2 I n t e r v i e w S e l e c t i o n M e t h o d o l o g y As part of the review of the police complaints process, Police Services Division conducted 141 interviews/ focus groups with 148 key stakeholders. The interviews were administered from February 20, 2006 to October 19, 2006 by the Police Complaints Review Team and Josiah Wood in a face-to-face semi-structured format. Sampling methods varied between respondent groups. A census was conducted of the following groups: Professional staff of the Office of the Police Complaint Commissioner; Chief Constables; Discipline Authorities (where other than the Chief Constable); Police officers assigned to the internal investigations function; Representatives of the BC Federation of Police Officers and the Vancouver Police Union; and Police Board representatives (one selected per Board). Requests for volunteer participation were sent to: Respondent officers drawn from the file sample; and Complainants drawn from the file sample. Representatives from the following groups were selected purposively: Representatives of special interest groups, such as the British Columbia Civil Liberties Association and Pivot Legal Society; Lawyers affiliated with the police complaints process; Representatives of the 2001 Special Committee to Review the Police Complaint Process; BCAPB Executive Committee President; and The Justice Institute of British Columbia.
