Project Description a. The project includes open-cut construction of approximately 1,500 linear feet of reinforced concrete pipe ranging in diameter from 12 to 21 inches including drainage structures along East Berkshire Road and Traymore Drive in Bloomfield Township. 3. The engineer s estimate is approximately $313,000. 4. Front End Important Points. a. Important Dates i. Last Questions Wednesday, 12/07/16 @ noon. ii. Bid opening @ WRC Office on Friday, 12/16/16 @ 2 P. iii. We will schedule a pre-award meeting with the low bidder at some point. b. We plan to issue the notice to proceed sometime around April of 2017. c. Project is subject to the sale of bonds, and bids need to be held for 120 days or until 4/15/17. d. Article 12 of Information for Bidders requires you to self-perform at least 51% of the work not including General Conditions. e. Liquidated damages are $500/day per Article III of the agreement. f. ARTICLE 8 of the Information to Bidders states that WRC has 30 days to issue NTP after Agreement is signed while Article II of the Agreement indicates 90 days. 90 days is correct. 5. Submittals w/bid See General Supplemental Conditions a. Proposal, complete and signed and acknowledging all addenda. b. Proposal Guarantee/Bid bond (5%). c. Signed Vendor Certification that it is not an Iran Linked Business. d. Completed Experience and Qualification Statement (Form DC-118). Notarized statement indicating that Contractor has not submitted a false claim to a governmental agency. iii. Certification that the contractor has not been removed from a project for a safety violation. b. Preliminary schedule based on start date of 4/24/17, which is when we plan to issue NTP. We may request this information from the other bidders. 7. Pay special attention to General Supplemental Conditions and Section 01005 (Supplemental Specifications and Special Project Requirements) where the pay items are described. a. Escrow bid documents are not required. b. CPM schedule is not required. c. We will not have an OCIP. d. There are also easement conditions in Appendix C that have requirements for plantings, trees, sod, etc. that need to be included in your bid within the other pay items. e. There is an RCOC permit cost of $3,180 that needs to be included in your cost and RCOC requires a $10,000 bond for this project. Permit is in Appendix B. 8. Also pay close attention to the Easement Conditions in Appendix C. There are items associated with the easements for each parcel that need to be accounted for in your bid. Include those costs in the other items in the proposal. All necessary easements for this project have been obtained. 9. Design, Technical Specs, Pay Items, etc. (HRC) a. Haul route has been designated for construction traffic through the neighborhood see detail on sheet 2. Preconstruction video must include the haul route. b. Homes in project area have wells & septic systems. Care must be taken during dewatering not to impact the wells. c. Geotechnical Report prepared by Somat Engineering for project included in specifications. d. There are a number of relatively small trees that are in conflict with the proposed work and are noted to be re-located to outside the easement limits. e. WRC will be providing layout and inspection. f. Minor grading will be required within easement areas to provide positive drainage to the new drainage structures. g. Connection to Hamlin Drain on Traymore to be completed by reconstructing the manhole riser to the joint beneath the proposed pipe invert elevation. New riser pieces that include openings for proposed pipes are to be installed. h. Traymore can be temporarily closed while completing the deeper sewer work.
