Notice of Rent Amount Reported by Your Landlord Information only Community Development was tasked with the implementation of the Rental Registry. Initially, Landlords were required to complete the rental registry forms (Attachment 1) by August 23, 2017, but the deadline was later extended to September 22, 2017. On this form, Landlords reported the current rent being collected for each of their units among other basic information. At the time of this report, 79% of landlords have completed the registry process. Once registrations were received by the City, Tenants were then asked to verify these rent amounts by October 27, 2017 (Attachment 2). To date there have been 70 appeals of the rent amount reported to the City by the landlord. Nearly all of which were administratively handed without being referred to a hearing. Several part time customer service representatives (CSR) were hired to answer questions and help landlords complete rental registry forms. Last month, additional CSRs were hired and first round interviews with Management analysis occurred. Three new Management analyst will start by the end of this month. The City is still working toward the deadline of January 24, 2018 to have all registry forms completed and certified. Other issues to consider are hiring experts to advise Council on the economic impact of Rent Control, the development of more restrictive habitability standards and the formation of a hearing/mediation board. Pursuant to the Beverly Hills Municipal Code (Section 4-5-801 A and 4-6-10 A), Landlords will have 30 days to register every rental unit that is subject to the provisions of Chapter 5 or Chapter 6 of Title 4 of the Code. The registration period starts on July 24, 2017 and it ends on August 23, 2017. Registration is complete when all required information is provided to the City, including the amount of rent that is being charged for each rental unit. INSTRUCTIONS: To ensure accuracy and avoid delays, all forms should be completed online at http://bhrent.bevenyhuls.org. Your property has been assigned a PIN Number which you will need in order to set-up an account, the PIN Number is located on the top right corner of the Notice Requiring Registration of Rental Units. Please follow the instructions from this Notice to set-up your account. The Rental Unit Registration Form consists of 3 parts: PART I - PROPERTY INFORMATION A. You received this form because your property is subject to the provisions of the City s Rent Stabilization Ordinance. The Rental Unit Registration form must be completed online for every rental property that is subject to the Ordinance. Once a landlord is in receipt of the notice to register from the City, he/she is required to complete the registration form, the registration period starts on July 24, 2017 and it ends on August 23, 2017. 2. What happens if I do not submit the form? Pursuant to recent amendments to the Ordinance (BHMC 4-5-801 A and 4-6-10 A), landlords must register every rental unit that is subject to the provisions of Chapter 5 or Chapter 6 of Title 4 of the Beverly Hills Municipal Code. Partial information constitutes an incomplete form, and registration is not considered complete until all requited information, including the landlord s emergency contact information, is provided to the City. Failure to register a unit can lead to substantial penalties including but not limited to a fine of $500.00 per unit. 3. What if I do not know all the answers to the questions regarding each of my rental units? Each question should be answered to the fullest possible extent. Tenants may dispute or clarify discrepancies by providing supporting documentation to the City. A tenant may also contact the City and request the rent information provided by their landlord. 4. What if I submit my Unit Registration form to the City and later realize I need to update information? What kinds of rental properties are subject to the provisions of the Rent Stabilization Ordinance? 6. Who should be listed as the Emergency Contact? The best emergency contact may be the property owner or property manager; however, the person who is most directly able to respond in case of an emergency at your property should be listed. The name, address and telephone number of a designated emergency contact are required to be listed on the form. 7. I am a new Landlord and do not know the Effective Date of the Last Rent Increase or the Date When Tenant First Occupied the Unit. If you do not know the Effective Date of Last Rent Increase, or Date When Tenant First Occupied the Unit, please contact City staff at (310)285-1031. 8. How should I fill out the form if the unit is currently vacant but I plan on renting it later this year? Select the Vacant box under Tenancy Information, and skip to complete Section B and provide Tenancy History for Vacant Units. 9. I currently live in one of my rental units; do I still need to submit the Rental Unit Registration form? If a landlord lives in one of their rental units and simultaneously tents the remaining units, the Unit Registration form must still be completed to fulfill the mandatory registration requirement. 10. Can I submit my Registration Form via facsimile (fax) or via e-mail? No. The only way to submit the Rental Unit Registration Form is online through the Rental Unit Registration portal at: http://bhrent.beverlyhills.org. If you need assistance to complete the Rental Unit Registration Form, individual appointments with City staff are available. To request assistance, Landlords must contact the City and schedule an appointment at (310)285-1031. 11. How do I know if my Registration Form is complete? When the landlord submits the registration form online through the Rental Unit Registration portal at http:ilbhrent.beverlyhills.org, landlord will receive a confirmation email indicating the registration form was received. Once the information is verified, the landlord will receive an email from the City confirming that the Registration of Rental Units for the property is complete. 12. Will the Registration information become public record? Documents submitted to a government agency are subject to disclosure under the California Public Records Act (CPRA). 13.
