Where did the A2D2 zoning come from? TheseedsoftheA2D2zoningdatebackto2003,whentheCityofAnnArborestablishedaDowntown ResidentialTaskForce.Thetaskforcestatedthatexistingdowntownzoningfavoredofficedevelopment over residential, encouraged suburbanstyle projects such as drive through businesses, and restricted development in downtown districts well suited to residents, such as the South University area. City Council formed an advisory committee for each of the implementation priorities in 2006.The A2D2 Zoning work led to the Downtown Plan, adopted by City Council in 2009.
