22. THAT AWARE that refuse, dumps and solid waste disposal in Nairobi City County remains a serious issue and poses environmental and health hazard to the people of Nairobi City County. Noting that refuse collection is an employment and investment opportunity to huge refuse collectors. Acknowledging that Nairobi City County produces huge tons of solid waste and refuse coupled below capacity and inadequate manpower to effectively handle refuse and solid waste. This Assembly urges Nairobi City County Government to remove all the bottlenecks existing in the solid waste management industry and ensure that there is an enabling legal frame work to facilitate youth groups initiatives and companies managed by youth in solid waste and refuse collection are contracted alongside private collectors. 23. THAT, AWARE that over 55% of the residents of Nairobi City County live in the informal settlements that are poorly planned with inadequate basic infrastructure, who by either omission or commission are denied basic services and cognizant of the fact that these settlements are prone to fire outbreaks and other disasters which have led to massive losses of life and property, this Assembly urges the Government of Nairobi City County to immediately equip all wards with informal settlements, with minimum firefighting equipments, facilities for rescue, evacuation and recovery and further identify community members per ward to be trained in firefighting and disaster management skills. 24. THAT, WHEREAS Langata Cemetery was established in 1956 in Nairobi measuring about 117 acres under the management of the defunct City Council of Nairobi; WHEREAS the cemetery was reportedly full by the year 1996 thus necessitating the recycling of the old graves and burying of the bodies in three layers henceforth; NOTING that the cemetery now belongs to the Nairobi City County and an alternative burial site need to be identified as a matter of urgency; AWARE that between the years 2007-2008 the funds which were allocated by the Government for that purpose were misappropriated and culprits charged in Court; CONCERNED that lack of a public health cemetery poses a clear and health hazard to the residents of Nairobi City County; this Assembly urges the County Government to declare that the Langata Cemetery is full and to urgently identify a suitable new cemetery ground 26.
