APPROVED By Vilnius Cooperative College Director s Order No 1-87, August 29, 2016 VILNIUS COOPERATIVE COLLEGE INTERNAL DORMITORY PROCEDURE REGULATIONS I CHAPTER GENERAL PROVISIONS 1. Internal Dormitory Procedure Regulations of Vilnius Cooperative College (further Regulations) determine the internal dormitory procedure of Vilnius Cooperative College (further College). 2. The College seeks for the conditioning convenient, favorable and safe environment for studies and the satisfaction of personal needs. 3. The Dormitory rooms can be double and triple. The College Administration determines the number of double rooms in the dormitory after having taken into consideration possibilities and demand. 4. The Dormitory Manager is in charge of the effective organization of the Dormitory Business, the dormitory residents (further Residents) accommodation and eviction, order and neatness in the Dormitory as well as the compliance with the Dormitory Regulations. 5. Prior to the completion of the Dormitory Accommodation Agreement (further Agreement), every Resident confirms that he/she has got aware of the Regulations, thus all the Residents must follow the Regulations. The unawareness of the Regulations does not release from the liability in terms of the failure to follow the Regulations. II CHAPTER ACCOMODATION IN THE DORMITORY 6. The place for students in the Dormitory is issued to the College students in terms of their applications, submitted during the entrance into the College. The place is assigned during the period, when a student studies at the College. 7. The College students, already residing in the College Dormitory, inform the College Dormitory Manager about the intention regarding the obtainment of the accommodation for the next academic year until June 30 of every year. 8. Residents are accommodated in the Dormitory from Monday to Friday, from 7.00 a.m. to 10.00 a.m. and from 18.00 p.m. to 21.00 p.m. 9. At the arrival for accommodation, a potential Resident must have a document, justifying one s identity and provide a photo, relevant for personal documents (3 x 4 cm). 10. The accommodated Resident receives the Dormitory permission and the inventory for the individual usage. The inventory is included in the Room Condition Act, where there is also indicated its malfunction and discrepancies (if there are present ones). The Resident and the Dormitory Manager sign the Room Condition Act, thus the claims regarding the malfunction and discrepancies, not indicated in the Room Condition Act, later are not considered. 11. After a Resident has submitted a written request application to the Dormitory Manager and having received his/her written permission, the resident is allowed to use his/her furniture and another inventory during the validity period of the Agreement. The College is not liable for the personal Resident s items or another property, left in the room or in the premises of general usage. 12. The Dormitory Manager can move the Resident from one room to another, having informed the Resident about this in case of the Dormitory being on the reconstruction or reformation;, in order to use the premises more rationally, to save sources of energy and improve

2 utilities or in case of students conflict or seeking to assure the compliance with the hygiene standard requirements. During this movement, it is sought not to worsen living conditions. 13. In case of an emerged vacancy in the room, and a failure for a new Resident in the period of one month to move in and occupy that vacancy, when another Resident (other -s) does not (do not) agree to pay for the extra place (-s) (paying for it a fee of ½ place), when the Dormitory Manager can move the Resident from one room to another after having given a notice to the Resident (-s) about this in written. First, there are moved the Residents, residing at the dormitory for a shorter time or the Residents, who have not improved the living conditions in the dormitory room under personal cost. 14. Moving out from the Dormitory after the graduation or drop out from studies, the Resident has to pay all the fees, vacate the residential premises and handle them and the inventory to the Dormitory Manager, in condition of neatness under the signature. The Resident has to take away the personal inventory. In failure to take away the personal inventory, the College has the right on behalf of its costs to take away and utilize the Resident s personal inventory, and to cover the take away and (or) utilization costs form the advance payment (deposit). 15. The Resident, who fails to move out, is evicted in accordance with the procedures established by the Law of the Republic of Lithuania. The Resident may also be evicted with no provision of a residential premise if a Resident has violated these Regulations. In the presence of a possibility and if the College administration has allowed, the Resident, who has graduated studies or dropped out, can stay in the Dormitory for the period of the current academic year. III CHAPTER THE RIGHTS AND DUTIES OF THE DORMITORY RESIDENT 16. The Resident has the right: 16.1. to submit notices and proposals concerning the improvement of living and rest conditions, the order and neatness in the Dormitory, the decoration and quality improvement of the dormitory auxiliary and living premises; 16.2. to apply for help and support to the Dormitory staff, to call the emergency numbers and in case of necessity the police; 16.3. to use with no restriction kitchens, WC and showers apart from the sanitarian maintenance time. The Residents are not provided with any soap, paper towels and WC paper in these premises; 16.4. to enter and leave the Dormitory freely at any time of the day; 16.5. to allow the guests to make visits in the Dormitory from 12.00 to 22.00., and on Fridays, Saturdays and on the eves of the officially announced days-off (holidays) until 23. The guests are registered in the Guest Book. The Resident, accepting guests, carries joint liability for their behavior and actions and he/she confirms that under his/her signature. The Guest cannot be left in the room alone. In case the Dormitory Manager receives a written complaint from roommates or other Dormitory residents during the Guest s visit time, he/she can restrict the time of a visit; 16.6. Under personal costs to improve the living conditions through the conduct of works related to the decoration/repairs or amendments of the Dormitory premises and equipment after having submitted a written request application to the Dormitory Manager and having received his/her written permission. The improvement works (decoration and amendments) of the Dormitory premises, property and equipment, conducted under Residents costs are not reimbursed; 16.7. To elect the Dormitory Foreman. At the beginning of every academic year autumn semester, the Dormitory Foreman of the Floor is elected under the order of open voting and following the majority voting by the General Residents Meeting of the Floor. This meeting is considered being justifiable if there participates not less than a half of the floor Residents (50% + 1). The Dormitory Manager and the member of the Student Council may participate in it under the right of an observer; 16.7.1. the Dormitory Floor Foreman s functions:

3 16.7.1.1. to take care of the order on the dormitory floor and assure the compliance with the rules. In case of the incident to inform the Dormitory Staff and in case of necessity to call the emergency service numbers; 16.7.1.2. to represent the Residents interests and submit notices and proposals concerning the order of accommodation and the improvement of the living and rest conditions in the dormitory; 16.7.1.3. to assure that Residents would not cause a noise from 22.00 p.m. to 7.00 a.m.; 16.7.1.4. to assure that Residents would use the sources of energy and water economically; 16.7.1.5. to assure that there would not be stored and used strong drinks or drugs and there would not be any smoking; 16.7.1.6. in case of necessity to call Residents meetings and take part in them; 16.7.1.7. to take active part in the Dormitory life; 16.7.1.8. to call extraordinary meetings; 16.7.1.9. to organize Dormitory events. 16.8. The Floor Forman may be reelected by the agreement of more than a half (50% + 1) of the Floor Residents; 17. Residents obligations: 17.1. To respect and not violate other Residents rights and justifiable interests; 17.2. To pay accommodation fees for the dormitory, extra/suplementary service, forfeit, etc. timely; 17.3. To reimburse all the damage in terms of the order, determined in the College; 17.4. Entering the Dormitory provide the Dormitory Guard with the Dormitory Resident s Permit; 17.5. To maintain neatness and order in rooms and also in the premises of general usage in accordance with the requirements of the hygiene norms; 17.6. To follow the universally acceptable behavioral norms through the compliance with the legal acts of the Republic of Lithuania not to cause a noise from 22.00 p.m. to 7.00 a.m. in the Dormitory and from 19.00 p.m. to 7.00 a.m. in the approaches to the Dormitory and outside it, to use the hi-fi systems, earphones and another inventory in such a way that not to disturb work and rest of the human beings, residing in dormitories and surrounding buildings; 17.7. Get introduced to the fire protection requirements and follow them independently; 17.8. To preserve and save the inventory, equipment and another property, present in the room, the premises of general usage and in the whole area of the Dormitory; 17.9. To use sources of energy economically; 17.10. To assure that after having left the room or the premises of general usage or in case of leaving the Dormitory for a longer time, there were not left switched off lights, running water or not turned off electronic devices/equipment (the fridge has to be turned off and cleaned); 17.11. Having broken or damaged the inventory, equipment or another property of the Dormitory or having noticed the breakdown/fault of the inventory, equipment or another property in the Dormitory, to inform the Dormitory Manager, if she/he is absent the Dormitory Guard or to make a record in the Dormitory Breakdown/Fault record book; 17.12. To allow the Dormitory Staff and College Administration to enter the room at any time of the day if it is necessary to secure the compliance with the requirements of the Regulations, in order to accommodate new residents, to assess the condition of rooms, to carry out immediate works of decoration or in case of emergency; 17.13. To allow the first aid workers and police to enter the room at any part of the day if it is necessary to assure the compliance with the requirements of the Regulations or in case of emergency; 17.14. Having noticed the Residents actions, which contradict to the Regulations, to inform the Dormitory Manager, and in case he/she is absent the Dormitory Staff about violations.

Banned in the Dormitory: 18.1. to smoke in the Dormitory premises; 18.2. to store, use, make or spread strong drinks; 18.3. to store, use (with no doctor s prescription), make or spread drugs; 18.4. to allow the timely entrance or accommodation of non-registered guests in the Guest Book; 18.5. for the guests, who are dizzy due to alcohol or drugs; 18.6. to make a noise from 22.00 p.m. to 7.00 a.m. in the room, and from 19.00 p.m. to 07.00 a.m. in the approaches to the Dormitory and outside it; 18.7. to use pyrotechnic means or explosive materials; 18.8. to leave garbage, dirty dishes or personal inventory taken from the room in the premises of general usage; 18.9. to keep animals; 18.10. to keep guns and explosive materials in the area of the room and Dormitory; 18.11. to keep tools or devices with internal combustion engines, oils, petro and other combustible liquids; 18.12. to move to another room on self-willing; 18.13. to move the dormitory inventory and furniture on self-willing in rooms and the premises of general usage; 18.14. to destroy the equipment and inventory, present in the Dormitory or in its area; 18.15. to pollute or damage the interior or the exterior/yard of the Dormitory; 18.16. to move out/evict from the Dormitory not having informed the Dormitory Manager; 18.17. to conduct any repair or amendment works of the Dormitory premises or equipment on his/her own; 18.18. to fix antennas, poster or other items on the doors, windows or walls on his/her own, which may worsen the condition of the residential premises; 18.19. to use extra heating and conditioning devices, and the total cumulative voltage of domestic appliances should not exceed 2 kw for one room; 18.20. to use the Dormitory premises for economic and commercial performance; 18.21. the Resident is provided with a bed with no bedding and pillowcases; 18.22. to behave disrespectfully, threaten or insult the Dormitory Staff, Residents and Guests. IV CHAPTER RIGHTS AND DUTIES OF THE DORMITORY STAFF 19. The Dormitory staff have the right: 19.1. To enter the room after having knocked; 19.2. To enter the room independently when there is a necessity to assure the compliance with the Regulations, in order to accommodate new Residents, to assess the condition of rooms, to carry out immediate repair works, in case of an emergency and when the Resident is absent or he/she does not let enter the room. In the case of a Resident, being absent, after having informed via email. 19.3. In order to assure the cleanness and neatness in rooms, the Dormitory Manager, together with the Dormitory Floor Foreman, and in case in failure for him/her to participate, with another Dormitory employee or the representative of the College Administration, have the right to conduct the inspection of rooms; 19.4. Having found the taken away garbage, dirty dishes or another personal inventory from the room into the premises of general usage, in order to assure the cleanness and neatness and the compliance with the requirements of hygiene sanitarian norms, have to give a notice to Residents immediately that they removed the found garbage, dirty dishes or another personal

5 inventory immediately. If after the given notice, the following is not eliminated, the Dormitory Staff have the right to eliminate the inventory and apply disciplinary measures. If it is failed to indicated the holder of the garbage, dirty dishes or personal inventory, the Dormitory Staff have the right to eliminate the inventory with no given notice to the holder and after having indicated him/her to apply disciplinary measures; 19.5. No to allow the entrance of the Residents who do not provide with the Dormitory Permit; 19.6. To apply remarks and notices to the Residents regarding the violation of the Regulations and to evict Residents from the Dormitory for such violations in compliance with the order, foreseen under these Regulations; 19.7. To conduct other functions in order to assure the compliance with the requirements of the Regulations. 20. The Dormitory Staff are obliged to: 20.1. To respect and not violate Residents right and justifiable interests; 20.2. To provide Residents with information and consultations regarding the issues related to the accommodation and life in the Dormitory. V CHAPTER FEES 21. The Resident is obliged to pay the following fees as indicated under the order of the College and in the Agreement: 21.1. A fee for the accommodation in the Dormitory, fees for the selected supplementary service and forfeit fees; 21.2. Other fees, indicated in the College. 22. The extent of the fee for the accommodation is calculated in compliance with the College Director s order. 23. The extent of the supplementary service, forfeit and other fees are approved under the College Director s order. 24. The fee for the accommodation in the Dormitory has to be paid not later than until the 15 th day of the current month, and after having got accommodated to pay the dormitory accommodation fee after the 15 th day of the month until the last calendar day of the current month. 25. The damage has to be reimbursed in 30 (thirty) calendar days from the submission of the invoice regarding the committed damage. 26. The debt for the accommodation in the dormitory, supplementary service, reimbursement of damage and forfeit has to be paid in 3 (three) working days from the received warning-notice regarding the debt. 27. The Resident is allowed to pay for a longer period. 28. Leaving the Dormitory for a longer period than a month, the Resident has to give a notice about that to the Dormitory Manager and pay for this period. VI CHAPTER LIABILITY FOR THE VIOLATION OF RULES 29. The disciplinary measures are taken for the violation of the Regulations, the failure to conduct obligations or irrelevant conduct of them. There may be taken the following disciplinary measures: 29.1. Notice. Notice is in force for 1 (year) from its issue, for 5 (five) issued notices during the semester; the Dormitory Manager may give the Warning to the Resident for the purposeful/malignant failure to follow the Regulations. 29.2. Warning. Warning is in force for 1 (year) from its issue, for two issued warnings during 1 (year), the Resident is evicted from the Dormitory.

6 30. Eviction from the Dormitory. Eviction form the Dormitory is issued for two received warnings during 1 (one) year or for any other very rude violations of the Regulations. 31. The Dormitory Manager, following the notices of the Dormitory Staff, the Dormitory Floor Foremen and Residents, issue notices and warnings. 32. The College Director evicts the Resident from the Dormitory. 33. The College Director is informed about the Disciplinary Measures, issued to the Resident. 34. In case of the Resident, being evicted from the Dormitory, the Resident has to move out the room in 7 (seven) calendar days and in case of very rude violations, he/she has to move out in 1 (one) calendar day 35. After the Resident has been evicted from the Dormitory, he/she is not allowed to enter the Dormitory. VII CHAPTER FINAL PROVISIONS 36. The Regulations are changed, added or proved having lost their effect under the College Director s order.
