The applicant is requesting a waiver of administrative procedure and adoption of the ordinance upon first reading to accommodate their construction schedule and have the project completed in time for the opening of the camp season in June. This waiver request follows several requests for continuance at the Plan Commission by the applicant following a change to the design. PLAN COMMISSION ACTION: On May 10, 2016, Commissioner Witt, seconded by Commissioner Burton, made a motion to recommend approval to the Village Board of Trustees, by a 4-0 vote, for P2016-011, for the Apachi Day Camp Pavilion at 3050 Woodridge Road, in accordance with the following: 1. Final Site Plan Review approval in accordance with the Site Plan prepared by Daniel Lesus Architects and dated May 10, 2016. 2. Conditional Use approval in accordance with the provisions of Chapter 98, Article II, Section 98-50(a)(1) and Article III, Section 98-84 of the Glenview Zoning Ordinance to allow the construction of an accessory structure and associated modifications of camp facilities upon the subject property, a conditional use in the R-1 Single-Family District, subject to the following: A. The use shall be permitted as depicted in the Site Plan prepared by staff and dated May 10, 2016 and Elevations prepared by Daniel Lesus Architects and dated March 2, 2016 B. The structure approved via this conditional use shall be installed within twelve (12) months or the conditional use and associated improvements shall lapse. C. If the conditional use is abandoned or discontinued for more than three (3) months, without substantial attempt to resume such use, the conditional use shall be rescinded. 3. Final Appearance Commission approval of proposed building architecture, lighting, and landscaping. 4. All materials presented to the Commission on May 10, 2016 and associated revisions required by the Plan Commission. PLAN COMMISSION DISCUSSION: Staff provided an overview of the proposed new structure and provided background on the camp, which is governed by a conditional use that was established when the property was annexed into the Village. Following a presentation from staff, the applicant presented their plan for the structure, which would be used to communal camp activities. The Plan Commission asked several clarifying questions regarding the location and electrical service. Project Summary PROJECT DESCRIPTION AND BACKGROUND: The applicant, Jewish Community Centers of Chicago, is proposing the installation of a paved patio and small pavilion to be used in coordination with the activities of the Apachi Day Camp. The structure will not be used for housing or sleeping, but only for various activities that will be part of typical day camp curriculum. The addition of the structure is not expected to generate any new campers. The site is governed by a conditional use as an institutional use within a residential district. The last amendment to the conditional use ordinance was issued in 1996 and has not been modified since that time. POTENTIAL NEIGHBORHOOD IMPACTS: The proposed area of installation is some distance from any adjacent neighbors. Staff did speak with several neighbors who were inquiring about the conditional use, but no objections or concerns were formally raised. Plan Commission Review FINAL SITE PLAN REVIEW COMMENTS The purpose of Site Plan Review is to go beyond the basic zoning, subdivision, design and building requirements in order to address site details which these other codes may not regulate in such detail. The review process is intended to promote more orderly and harmonious development and are intended to ensure that all codes and ordinances have been met helping to provide a logical and coordinated review of proposed developments. Staff has coordinated with the applicant on the included submittal which substantially complies with the Site Plan Review Ordinance Criteria: CIRCULATION The circulation and use patterns through the site will remain substantially the same. No impacts to circulation are anticipated at this time. BUILDING AND STRUCTURE LOCATION The proposed location of the structure is 94.0 feet from the south lot line and 198.0 feet from the east lot line. The proposed location is adjacent to playground equipment and various other camp equipment. BUILDING SCALE The proposed structure is consistent with the size of a typical gazebo and will require Appearance Commission approval. 6

CONDITIONAL USE STANDARDS: Per Sec. 98-50 of the Municipal Code, the Plan Commission shall evaluate any petition for Conditional Use Permit in accordance with the following standards before offering a recommendation to the Village Board of Trustees: 1. The proposed conditional use at the particular location is necessary or desirable for the public convenience; and it will not be injurious to the use and enjoyment of property already permitted in the immediate vicinity; nor will it diminish or impair property values in the neighborhood; nor will it affect a significant change in the character of the neighborhood. 2. The location and size of the conditional use, the nature and intensity of the operation involved in or conducted in connection with it, the size of the site in relation to it, and the location of the site with respect to streets giving access to it, shall be such that it will be in harmony with present development and the appropriate and orderly future development of the district in which it is located, as well as other butting districts. 3. The location, nature, and height of buildings, walls, and fences, and the nature and extent of the landscaping on the site shall be such that the use will not unreasonably hinder or discourage the appropriate development and use of adjacent and nearby land and buildings. 4. Parking areas shall be of adequate size for the particular use, properly located, and suitably screened from adjoining residential uses, and the entrance and exit drives shall be laid out so as to prevent traffic hazards and nuisances, and minimize traffic congestion in the area. 5. A use which is permitted in another district by conditional use shall comply with all applicable bulk regulations of the district in which the use is located. Please refer to the applicant s Conditional Use application within the attached application materials for details regarding the applicant s responses and justifications for the proposed use in regard to the Conditional Use Standards. EXCERPT FROM DRAFT MINUTES OF MAY 10, 2016 PLAN COMMISSION MEETING P2016 011 3050 Woodridge Road Conditional Use and Final Site Plan Review (Public Hearing) Mr. Brady summarized the applicant s petition for Conditional Use and Final Site Plan review approval to allow for the construction of a paved area and pavilion structure as part of the existing youth day camp at the subject property. Mr. Brady went on to explain the property is utilized as a day camp for youth and is governed by a Conditional Use ordinance which was enacted upon the property s annexation into the Village. Since the proposed structure does not appear on the master plan which governs the property, another conditional use amendment would be required to allow construction of the proposed structure. According to the applicant s materials, the structure is to be utilized as part of existing camp operations and is not intended to draw in new campers or to accommodate activities that are not already occurring at the camp. The Plan Commissioners asked several questions regarding the location of structure, which was depicted in the plans at setbacks of 198.0 and 94.0 feet from the respective lot lines, but mention of other dimensions were made in the written materials. The applicant clarified that the plans had the correct dimensions and that the dimensions in the written materials were an approximation. The Plan Commission additionally inquired about electrical services to the structure and the applicant clarified that electrical service would be pulled from adjacent existing services.
