Report Background On March 1, 2017, RFA Planning Consultant Incorporated, on behalf of 1961059 Ontario Incorporated, submitted an application to the County of Northumberland for a new plan of subdivision in the Township of Cramahe. Northumberland County is the decisionmaking authority for subdivisions in the Township. In accordance with Planning Act requirements, the County circulated a copy of the subdivision application and background studies to the Township for review and to host the statutory public meeting. The purpose of this report is to provide information about the plan of subdivision application for the statutory public meeting and to consider public comments on the proposed subdivision plan. Location and Site Description The subject site is approximately 8.5 ha in size (21 acres) and located west of Durham Street South, and south of Streamside Drive in the Village of Colborne (refer to key map below). The municipal address is 114 King Street. The property fronts onto Durham Street South and King Street East. for a P... Page 5 of 8
The site is a grassy meadow with a few centrally located vegetated areas and some hedgerows. A portion of Colborne Creek traverses at the northwest boundary of the site. The topography is gently sloping from southeast to northwest towards the creek. There is an abandoned house, barn and smaller outbuildings on the west side of the property. The following land uses surround the subject site: North residential uses on Streamside Drive with a portion of Colborne Creek and King Street East beyond East Durham Street South with residential uses beyond South agricultural uses West a portion of Colborne Creek and scrubland Application Details The proposed plan of subdivision consists of 65 lots for single-detached units; seven lots for 14 duplex units (one unit on ground floor and a second unit on an upper floor); 12 lots for semi-detached units, two blocks for 12 townhouse units (total 103 units), a block for parkland, a block for a stormwater management pond and a roadway. A Notice of Complete Application and Public Meeting regarding the application was advertised in the appropriate newspaper. Notice of the meeting was mailed to landowners within 120 metres of the subject site. This report was made available to the public prior to the meeting. Policy Context Cramahe Official Plan The subject site is designated Village Residential in the Colborne Secondary Plan which forms part of the Township of Cramahe Official Plan. The north-west portion of the site is designated Environmental Protection for the Colborne Creek floodplain. for a P... Page 6 of 8
The Village Residential designation includes the residential lands within the Colborne Urban Area. The policies in the Village Residential designation allow primarily for low density and medium density residential uses including single-detached, two-unit and multiple-unit dwellings. Township Zoning By-law The subject property is zoned Development (D) Zone, Environmental Conservation (EC) Zone and on the north-west portion of the site is zoned Residential 1 (R 1) and Environmental Conservation (EC) on Schedule A-1 in the Township of Cramahe Comprehensive Zoning By-Law 08-18. A subsequent zoning by-law amendment application, approved by the Township, would be required prior to any development on the site. Public Participation Anyone who attends the public meeting may present an oral submission, and/or provide a written submission, at the public meeting on the proposed plan of subdivision. Also, any person may make written submissions at any time before County Council makes a decision. If a person who files an appeal to the Ontario Municipal Board of a decision on a plan of subdivision does not make oral submissions at a public meeting, or does not make written submissions before a decision has been made, the Ontario Municipal Board may dismiss all or part of the appeal. Next Steps At a date following the statutory public meeting, Township Council will need to consider the application at a future meeting and will make a recommendation to County Council. All persons who made oral or written submissions, or have requested notification in writing, will be given written notice of the future meetings at which the application will be considered. Conclusions The County of Northumberland has circulated a new plan of subdivision in the Village of Colborne to the Township for review and to host the statutory public meeting.
