TheA2D2zoning,adoptedin2009,updatedthedowntownzoningrulesthathadbeeninplacesincethe 1960 s.zoningsayswhattypeofusescanhappeninnewandrenovatedbuildingsandhowbigtheycan be(heightanddistancefromthestreetoradjacentproperties). Thedowntownhastwobasezoningdistricts D1(thedowntowncore)andD2(downtowninterface) and9characteroverlaydistricts,which overlay oraddto the D1andD2regulations.Mapsofthe zoning and character overlay districts are included in Attachment A and a summary table of the regulations in Attachment B. Sincethezoningwasadopted,13projectshavebeenapprovedandoneproject,aconditionalrezoning, was denied (additional information on projects developed under the D1 Zoning district is included in attachmentc).arecentprojectsparkedcontroversyduetotheheightofbuilding,itsplacementnear residentialneighborhoodsandconcernsaboutitsimpactonhistoricresources. What exactly does the ordinance say? TheA2D2zoningconsistsoftwozoningdistricts:D1DowntownCoreandD2DowntownInterface.In addition, there are Character Overlay Districts included in the ordinance which provide additional regulationsineachareatoreflectthediversityofstreetpatterns,densities,massinganddesignsthat existdowntown. OverallIntent: Thesedistricts,incoordinationwiththedowntowncharacteroverlayzoningdistricts,aredesignedto supportthedowntownasthecity straditionalcenter.thedowntownservesboththeregionandlocal residents as a place to live, work, and take advantage of civic, cultural, educational, shopping, and entertainment opportunities. The downtown districts are intended to allow a mixture of land uses, denseurbandevelopment,pedestrianorientation,uniqueresidentialopportunities,andacompatible and attractive mix of historic and contemporary building design.development in these districts is designedtobeaccessiblebyavarietyofmodesoftransportation. D2DowntownInterfaceIntent: A2D2ZoningEvaluation IssuesFocusGroupInformationPacket This district is intended to be an area of transition between the Core and surrounding residential neighborhoods.thisdistrictisappropriateformediumdensityresidentialandmixedusedevelopment. Where did the A2D2 zoning come from? TheseedsoftheA2D2zoningdatebackto2003,whentheCityofAnnArborestablishedaDowntown ResidentialTaskForce.Thetaskforcestatedthatexistingdowntownzoningfavoredofficedevelopment over residential, encouraged suburbanstyle projects such as drive through businesses, and restricted development in downtown districts well suited to residents, such as the South University area. They recommendedthecitymodifythezoningcode,andinmay2005,calthorpeassociateswashiredbythe Citytoworkwiththecommunitytodevelopavisionandrecommendationsforthedowntown.Oneof the five key implementation priorities from the Calthorpe Downtown Plan, finished in 2006, was the development of an overlay zoning district for the downtown. City Council formed an advisory committee for each of the implementation priorities in 2006.The A2D2 Zoning work led to the Downtown Plan, adopted by City Council in 2009.
