Resolution of the Township of Freehold Monmouth County, New Jersey No: R-13-23 Date of Adoption: January 15, 2013 TITLE: RESOLUTION AUTHORIZING THE PURCHASE OF TECHNOLOGY SUPPLIES THROUGH THE MIDDLESEX REGIONAL EDUCATIONAL SERVICES COOPERATIVE PRICING SYSTEM - - - R E S O L U T I O N - - - WHEREAS, the Township of Freehold is a member of the Middlesex Regional Educational Services Cooperative Pricing System; and, WHEREAS, a contract was awarded for the above referenced materials by the Middlesex Regional Educational Services as the Lead Agency for the Middlesex Regional Educational Services Cooperative Pricing System, of which the Township of Freehold is an active participant, as authorized by N.J.S.A. 40A:11-11(6); and, WHEREAS, the following bidder is able to provide necessary Technology Supplies to the Township of Freehold per said Cooperative Pricing System and Contract: Technology Supplies - Contract No. MRESC 10/11-41 CDW Government, Inc. 2 Enterprise Drive Shelton, CT 06484 WHEREAS, the Director of Finance will certify the availability of funds on an asneeded basis at a time when the Township needs to acquire Technology Supplies for Township Departments; NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Freehol that a contract for the purchase of Technology Supplies for Township Departments is hereby authorized with CDW Government, Inc., in an estimated amount of $100,000.00; BE IT FURTHER RESOLVED that certified copies of the within Resolution be forwarded to the Director of Finance, the Purchasing Agent and the Director of Information Technology. 1

Resolution of the Township of Freehold Monmouth County, New Jersey No: R-13-24 Date of Adoption: January 15, 2013 TITLE: RESOLUTION DENYING REQUEST FOR RELEASE OF PERFORMANCE GUARANTEES FOR GROUP 1 REALTY, INC. (HONDA), SITE PLAN NO. 801-08 - - - R E S O L U T I O N - - - WHEREAS, the developer of Site Plan No. 801-08, located on Route 9 South, has requested a release of its performance guarantees; and WHEREAS, the Township Engineer has conducted an inspection and, by Memorandum dated December 17, 2012, recommends that there be no release of the performance guarantees. NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Freehold that the request of Group 1 Realty, Inc. (Honda) for release of performance guarantees is hereby denied, based upon the recommendation of the Township Engineer. BE IT FURTHER RESOLVED that a copy of this Resolution, certified by the Township Clerk to be a true copy, be forwarded to the Township Engineer, Township Chief Financial Officer, Township Treasurer, Township Attorney and to the Developer by certified mail. 1

Resolution of the Township of Freehold Monmouth County, New Jersey No: R-13-A Date of Adoption: January 15, 2013 TITLE: EXECUTIVE SESSION - - - R E S O L U T I O N - - - WHEREAS, N.J.S.A. 10:4-13 of the Open Public Meetings Act permits the exclusion of the public from meetings of public bodies in certain circumstances which are set forth in N.J.S.A. 10:4-12 (b); and WHEREAS, the Township Committee of the Township of Freehold is of the opinion that such circumstances currently exist. NOW, THEREFORE, BE IT RESOLVED by the Township Committee of the Township of Freehold as follows: 1.
