This waste transfer station will provide an area where the public can deposit municipal solid waste and recyclables. The subject property lies within the Agricultural Land Reserve. Therefore, Agricultural Land Commission approval is required. Note: Pursuant to the Agricultural Land Commission Act, an application may not be considered by the ALC unless the Regional Board authorizes the proposal to proceed to the ALC. This is intended to provide local governments with latitude to consider and weigh the local community interests of each application, in addition to its zoning and official community plan. Should the Regional District forward the application to the ALC, the information and recommendation offered by the Regional District is taken into consideration by the Commission but should not be construed as being binding on the Commission s opinions or decisions. The subject property is designated Agriculture-Rural within the Peace River Regional District Rural OCP Bylaw No.1940, 2011.Section 16, Policy 3 states that the locations of existing public solid waste landfills and transfer sites within the Plan area are permitted throughout the Plan Area. Therefore this proposal will not require a OCP amendment The subject property is zoned A-2 (Large Agricultural Holdings Zone) within the Dawson Creek Rural Zoning Bylaw No. 479, 1986. Section 7.6 (a) states: Utilities and Public Uses, other than an office building or woks yard, are permitted in all zones and are exempt from the minimum parcel size requirements subject to the Local Services Act. Therefore, this proposal will not require a zoning amendment.
IMPACT ANALYSIS AGRICULTURE: The proposal may have a marginal impact on the agricultural productivity of this parcel. CONTEXT: POPULATION & TRAFFIC: This proposal is following the timeframe and proposed work laid out within the PRRD Solid Waste Management Plan. The proposal is consistent with all OCP and Bylaw regulations. No permanent residences are proposed yet an increase in traffic in terms of staff and public use of the waste transfer site is foreseen. Based on identical stations within the Regional District, probability of 500-600 vehicles will visit the transfer station per year. Page 3 of 6
